PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Yard Waste Facility Notification under two acres in size. 2) This Facility is permitted to receive: a. Untreated and unpainted wood waste. b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care and cultivation of forest trees, including bark and woodchips. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard maintenance such as brush, grass, tree limbs, and similar vegetative material. d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include stumps, limbs, leaves, grass. 3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than 6,000 cubic yards per quarter. 4) The land on which this Facility is located is described in the deed recorded with the Beaufort County Register of deeds at: Books #882-883; Pages #968 & #457. 5) The hours of operation for this Facility are Monday through Saturday, 7:30 AM to 4:30 PM. 6) The access road to the Facility is being managed properly at this time. 7) Signage is posted at the entrance to the Facility stating the Facility contact information, hours of operation, and types of waste received. 8) This site is secured by a chain-link fence with a locked gate at the Facility entrance and has controlled access for security. The Facility access gate was unlocked and open upon my arrival at the Facility and the scalehouse operator was on-site during this Facility Compliance Inspection. 9) A John Deere 550G TC Bulldozer is maintained on-site for the management of the vegetative material managed at the Facility. 10) Landclearing waste and yard trash have been brought on site for processing with a tub grinder. All ground wood chips are used on-site and at the adjacent closed landfill as mulch and for erosion control. No grinding operation were underway during this Facility Compliance Inspection. 11) The waste type was reviewed. Unpermitted waste consisting of household trash, furniture, treated lumber, plastic, plastic bags, and metal were observed on site and comingled in with the vegetative material. *Please collect and properly manage all unpermitted materials from the site. It is recommended that a roll-off container be maintained on-site for the collection of any unpermitted materials removed from the permitted waste stream. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section YWN07002_INSP_20170419 Page 3 of 3 12) Windblown debris is being well managed at this time. 13) All waste setbacks and buffers being maintained as required. 14) Less than six thousand cubic yards of unprocessed vegetative waste was observed on-site during this Facility Compliance Inspection. *However, the volume of waste appears to be approaching the 6,000 cubic yard maximum and plans need to be underway for the grinding of all waste in the near future. 15) No off site erosion was observed during this Facility Compliance Inspection. 16) No violations were observed during this Facility Compliance Inspection. 17) *Corrective measures are required as a result of this Facility Compliance Inspection.
