Active; Annual Yard Waste Facility Notification issued 9 August 2016; expires 31 May 2017. *A completed Yard
Waste Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land
Application Branch on or before 1 June 2017.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This facility is a Yard Waste Facility Notification under two acres in size.
2) This facility is permitted to receive:
a. Untreated and unpainted wood waste.
b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care
and cultivation of forest trees, including bark and woodchips.

c. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material.
d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include
stumps, limbs, leaves, grass.
3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than
6,000 cubic yards per quarter.
4) The Facility access road is of all-weather construction and is being well maintained at this time.
5) Signage is posted at the entrance to the Facility stating the Facility contact information and advising that the
site is private property and that trespassing/unpermitted dumping is prohibited.
6) This site is secured by a locked gate at the Facility entrance and has controlled access for security. The
Facility access gate was unlocked and open upon my arrival at the Facility and the Facility operator was on-
site during this Facility Compliance Inspection.
7) The waste type was reviewed, no unpermitted wastes or unacceptable waste streams were observed during
this Facility Compliance Inspection.
8) The tub grinder has been temporarily removed from the site. It is scheduled to be brought back on-site in early
May to process the tree trimming waste and smaller sized landclearing debris staged at the yard waste
notification.
9) No ground vegetative materials or chipped wood were being stored or composted on-site during this Facility
Compliance Inspection.
10) This Facility maintains an Air Curtain Burner (ACB) and pit on-site as their primary means of disposing of
landclearing debris and waste from larger trees. The air curtain burner was not in operation during this
Facility Compliance Inspection.
11) The ACB is scheduled to be put into operation late in May to dispose of all woody materials too large to be
processed with the tub grinder. *If air curtain burner operations cannot recommence in a timely manner,
please process all vegetative waste on-site with the tub grinder. The wood chips generated from grinding
operations should either be windrowed for processing as compost or removed from the site for use as boiler
fuel.
12) *Please contact Mr Brad Newland, the Division of Air Quality WiRO Regional Supervisor before beginning
ACB operations. Mr Newland can be reached by telephone at: 910.796.7234 or via e-mail at:

13) Inert debris consisting of scrap concrete is being stockpiled for reuse in an area adjacent to the Facility access
road. Crushing operations are scheduled to be conducted in June 2017. *Please note that the State rules
regarding recovered materials state that for a material to qualify as a recovered material, the majority of the
material (75% or more) must be sold, used, or re-used within twelve months.
14) No off site erosion was observed during this Facility Compliance Inspection.
15) No violations were observed during this Facility Compliance Inspection.
16) *Corrective measures are required as a result of this Facility Compliance Inspection.
