No permit required PURPOSE OF SITE VISIT: Routine Facility Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 1 – This is a Notified LCID facility. 2 – No inspection reports found later than a 2005 (Boyette) report. 3 – Site needs to install edge of waste markers to ensure that less than 2 acres is being used. If over 2 acres, facility needs a permit. 4 – .0566 OPERATIONAL REQUIREMENTS FOR LAND CLEARING AND INERT DEBRIS (LCID) LANDFILLS Land Clearing and Inert Debris (LCID) landfills shall meet the following operational requirements: (4) Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first. (16) A sign shall be posted at the facility entrance showing the contact name and number in case of an emergency and the permit number. The permit number requirement is not applicable for facilities not requiring an individual permit. 5 – Facility has locked entrance. 6 – Access road is made of all-weather construction and maintained. 7 – Facility also has DS08-010 attached to parcel. Which still needs final clean-up for closure. 8 – Overall facility is being maintained as well as possible due to weather conditions. 9 – Digital pictures taken.
