1.0 INTRODUCTION
On behalf of Granville County, Joyce Engineering, (JOYCE) has prepared this Water Quality
Monitoring Report for the Oxford Unit 2 Municipal Solid Waste Landfill, Solid Waste Permit
Number 3901-MSWLF-2012 (facility), in accordance with the North Carolina Solid Waste
Management Rules (NCSWMR) 15A NCAC 13B.1632.
1.1 Site Background
The Oxford Landfill is located at 6584 Landfill Road, Oxford, Granville County, North Carolina,
near the town of Kinton Fork (Figure 1). The facility is owned and operated by Granville
County under Permit Number 3901-MSWLF-2012, issued by the North Carolina Department of
Environmental Quality (NCDEQ) [formerly the Department of Environment and Natural
Resources (DENR)] Solid Waste Section (SWS). The Oxford Landfill consists of two separate
waste disposal units. Unit 1 is a former unlined municipal solid waste (MSW) landfill originally
permitted for disposal of domestic, institutional, industrial, agricultural, and demolition wastes,
with an active C&D landfill on top. Unit 2 is a Subtitle-D MSW landfill. Granville County
received the Unit 2 Permit to Operate from DENR on February 19, 2013. The county began
placing waste in Unit 2 on May 1, 2013.
The groundwater monitoring network for the Unit 2 facility consists of one upgradient well
(MW-7) and five downgradient wells (MW-8, MW-9, MW-10, MW-11 and NES-2S) as shown
on Drawing 1. Monitoring well MW-7 serves as the background well for both the Unit 1 and
Unit 2 landfills. NES-2S is also a performance well for the Unit 1 landfill. The monitoring wells
are screened within the uppermost aquifer underlying the facility. Table 1 presents a summary of
the well construction data for the monitoring wells.
Surface water at the facility is currently monitored semiannually in conjunction with the
groundwater sampling events for Units 1 and 2. Samples are collected from four surface water
monitoring points, SW-1, SW-2, SW-3, and SW-4. SW-1 is located in a sedimentation pond
upstream of the landfill and SW-2 is located immediately downstream of the landfill in a
drainage channel which runs between Unit 1 and Unit 2. Results from SW-1 and SW-2 will be
reported for both units. In addition, two surface water points, SW-3 and SW-4, are monitored for
Unit 2 only. SW-3 is located upstream of Phase 1 of Unit 2, on the perennial creek that runs
along the east side of Phase 1. SW-4 is located on the same perennial creek downstream of
Phase 1, but before the confluence of the perennial creek and the drainage channel from the west
side of Unit 2. The perennial creek eventually flows into Little Grassy Creek, which is classified
“C”, for waters protected for secondary recreation, aquatic life, and wildlife.

1.2 Site Conceptual Model
1.2.1 Site Geology
The Oxford Landfill is located in the Carolina Slate Belt of the Piedmont Physiographic Province
of North Carolina. The geologic province is characterized by rolling topography with a thick
mantle of saprolite overlying late-Proterozoic and Paleozoic igneous and metamorphic bedrock.
The Carolina Slate Belt is comprised of 550 to 650 million year old, metamorphosed
sedimentary and volcanic rocks, intruded by granitic rocks.
The Oxford Landfill is underlain by the Flat River Complex, a shallow intrusive complex of
granitic composition, which comprises a large portion of the northern Carolina Slate Belt (Butler,
1991). The landfill is approximately 18 miles east of the Virgilina Synclinorium, approximately
10 miles west of the Nutbush Creek Fault Zone, and approximately 4 miles northwest of the
Durham Basin (Butler, 1991).
Previous investigations discovered limited exposures of competent, massive, gray to greenish
gray meta-volcanic rock that is moderately fractured. Prominent fractures with near vertical dips
and strike approximately N-20o- E (Joyce, 2009b). Boring logs indicate that the depth to bedrock
at Oxford Landfill ranges from 3 to 35 feet below ground surface. The overlying saprolite
consists of brownish sandy to clayey silt (Joyce, 2009b).
