Morrow, Jr. Construction Company Landfill STATUS OF PERMIT: Land Clearing and Inert Debris Landfill Notification recorded with the Alamance County Register of Deeds July 11, 1994 Certification of Landfill Operator as Patrick L. Morrow – update operator information dated March 15, 2013 submitted to SWS Land Clearing and Inert Debris Landfill Notification approval letter dated July 27, 1994 issued by the SWS to J.L. Morrow. Status of the Land Clearing and Inert Debris Landfill Notification is OPEN PURPOSE OF SITE VISIT: Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is compliant with 15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566) STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On May 16, 2017, John Patrone met with Patrick Morrow to conduct a comprehensive inspection of the J.L. Morrow, Jr. Construction Company Landfill – LCID Landfill on Mebane Oaks Road in Mebane, Alamance County. 1. The J.L. Morrow, Jr. Construction Company Landfill – Land Clearing and Inert Debris (LCID) Landfill is located behind the residence, via gravel road, at 4423 Mebane Oaks Road. 2. The LCID landfill is designated as 1.99 acres on a separate parcel located on the property. 3. Land clearing debris (LCD) was observed uncovered. 4. Mr. Morrow stated that the LCD on site was receive recently. 5. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 6. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 7. Side slopes should be graded and covered with soil such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion or runoff is observed. 8. Mr. Morrow stated that soil is stockpiled on the property to adequately cover the LCD. 9. No indication of erosion or runoff was observed. 10. J.L. Morrow, Jr. Construction Company Landfill – LCID Landfill is also a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-009. 11. Access roads are of all-weather construction. 12. The site is secured by a steel cable with lock. 13. The facility has proper signage. 14. The SWS will return to conduct an update inspection after June 16, 2017. 15. Mr. Morrow was given the Land Clearing and Inert Debris Landfill Notification packet. The property owner and business owner have changed. The notification packet shall be properly completed and returned to the SWS within 30 days of the date that this inspection was conducted. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
