STATUS OF PERMIT: Permit To Operate (PTO) Phases 1, 2, and 3A issued February 8, 2016 Permit To Construct (PTC) Phase 3B issued in conjunction with PTO PTO expiration date September 2, 2019 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS On May 15, 2017, John Patrone met with Kent and Brenda Coble and Deanna Coble Martin to conduct a comprehensive inspection of the Coble’s Sandrock, Inc. C&D Landfill on Foster Store Road in Liberty, Alamance County. 1. The facility is a construction and demolition debris (C&D) landfill. 2. The facility also conducts a yard waste (YW) management operation, a postconsumer recycled asphalt shingles (PRAS) operation (T&P), a recycled materials recovery operation, and a mobile home deconstruction operation (T&P). 3. The facility crushes concrete, mines a pre-existing land clearing and inert debris (LCID) landfill, in future Phase 4, and has a Temporary Disaster Debris Staging Site (TDDSS). 4. The permit approves the operation of Phase 1, Phase 2, and Phase 3A and the construction of Phase 3B. 5. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to operation of Phase 3B. 6. The facility permit, site plan, and operations plan were discussed. 7. The facility is in operation Monday through Friday 7:30 am – 4:30 pm. 8. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt at the landfill area. 9. The facility is accepting C&D in Phase 3A. 10. Mr. Coble stated that Phases 1A, 2A, and 2B and two acres of Phase 3A are at final contour. 11. The facility service area is located up to 25 miles from the landfill. Existing customers located outside of the 25- mile radius are grandfathered under the franchise agreement. New customers outside of the 25-mile radius may replace existing customers. 12. The facility commonly receives material from: Alamance, Chatham, Guilford, Orange, and Randolph Counties. 13. The facility shall not accept yard trash. 14. The following are facility certified personnel: a. Brenda Coble, Certified Landfill Operations Specialist, No. LF-2000112, exp. 12/13/18 b. Deanna Coble Martin, Certified Landfill Operations Specialist, No. LF-2013072, exp. 11/07/19 c. Timothy E. Jackson, Certified Landfill Operations Specialist, No. LF-2015015, exp. 03/24/18 15. The facility conducts ~ 4 waste screenings a month. Waste screening records were verified for July 2016 through May 3, 2017. 16. The facility maintains a record of the amount of material received. The facility received 11,574.61 tons of C&D from July 1, 2016 through May 12, 2017. The facility also received: 271.42 tons of concrete. 17. The facility annual report (FAR) dated July 25, 2016 was received by the SWS. Tonnage received July 2015 through June 2016 is 16,425.58. 18. The facility maintains a record of the amount of recyclable materials hauled-off. Records for July 1, 2016 through May 12, 2017 were verified. The tonnage hauled-off for cardboard = 37.30, PRAS = 8.89, scrap metal = 103.48, crushed concrete = 834.10, and mulch = 392.45 tons. 19. The amount of recyclable materials on site is estimated for cardboard = 200 lbs, scrap metal = 600 tons, crushed concrete (prepared for sale) = 150 tons, and mulch = 300 tons. No LCD was observed on site. The PRAS is weighed as it is hauled-off. 20. Mr. Coble stated that there is ~ 600 tons of concrete on site to be crushed/prepared for sale and that about half of the stored concrete has been crushed and that the remaining concrete will be crushed, as an on-going process, over the next two or three years. 21. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on September 13, 2016. A zero balance is noted. 22. A vehicle scale test was conducted by Central Carolina Scale, Inc. on January 23, 2017 and April 10, 2017. An error of zero is noted for both tests. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The working face appeared adequate, small and compact. 25. The facility maintains a weekly soil cover log recorded on a wall calendar. Records were verified for July 2016 through May 12, 2017. The day of the week soil cover is applied generally depends on weather conditions. If cover is applied Monday through Thursday it occurs ~ 4:30 pm and on Friday at ~ 1:00 pm. 26. The facility shall cover solid waste with six-inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. Solid waste shall not be visible when covered. 27. The landfill footprint is designated by edge of waste markers. 28. The facility maintains semiannual groundwater and surface water monitoring test records conducted by Joyce Engineering, Inc. and analyzed by Pace Analytical Services, Inc. Records for April 18-19, 2016 and October 3-4, 2016 were verified. An exceedance is noted for each monitoring event. It was stated that a semiannual groundwater and surface water monitoring test was conducted in April 2017 and that the results are pending. 29. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by Joyce Engineering, Inc. Records for first and second quarters 2017 and third and fourth quarters 2016 were verified. No detections of methane noted. 30. The facility tests for hydrogen sulfide. Records were verified for second quarter 2017. No exceedance of the LEL was noted. 31. The facility is borrowing soil from future Phase 3B. Soil is no longer borrowed from proposed Phase 7. 32. The facility stores PRAS at the toe of the east side slope of Phase 2B. 33. The facility maintains a record of the weight tickets for the PRAS received. Records were verified for July 12, 2016 through May 4, 2017. 34. The facility hauls asphalt shingles to the Sharp Bros. – Greensboro facility for processing. Sharp Bros. is a grading, asphalt paving/resurfacing and underground utilities contractor. 35. The facility recently hauled PRAS to Sharp Bros. – Greensboro on March 28, 2017. 36. Mr. Coble stated that the mining operation conducted at the old LCID landfill in future Phase 4 is near completion, ~ 10 percent remaining. 37. Ms. Coble stated that the facility has accepted 2 mobile homes in the past 12 months. 38. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) at the landfill for C&D and vegetative material. The TDDSS number is: DS01-015. 39. Three acres are allotted for the management of vegetative material associated with disaster debris within the undeveloped C&D landfill future Phase 5. 40. Demolition material associated with disaster debris shall be placed in the landfill, managed per the facility permit, operations plan, and the SWS rules. 41. Facility financial assurance is up to date. 42. The facility has installed wooden posts and fencing encompassing an area of ~ 2.4 acres atop the Phase 1 landfill cap (primarily, the rear external side slope) to graze goats. Mr. Coble stated that the area along the side slope is difficult to mow with machinery. 43. The Snow Camp Volunteer Fire Department and/or the E.M. Holt Fire Department can be contacted to address an emergency at the facility. 44. No windblown material was observed. 45. The facility has all-weather access roads. 46. The facility is secured by a locked gate. 47. The facility signage. 48. The facility permit expiration date is September 2, 2019. 49. The facility permit renewal application shall be submitted to the SWS by June 9, 2018.