1.2.2 Site Hydrogeology
Groundwater in the Piedmont can occur in substantial volumes where soils and regolith are thick,
but groundwater is typically found in minimal volumes in bedrock, primarily restricted to
fractures. The water table under the area landfill was encountered in the unconfined aquifer that
is mostly in the transition zone that consists of saprolite and highly fractured bedrock. This
unconfined aquifer is pervasive across the site and generally mimics the surface topography.
The saturated portion of the uppermost aquifer beneath the landfill is vertically continuous to
bedrock, and no confining layers have been encountered during permitting. There is a high
degree of connectivity between the saprolite and underlying fractured bedrock such that they
behave as a single continuous aquifer. Depth to water ranged from 3 to 18 feet below grade in
wells MW-7, MW-8, MW-9, MW-10, MW-11, and NES-2S (Table 1). In general, the water
table is near the saprolite/bedrock interface. Drawing 1 presents a groundwater potentiometric
surface map based on static water level data obtained from both Unit 1 and Unit 2 monitoring
wells on August 18, 2015. Drawing 1 depicts groundwater flow to the north beneath Unit 2.
1.3 Aquifer Characteristics & Groundwater Flow Regime
Groundwater in the region generally occurs in the unconfined aquifer that includes both the
saprolite (soil and regolith derived from in-situ weathering of igneous or metamorphic bedrock)
and the underlying fractured bedrock. The transition zone between saprolite and fractured
bedrock is often gradational and can range in thickness from a few inches to several feet.
Typically, the uppermost portion of the fractured bedrock is hydraulically well connected to the

overlying saprolite such that they act as a single aquifer. The frequency and connectivity of
fractures normally decreases with depth. The unconfined aquifer is pervasive across the site.
Over most of the site, the water table is encountered either slightly above or slightly below the
top of bedrock and generally mimics the surface topography. However, in a few locations at the
site, the water table is as much as 10-15 feet above the top of bedrock.
The bedrock is characterized by very low porosity (less than 10%) but, because it is highly
fractured, the permeability is estimated to be 1.0E-03 cm/sec or higher.
Slug tests were conducted on several piezometers and monitoring wells in the Unit 2 landfill area
in February and March, 2009 to determine the hydraulic conductivity of the aquifer materials.
Most of the piezometers and wells were screened within the fractured bedrock; however, a few
were screened within the saprolite. The average hydraulic conductivity of the fractured bedrock
was 0.87 feet/day. With the exception of the background well (MW-7), all of the monitoring
wells are screened in bedrock. The higher hydraulic conductivity and lower porosity of the
fractured bedrock compared to the saprolite, coupled with the fact that, in most places, only the
upper few feet of the water column are in saprolite, indicate that groundwater flow is going to be
predominantly in the fractured bedrock portion of the aquifer.
Depth to groundwater is measured in all compliance monitoring wells relative to the surveyed
measuring point (top of casing) at the site prior to each sampling event. The groundwater
elevations relative to mean sea level calculated for each monitoring well are summarized in
Table 2. The groundwater elevation contours shown in Drawing 1 are based on data from the
February 2016 sampling event. Groundwater flow beneath the facility is primarily to the north.
Table 3 summarizes the groundwater flow rate calculations for the Unit 2 Landfill. Linear
groundwater flow velocities for wells screened in bedrock were computed using the modified
Darcy equation: V = Ki/ne, where V = average linear velocity (feet/year), K = hydraulic
conductivity (feet/day), i = horizontal hydraulic gradient, and ne = effective porosity.
The mean of hydraulic conductivities (K) from slug-tests conducted in February and March 2009
were used in these calculations, based on the primary lithology of the screened intervals of the
wells or piezometers. The mean hydraulic conductivity of the fractured bedrock was 0.87
feet/day. Horizontal groundwater gradient (i) along the flow path through Unit 2 (i3) shown on
Drawing 1 was estimated from the groundwater potentiometric contours for February 18, 2016.
The gradient across the site was approximately 0.0202 ft/ft. Our flow calculations assumed an
estimated effective porosity (ne) of 0.10 (10%) for the fractured bedrock (Table 3). The linear
flow velocity in the fractured bedrock beneath Unit 2 is estimated at 64 feet per year.

