PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection

None

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1 – This facility has a Life of Site Permit, issued on April 10, 2017. Facility is required to submit an annual facility
report on or before August 1 annually.
2 – This facility is permitted to receive Municipal Solid Waste as defined in N.C.G.S. 130A – 290 (a) (18a).
3 – Random inspections are conducted at the scales and on the tipping floor. Inspections are recorded.
4 - This facility is secured by fences with locking gates.
5 - Signs are posted on the fence before the scales with all required information.
6 - Interior roadways are made of all-weather construction and maintained well.
7 - This facility has 4 Certified Transfer Station Operations Specialist. Operator Certifications include: Jeffrey L.
Morgan, expires 10/2019; Oral Pittman, expires 11/2017; David Styles expires 12/2017, Jacob R. Parker expires 5/2017,
Mr. Parker has attended class for CEC’s.
8 - Copies of the permit and required records were available for review and were kept in good order. Need to have
approved plans available.
9 – White goods area looked good. Only had 1 hot water heater on-site.
10 - Loaded Trailer area with stored MSW had 1 trailer that was leaking from the rear seal on the rock parking
area. Need to have a way to capture all leachate. No leachate was leaving permitted site. See site plans.
11 – Windblown trash was not an issue during this facility inspection.
12 – A follow-up inspection will be conducted to inspect loaded trailer storage area.
13 – Overall facility is being managed well.
14 – Digital Pictures taken.
