Dear Mr. Harding:
DIN 27714
The Solid Waste Section completes a review of the permit amendment application for Guilford County Scarp
Tire and White Goods Collection Site, Permit # 41-19TP (DIN 27687) and has several comments on the
application which are stated below:
1. (Wastes)
i. The second and forth paragraphs of this section describe the waste screening to identify the
unacceptable waste streams or hazardous waste/material that might be received at this facility.
Has the employee (s) conducting the waste screening be trained according to NCGS 130A
295.25? Please clarify.
ii. The Facility Compliance Inspection Report (Audit Report) dated August 16, 2016 reported that
the facility collected re-chargeable batteries. Please add the waste to the acceptable waste stream
at this facility if the County plans to collect this waste stream at this facility in the next 5
years. Please also add a subsection to describe the site-specific operation/practice requirements
including, but not limited to, the on-site storage location, the features of the storage unit – on the
concrete pad, wooden pallet, or inside a trailer, etc. with or without housing/covered structure,
and the contact info of an off-site recycling or disposal facility.
2. (Scrap Tire Collection and Storage)
i. Pursuant to Rules 15A NCAC 13B .1106(b) and (d)(6), the County must state the maximum
number of tires which will be stored at this facility (yard area or inside the building) at any time,
number of tires per month (30,000/month per Audit Report), and service area.
ii. The section should state that the County operates the tire collection unit at this facility must
comply with Rules 15A NCAC 13B .1106 and .1107.
iii. The County stores collected tires in trailers outside the building. In this section please state that
the trailers shall be covered upon receipt with a water shedding material and kept free of grass,
underbrush, and other potentially flammable vegetable at all time according to Rules 15A NCAC
13B .1107(2)(c) & (h).
3. Please state the site closure requirements according to Rule 15A NCAC 13B .1109(b).
4. Please provide a site layout plan to show each storage unit including buildings, the gate/fencing,
drainage features & BMPs of the erosion & sediment controls, and plant roadway, etc.
Please submit an electronic copy of the responses to the above-mentioned comments, which should be
incorporated into the final permit application. Thank you and have a wonderful day.