2.0 FACILITY MONITORING PROGRAM
2.1 Groundwater Monitoring Program
Six groundwater monitoring wells comprise the compliance monitoring network at the Oxford
Unit 2 Landfill. The compliance network includes monitoring wells MW-7 (the current facility
background well), MW-8, MW-9, MW-10, MW-11, and NES-2S. All monitoring wells are
sampled for North Carolina Appendix I list of constituents. MW-7 also serves as the background
well for the Unit 1 landfill and is sampled in accordance to the Unit 1 Groundwater Monitoring
Plan. NES-2S also serves as a performance well and is sampled under the Unit 1 Corrective
Action Plan (CAP) for the facility.
2.1 Surface Water Monitoring Program
There are four surface water sampling points, SW-1, SW-2, SW-3, and SW-4. Sampling point
SW-1 is located in a sedimentation basin near the southeast corner of the waste unit, upgradient
of the waste. Sampling point SW-2 is located northeast of the waste unit along a tributary of
Little Grassy Creek, down-gradient of the waste. SW-3 is located upstream of Unit 2, Phase 1 on
the perennial creek that runs along the east side of the new phase. SW-4 is located on the same
perennial creek downstream of the new phase, but before the confluence of the perennial creek
and the drainage channel from the west side of Unit 2. The surface water samples are analyzed
for the NCSWMR Appendix I list of constituents during both semiannual events.
3.0 FIRST SEMIANNUAL SAMPLING EVENT OF 2016
3.1 Field Work
On February 17th and 18th, 2016, JOYCE personnel visited Oxford Landfill to purge and sample
monitoring wells MW-7, MW-8, MW-9, MW-10, MW-11, and NES-2S and to collect samples
from surface points SW-2, SW-3 and SW-4. Sample data from SW-1 sampling is covered in the
Oxford Unit 1 Water Quality Monitoring Report.
Monitoring wells were purged and sampled using either a 12 volt pump or disposable bailers.
Field measurements of temperature, pH, specific conductivity, and turbidity were recorded in a
field log for all wells. Prior to sampling, laboratory-supplied containers were prepared with the
following information:

Monitoring well ID (completed by laboratory or field personnel);
Date and time of sample collection (completed by field personnel);
Initials of sampling personnel (completed by field personnel);
Project name and number (completed by the laboratory or field personnel);
Chemical preservative (completed by the laboratory or field personnel); and
Requested chemical analysis (completed by the laboratory or field personnel).
Groundwater samples from each monitoring well were collected either immediately after purging
or within 24 hours of the final purge volume and were dispensed directly from the pump flow or
bailers into the laboratory-provided containers. Immediately after collection, the samples were
placed in a laboratory-provided cooler and chilled on ice. Field sampling logs are provided in
the Appendix A.
Surface water points SW-1, SW-2, SW-3 and SW-4 were sampled using a decontaminated
graduated dipper. Prepared sampling containers were filled from the dipper, placed in a cooler,
and chilled on ice. Field sampling logs are provided in the Appendix A.
3.2 Laboratory Analysis and Quality Control
The February 2016 groundwater and surface water samples were delivered to Pace Analytical
Services Inc. of Huntersville, North Carolina under chain-of-custody control. Groundwater
samples from the compliance wells and surface points were analyzed for NC Appendix I
constituents. The samples were received by the laboratory February 19,2016, in good condition,
properly preserved, at proper temperatures, and within analysis hold times.
In addition to samples collected for compliance monitoring at the Oxford Landfill, JOYCE
personnel collected a Field Blank as part of the February 2016 sampling event. The Field Blank
was analyzed for both Unit 1 and Unit 2 list of constituents. Also, a Trip Blank that was
prepared by the laboratory accompanied the volatile sampling containers to and from the
laboratory. The Trip Blank was analyzed for both Unit 1 and Unit 2 list of constituents list of
volatile organic compounds.
Upon receipt of the laboratory data package, JOYCE personnel reviewed the following data:
General typographical errors;
Correct analyses performed and within method specified hold times;
Biased data results based on Matrix Spike, Matrix Spike Duplicate, and Laboratory
Control Samples;
Blank qualified data (B-flags);
Detections above the 15A NCAC 2L.0202 (NC 2L) Groundwater Standards or the
SWS Groundwater Water Protection Standards (GWPS), or 15A NCAC 2B (NC 2B)
Surface Water Standards; and
Detections above historical levels.

