Dear Ms. Smith:
Enclosed you will find a copy of Permit No. 3606-MSWLF-1997, dated May 3, 2017, DIN
27480. This permit action is the permit approval to operate for Unit II, Phase 2 for the Gaston
County Landfill. Make note of the following items;
Read your permit carefully and should you have any questions contact me immediately.
All the documents related to this permit may be downloaded at

Copies of this permit, the approved plans, and all records, are required to be maintained by
the permittee at the facility and made available to the Section upon request during normal
business hours.
The notes form the pre-operations meeting held on May 4, 2017 are attached as well.

NOTES:
Pre- Operations Meeting Unit II, Phase 2
o Approval was given for the commencement of operations in Unit II, Phase 2.
o The permit to operate for Unit II, Phase 2 was hand delivered to the facility.
o Pumps, controls and landfill construction is complete and in place.
o Heavy rain has caused minimal damage (erosion rills and silt) to the protective cover in Phase 2,
the area without rain/wind cover. The area is in the process of being repaired by staff.
o Reviewed;
Truck access to the phase and protecting the anchor trench/line.
Installation of a fluff layer in the new phase.
Approved the use of 2 working faces until the fluff layer is installed in the phase, one in phase
1 and one in phase 2.
Reminded staff that the filter fabric cover over the leachate channel must be split and laid
open prior to operation, and must be documented in the operating record.
Reminded staff that the rain/wind cover must be removed prior to operation, and must be
documented in the operating record.
Kim Sue, Environmental Senior Specialist must be notified when the first waste is placed in
phase 2.
