Dear Mr. Mitchell:
The NC Solid Waste Section has completed a review of the Corrective Action Evaluation Report dated April
3, 2017 (DIN 27584) and submitted on behalf of Alexander County by Municipal Engineering Services Co.,
P.A. for the Alexander County C&D Over MSW Landfill, NC Solid Waste Permit Number 0201-MSWLF.
The NC Solid Waste Section approved the County’s selected remedy for this landfill that includes
Monitored Natural Attenuation (MNA), Phytoremediation, Enhanced Bioremediation, Active Methane
Extraction System, and Property Acquisition. The Corrective Action Evaluation Report was submitted
pursuant to Alexander County’s Corrective Action Plan dated February 6, 2009 and approved on February
19, 2009 (DINs 6790 and 6838), the County’s Corrective Action Plan-Addendum dated December 20 2010
and approved on March 10, 2011 (DINs 13033 and 13200), and the County’s Corrective Action Plan
Addendum-Compliance Boundary dated May 30, 2013 and approved on July 24, 2013 (DINs 19362 and
19365).
There are currently four areas of concern in regards to the ongoing groundwater corrective action at the
landfill. These include the following:
MW-1B Area – active landfill gas extraction has been implemented;
MW-16 Area – property acquisition has occurred and MNA has been implemented;
MW-24 Area – phytoremediation and MNA have been implemented; and
MW-26 Area – substrate injection and MNA have been implemented.
Since the previous Corrective Action Evaluation Report submitted in 2011, it appears that conditions are
relatively stable at the landfill and attenuation is continuing to occur. The NC Solid Waste Section
approves the Corrective Action Evaluation Report as described, and at this time, the County does not need
to implement the contingency plan. The next Corrective Action Evaluation Report is required to be
submitted in five years pursuant to the County’s February 20, 2017 Permit (DIN 27338). If you have any
