Dear Mr. Frost,

This letter is a follow-up to our meeting and discussion on April 27, 2017 regarding the Permit to
Operate 79-07 currently held by our Stericycle facility in Reidsville, NC.

As discussed after our walk through and inspection, the facility functions as a material recovery
operation rather than a Solid Waste Transfer Facility. The facility operates as a ‘zero landfill
facility” with the waste being either recycled or sent to a waste to energy facility. Stericycle has
no plans to operate this facility as a solid waste facility now or in the future.

Due to the nature of the current operation and the potential plans for this facility moving
forward, it is our understanding that we can continue to operate without a permit. Therefore;
Stericycle is requesting that the current Permit79-07 be rescinded. I have also included the
inspection that was performed at the time of our visit.
