PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is compliant with
15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)

ADDITIONAL COMMENTS
On May 16, 2017, John Patrone met with Carl Buckland to conduct a comprehensive inspection of the Northfield Farms
LCID Landfill on W. Old Glencoe Road in Burlington, Alamance County.
1. The facility is a land clearing and inert debris (LCID) landfill located on the left at the front of the lot, adjacent to
the gravel access road.
2. The property also contains a yard waste notification (YWN), number 01-008, and a temporary disaster debris
staging site (TDDSS), number DS01-010.
3. The property is ~ 28 acres and is undeveloped.
4. The LCID landfill is no longer in operation.
5. The facility ceased accepting material on April 7, 2017.
6. Mr. Buckland stated that the LCID landfill is < 2 acres.
7. The landfill cap has been graded accordingly and a layer of mulch applied for soil amendment. Mr. Buckland
stated that grass seed will be sown in the coming days.
8. There was no indication of erosion or runoff.
9. Inert debris, not associated with the LCID landfill, is being used for beneficial fill on the property.
10. Mr. Buckland is filling several low areas with concrete and used asphalt.
11. The beneficial fill area is adjacent to the landfill access road on the left.
12. Mr. Buckland stated that he has placed conduit to divert stormwater flow that transects his property. Beneficial
fill is being placed over the conduit.
13. The North Carolina Department of Environmental Quality – Division of Water Resources and the City of
Burlington, Water Resources Department – Stormwater Division have been on site.
14. Mr. Buckland was reminded to ensure that the placement of the conduit is compliant with applicable federal,
state, and local laws and ordinances.
15. Access roads are of all-weather construction.
16. The facility is secured by a steel cable and padlock.
17. The facility has signage.
18. The SWS will return to conduct an update inspection of the LCID landfill after June 10, 2017.
19. Mr. Buckland stated that he would like to operate another notified LCID landfill. He was given the Land Clearing
and Inert Debris Landfill Notification packet and told that he would have to create a separate parcel for the landfill.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
