ADDITIONAL COMMENTS
On April 25, 2017, John Patrone met with Paxton Arthurs and Dan Moore to conduct a comprehensive inspection of the
Randolph County Transfer Facility located on County Land Road in Randleman, Randolph County.
1. The facility is a municipal solid waste (MSW) transfer station.
2. The facility is owned by Randolph County and operated by Waste Management of Carolinas, Inc.
3. The facility ceased accepting solid waste on January 14, 2017.
4. During the inspection, there was no MSW on site.
5. Solid waste is direct-hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County.
6. Mr. Arthurs and Mr. Moore stated that the County intends to maintain the facility permit in case there is a need
to use the transfer station for the collection and transfer of solid waste.
7. The facility permit, site plan, and operations plan were discussed.
8. The facility is permitted to receive solid waste generated in Randolph County.
9. Mr. Arthurs stated that a vehicle scale test was conducted by Charlotte Scale Company, Inc. on November 8,
2016.
10. The facility maintained records of the amount of MSW received. Records were verified for July 1, 2016 through
January 14, 2017. Tonnage received is 24,201 tons.
11. The amount of MSW hauled off from the transfer station to the disposal facility mirrors the amount received.
12. Municipal solid waste was previously hauled to the Uwharrie Environmental Regional Landfill (62-04) in
Montgomery County.
13. The facility annual report (FAR) was received by the SWS dated July 7, 2016. Tonnage received July 2015
through June 2016 is 45,904.
14. During the inspection, there were no transfer trailers on site.
15. The facility is required to conduct a waste screening weekly.
16. Waste screening reports were verified.
17. The facility collects scrap tires. Scrap tire certifications were verified.
18. The facility collects white goods, scrap metal, metal cylinders, and electronics in a fenced area on the property.
Mr. Arthurs stated that chlorofluorocarbons (CFCs) are extracted from the white goods by a third-party. Scrap
metal is managed by Asheboro Recycling Center (scrap metal recycling facility).
19. The facility operates a convenience center on the property for the collection of MSW, single stream recycling,
used oil, oil filters, antifreeze, batteries, etc.
20. The transfer station tipping floor does not have a leachate drain. Mr. Arthurs stated that when the tipping floor
was rebuilt a few years ago it was designed to pool leachate in the far corner. At the end of the day the operator
places MSW on top of the leachate for it to absorb into the trash. The MSW is then placed in the loadout trailer.
21. The loadout bay does not have a leachate drain. Mr. Arthurs stated that when the loadout bay was rebuilt a few
years ago it was designed such that the loadout bay would need to be swept clean daily and any leachate removed.
22. The facility has a wood waste treatment and processing (T&P) operation located on the property.
23. The facility is permitted to receive land clearing debris, high carbon-to-nitrogen ratio material, and wooden
pallets.
24. Painted wood, demolition debris, engineered woods, and high nitrogen-to-carbon ratio material shall not be
accepted.
25. The facility has ~ 3,200 yd3 of unprocessed wood waste on site and ~ 600 yd3 of mulch. The facility does not
routinely receive wood waste.
26. A Temporary Disaster Debris Staging Site (TDDSS, #DS76-002) is located at the T&P operations area.
27. Ensure the SWS is informed prior to activation of the TDDSS. Contact Mr. Patrone at 336-776-9673 or the
NCDEQ Winston-Salem Regional Office at 336-776-9800.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

28. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
29. The facility is secured by a locked gate. Personnel are on site.
30. Access roads are of all-weather construction.
31. The facility has proper signage.
32. The permit expiration date is March 10, 2018.
33. The permit renewal application shall be submitted to the SWS by September 10, 2017.
