ADDITIONAL COMMENTS
On May 15, 2017, John Patrone met with Mike Hinshaw to conduct a comprehensive inspection of Hinshaw’s LCID
Landfill on S. NC Hwy 49 in Burlington, Alamance County.
1. Access to Hinshaw’s Land Clearing and Inert Debris (LCID) Landfill is via the parking lot serving Handgunners,
Inc. [4325 S. NC Hwy 49, Burlington, NC 27215] via the gravel road/sign for the LCID landfill.
2. The LCID landfill footprint is ~ 1.9 acres.
3. Edge of waste markers have been placed at each corner of the landfill.
4. The LCID landfill is operated such that material is placed in vertical lifts.
5. Mr. Hinshaw stated that LCID is covered with soil every 30 days and that the land clearing debris (LCD) on site
was received recently.
6. The facility is in the process of re-working the side slope along the current access road to support [future] vehicle
traffic along the edge of the top of the LCID landfill.
7. Side slopes should be graded and covered with soil such that a 3:1 slope ratio is obtained or a ratio of which no
indication of erosion or runoff is observed.
8. The facility has used inert materials to construct a raised entrance road adjacent to the landfill footprint. The
ramp will serve as a truck entrance for access atop the landfill. Mr. Hinshaw expects to complete it within the
coming weeks. Ensure the concrete ramp side slopes are covered with soil and graded accordingly.
9. Adjacent to the landfill footprint is a stockpile of used ground asphalt. The asphalt is for sale.
10. Mr. Hinshaw stated that he plans to construct a ramp along the front-facing side slope. The ramp will be
constructed of inert materials and used for ingress and egress of landfill equipment. Much of the ground
asphalt may be used for the ramp construction.
11. No indication of erosion or runoff was observed.
12. A fish pond is located adjacent to the LCID landfill. Mr. Hinshaw has stated that it is > 50’ from the landfill
footprint.
13. Hinshaw’s LCID landfill is also a temporary disaster debris staging site (TDDSS). The TDDSS number is:
DS01-014.
14. Access roads are of all-weather construction.
15. The site is secured by a steel cable with lock.
16. The facility has proper signage.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
