PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the yard waste notification is compliant with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste
notification facility renewal form and corresponding approval letter.

ADDITIONAL COMMENTS
On May 16, 2017, John Patrone met with Carl Buckland to conduct a comprehensive inspection of the Northfield Farms
Yard Waste Notification on W. Old Glencoe Road in Burlington, Alamance County.
1. The facility is a yard waste notification (YWN) located on a parcel of land owned by Mr. Buckland.
2. The property also contains a notified land clearing and inert debris (LCID) landfill, number N0526, and a
temporary disaster debris staging site (TDDSS), number DS01-010.
3. The property is ~ 28 acres and is undeveloped.
4. Northfield Farms YWN grinds high carbon-to-nitrogen ratio material primarily for boiler fuel.
5. The facility can also accept high nitrogen-to-carbon ratio material for boiler fuel only.
6. Mr. Buckland stated that the facility temporarily ceased accepting material on May 1, 2017 and that the land
clearing debris (LCD) on site will be ground in the fall.
7. Material accepted shall be less than 6000 yd3 quarterly, processed and unprocessed, combined.
8. Mr. Buckland stated that there is ~ 3,500 yd3 of LCD on site.
9. During the inspection, there was no mulch on site.
10. The YWN area is designated by posts.
11. Access roads are of all-weather construction.
12. The facility is secured by a steel cable and padlock.
13. The facility has signage.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
