Dear Mr. Wall:

Please find enclosed the Permit to Operate for the Elite Waste Services Pristine Water Facility, a mixed
waste processing facility. This permit issuance approves the initial Permit to Operate.

Also enclosed is a certified copy of the permit for recordation at the Register of Deeds. The permit must
be recorded within 30 days and returned to our office, as described in condition 3 on page 2 of the permit.

In general, the new facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which are included
within the approved plans, such as site specific operations. Please review the conditions of the permit
carefully.
