Avery County Solid Waste Facility
Avery County, Permit # 06-03, Document ID 27672
Mr. Foster,
The Division of Waste Management, Solid Waste Section (Section) has completed a review of the
revised Operations Plan and Existing Conditions Drawing submittal (DIN 27592) for the above
referenced facility. The documents were submitted on your behalf by Smith+Gardner and was
received in the Asheville Regional Office on April 4, 2017.
Based on this review, the Section requires clarification or additional information in order to
complete the permitting activity. Please provide a response to each of the items listed below:
1. Section 1.2, Contact Information, lists Bill Wagner as the Division of Waste Management
(DWM) Environmental Senior Specialist. Mr. Wagner retired last year and has been
replaced by Mr. Kris Riddle whose email address is kris.riddle@ncdenr.gov .
2. Section 2.5.5.2, General Procedures, Bullet number four (4) ends with a lone “T” while
bullet number five (5) begins with “he attendant…”.
3. Section 2.5.5.6, Leachate Management, states As needed, the contents of the leachate
holding tank are pumped and transported to the Jimmy Smith Wastewater Treatment
Plant (WWTP) located in Boone, North Carolina. However, Section 4.6, Vector Control,
states Leachate generated from the routine washing activities will be discharged to the
leachate holding tank and pumped to the WWTP as needed. Section 2.5.5.6 clearly states
the leachate will be hauled to the WWTP while Section 4.6 seems to indicate the leachate
will be pumped directly to the WWTP.
4. Section 2.5.6.1, General Procedures, states Vehicles transporting segregated wood waste
will be directed to the wood waste stockpile located in the White Goods Handling
Facility. However, drawing S1, Existing Conditions, shows two (2) wood waste
processing areas with Area 1 occupying what is labeled as the Pallet Storage Area and the
Brick/Block Storage Area on Figure No. 2 and Area 2 occupying a portion of what is
labeled as the White Goods & Metal Recovery Area on Figure No. 2. If there will be two
(2) wood waste processing areas the General Procedures language should be updated to
include both. If not, the Existing Conditions drawing should be revised. Also, is area
within the White Goods & Metal Recovery Area sufficient to manage both White Goods
& Metal Recovery as well as Wood Waste?

5. Section 3.5, Other Storage Areas, states A pallet recovery area is located adjacent just
southwest of the transfer station (Figure 2) and A undamaged and unpainted brick and
block area is located adjacent to and southwest of the existing transfer station (Figure 2)
for utilization for site access roads and the active face area of the landfill. According to
drawing number S1, Existing Conditions, these storage areas are going to be utilized for
wood waste. If wood waste processing is going to occupy areas previously used for other
waste storage where will the facility locate these other waste storage areas? Also, I
would recommend updating Figure No. 2 to agree with drawing number S1.
6. Drawing number S1, Existing Conditions, shows piezometer PZ-9 to be in close
proximity to wood waste processing Area 1. Is there any concern with PZ-9 being
damaged as a result of the wood waste processing in this area?
