STATUS OF PERMIT:
A Permit to Operate a Land Clearing & Inert Debris Landfill, Treatment & Processing Unit, and Landfill Gas-To-
Entergy System was issued to Watauga County on April 14, 2016. The permit shall expire on June 15, 2021.
PURPOSE OF SITE VISIT:
Comprehensive Inspection

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted to receive solid waste generated within Ashe, Avery, Caldwell, Watauga, and Wilkes
Counties.
2. The permit and operations plan were discussed.
3. A gate was provided at the entrance to the facility to prevent unauthorized access.
4. The working face was less than one acre in size at the time of inspection.
5. Surface water appeared to be diverted from the working face.
6. Majority of waste within the landfill was covered with soil at the time of inspection.
7. A small amount of incidental waste consisting of plastic bottles and a piece of plastic were observed in the landfill.
Mr. Potter removed a portion of this waste during the inspection and planned to return to remove the remainder of
material upon conclusion of the inspection. Please ensure to take efforts to monitor the landfill for unacceptable
waste streams throughout the working day and remove any such material for proper disposal.
8. The access road was of all-weather construction and maintained. Soil conditions were very wet during the
inspection due to recent heavy rains.
9. Gas Probe “TP1” was observed during the inspection. The device was surrounded by large boulders to prevent
damage from equipment and was adequately labeled.
10. Methane monitoring was being performed quarterly as stipulated in the approved operations manual for the
facility. Records for monitoring events performed on 2/3/16, 4/6/16, 7/6/16, and 11/10/16 were verified. No
exceedences above applicable standards were found.
Operations Inspection of the Treatment and Processing Unit:
11. The facility is permitted to receive wooden pallets, constructed of unpainted and untreated natural wood, land
clearing debris as defined by 15A NCAC 13B .0101(23), and yard trash as defined in 15A NCAC 13B .0101(55).
12. Pallets and unground land clearing debris were being maintained in separate stockpiles at the time of inspection.
13. Grinding operations are conducted twice per year. Mr. Potter explained that grinding operations were expected to
commence later in the week.
14. During the inspection, a small amount of oriented strand board (OSB) was observed in the pallet pile.
x Mr. Potter explained that the pallets and engineered wood are ground for boiler fuel only, and are not
distributed to the public. However, the Treatment & Processing Unit is not approved for the acceptance of
engineered (glued) wood products.
x Watauga County must immediately cease acceptance of this material. If you wish to continue to
accept this material, please contact Allen Gaither, Permitting Engineer to obtain approval. Mr.

15. The facility is permitted to operate a Type 1 Composting Unit. However, no yard trash was observed on site
during the inspection. Please note, any yard trash (solid waste resulting from landscaping and yard maintenance
such as brush, grass, tree limbs, and similar material) must be segregated for composting, including yard trash from
seasonal leaf collection that is accepted by the facility. Ground material containing yard trash may not be
distributed unless it has been composted in accordance with Rule .1400.
16. No objectionable odors were observed.
17. Some ponding was observed during the inspection which appeared to be the result of recent heavy rains. Be sure
to monitor for areas of significant, prolonged ponding and regrade areas as needed.
18. The access road leading to the Treatment & Processing Unit was of all-weather construction and maintained.
19. Good access was provided around stockpiles to allow for access by firefighting equipment.