3.3 Data Analysis
3.3.1 Analytical Results for Groundwater
The only in inorganic constituent detected in any of the February 2016 groundwater samples at a
quantified concentration above the SWSL was zinc in MW-8. No organic constituents were
detected at quantified concentrations above the SWSL. No constituents were detected above the
NC 2L or GWPS in any groundwater sample. Table 4 summarizes the quantified detections of
constituents for the February 2016 sampling event. The laboratory analytical reports, the
laboratory quality assurance/quality control information, and the chains-of-custody, are included
in Appendix B. Historical groundwater analytical results are presented in Appendix C.
3.3.3 Statistical Methods and Background
Prior to the spring 2001 sampling event, the Oxford Landfill (Unit 1) had two background wells,
MW-1 and MW-1A. MW-1 was damaged by a vehicle and, with the approval of NCDEQ, was
abandoned in early 2001. MW-1A was affected by low water levels and impact from high
turbidity levels; therefore, NCDEQ approved replacing it with MW-7 as the background for the
first semiannual sampling event of 2011. Data from MW-1 between September 1994 and
October 2000, data from MW-1A from September 1994 to June 2010, and data from MW-7 from
June 2011 to present have been used to determine statistical background concentrations for
inorganic constituents detected at the facility. In addition to historical data from MW-1,
MW-1A, and MW-7, pre-waste background sampling data from MW-8, MW-9, MW-10,
MW-11, and MW-12 collected between June and October 2012 may also be included as
background data for statistical analyses.
The background data for inorganic constituents are evaluated in accordance with the procedures
outlined in 15A NCAC 13B.1632 (g) and (h) to determine if the reported concentration exceeded
the facility background concentrations using the Shapiro-Wilk Test, Parametric Prediction
Limits, Parametric Tolerance Intervals, Aitchison’s Adjustment, Non-Parametric Prediction
Limits, and Poisson Prediction Limits as appropriate. Background data, tests for normality,
outliers, Aitchison’s adjustment, tolerance interval, or prediction limits are used, as appropriate
based on the background data. The statistical test by which downgradient data are compared to
facility background data is based upon the nature of the data and the number of data values that
are less than the laboratory limit of detection. All statistical tests are evaluated at the 0.05 level
of significance, 95% confidence level, and are conducted as one-tailed tests.
3.3.4 Statistical Analyses
No inorganic constituents were detected above their NC 2L or GWPS; therefore, statistical
analyses were not required.

3.3.5 Analytical Results for Surface Water
Sampling point SW-1 is located in a sedimentation basin near the southeast corner of the waste
unit, upgradient of the waste. Sampling point SW-2 is located northeast of the waste unit along a
tributary of Little Grassy Creek, down-gradient of the waste. SW-3 is located upstream of Unit 2,
Phase 1 on the perennial creek that runs along the east side of the new phase. SW-4 is located on
the same perennial creek downstream of the new phase, but before the confluence of the
perennial creek and the drainage channel from the west side of Unit 2. Surface water analytical
results from the site were compared to the 15A-NCAC-2B (NC-2B) surface water standards for
protection of fresh-water aquatic life or human health, whichever is lower (more protective) for a
given constituent.
No constituents were detected above the SWSL in and surface water points during the February
2016 sampling event. The laboratory analytical reports, the laboratory quality assurance/quality
control information, and the chains-of-custody, for SW-2, SW-3 and SW-4 are included in
Appendix B. Historical groundwater analytical results are presented in Appendix D.
4.0 CONCLUSIONS
No inorganic or organic constituents were detected above their NC 2L or GWPS during the
February 2016 monitoring event. The groundwater flow regime is consistent with previous data
and the groundwater monitoring system remains adequate for monitoring the site. Based on
analytical results from the February 2016 event, the Granville County, Oxford Unit 2 Landfill
will remain in the Detection Monitoring program as outlined in Title 15A NCAC 13B .1633.
The next semiannual sampling event is tentatively scheduled for August 2016.
