ADDITIONAL COMMENTS
On April 27, 2017, John Patrone met with Rusty Turner and Keith Hussey to conduct a comprehensive inspection of the
City of Asheboro Recycling and Solid Waste Transfer Station located on Transfer Station Place in Asheboro, Randolph
County.
1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro.
2. The facility is not open to the public. It is accessible to City of Asheboro collection vehicles.
3. The facility ceased accepting solid waste on March 13, 2017. During the inspection, there was no MSW on site.
4. Solid waste is now direct-hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County.
5. The facility is used for the collection and transfer of single-stream recyclable materials. Two or three days a week
recyclable materials are placed in transfer trailers and hauled to the North Davidson Garbage Service and
Recycling Center in Welcome, Davidson County.
6. The City will maintain the facility permit in case there is a need to use the transfer station for the collection and
transfer of solid waste.
7. The permit was recorded with the Randolph County Register of Deeds on April 26, 2017: BK 2543 and PG
1093(11).
8. The facility is open Monday through Friday 7:00 am to 5:00 pm.
9. The facility permit, site plan, and operations plan were discussed.
10. The facility is permitted to receive solid waste generated in Randolph County.
11. The following are facility certified personnel:
a. Johnny Strickland, Certified Transfer Station Operations Specialist, TS-2007071, exp. 06/18/19
b. Rusty A. Turner, Certified Transfer Station Operations Specialist, TS-2009137, exp. 02/27/18
c. R. Keith Hussey, Certified Transfer Station Operations Specialist, TS-2015083, exp. 11/05/18
12. Mr. Turner stated that a vehicle scale test was conducted by the North Carolina Department of Agriculture &
Consumer Services in May, 2015.
13. A vehicle scale test was conducted by Charlotte Scale Company, Inc. on February 23, 2017. Mr. Turner stated
that the vehicle scale is serviced quarterly.
14. The facility maintains records of the amount of MSW received. Records were verified for April 2016 through
March 13, 2017. Tonnage received is 13,584.53 tons.
15. The facility annual report (FAR) was received by the SWS dated July 21, 2016. Total tonnage of MSW received
July 2015 through June 2016 is 15,490.52 tons.
16. The transfer station building has two bay doors at the tipping floor entrance and one at each end of the loadout
bay. The building is sealed when not in operation/after hours.
17. The facility uses a hose to wash the transfer station tipping floor and loadout bay daily.
18. Leachate from the facility is piped to the City of Asheboro sanitary sewer system.
19. The facility has three leachate collection drains. Leachate from the tipping floor drains into the loadout bay. A
leachate drain is located in the center of the loadout bay, outside of the building adjacent to the truck exit from
the loadout bay, and at the transfer trailer storage area.
20. The transfer trailer storage area is paved and designed to allow leachate to flow towards the collection drain.
21. Mr. Turner stated that the leachate collection drains and leachate settling tank are generally cleaned/pumped-out
monthly by City personnel.
22. It is recommended that the transfer station tipping floor receive a layer of concrete to create a smooth working
surface.
23. During the inspection, there were two walking floor transfer trailers on site used for the transfer of recyclable
materials. The City owns three tipper transfer trailers that are stored on the property.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

24. The facility is required to conduct waste screenings (~1/week).
25. Waste screening reports were verified.
26. The facility stores scrap tires from City vehicles and those picked up from residents. They are routinely brought
to the County scrap tire collection site. Mr. Turner stated that a small number of scrap tires are collected monthly
and that the City/facility is considered a scrap tire generator.
27. The facility stores white goods picked up from residents. White goods are brought to the County white goods
collection site. Scrap metal is stored in a container until hauled off site.
28. Mr. Turner stated that electronics picked up from residents are direct-hauled to the County electronics collection
site.
29. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
30. The facility is secured by a locked gate. Personnel are on site.
31. Access roads are of all-weather construction.
32. The facility has a proper sign.
