Subject:Approval administrative change of Sampson CQA Plan, DIN 27814
Hi John:
After reviewing the revised CQA Plan (DIN 27807) dated 05/19/2017 for the Phase 3 of Sampson County
MSWLF, permit # 8202-MSWLF-2000, the Solid Waste Section approves the requested administrative change
of the Tables 4.2 & 4.3 of the existing CQA Plan. This approval will allow Sampson County Disposal, LLC
excluding the originally proposed in-situ hydraulic conductivity test (ASTM D 6391) on soil liner from the
QA/QC requirements in the course of constructing Phase 3 (including Cells 9, 10 & 11) baseliner system.
Please place this approval document to the facility operating record. Have a wonderful day.

Subject: Sampson CQA Plan Update

Per our recent conversations, attached is our request for an administrative change to Sampson County Disposal,
LLC's CQA Manual that was submitted as part of the Phase III PTC. This change removes the requirement for
hydraulic conductivity to be performed in-situ, which is not a requirement of NC DEQ and has not been
performed at the facility in prior cells.
