Box 1927 Carthage, North Carolina 28327 Subject: Approval of Permit Amendment Application and Issuance of Permit to Operate Moore County Construction and Demolition Debris Landfill (C&DLF) Moore County, North Carolina Permit No. 6301-CDLF-1992, Document ID No. (DIN) 24741 Dear Mr. Beane: The Division of Waste Management (DWM), Solid Waste Section (SWS) has completed the review of the permit amendment application for a 5-year permit review, which is titled as:  Five-Year Permit Renewal/Amendment, Moore County Landfill, Permit No. 63-01, Moore County, North Carolina. Prepared by Golder Associates NC, Inc. (Golder Associates) June 2015 and revised through July 15, 2015 (DIN 24742). The SWS has no further comment on the permit amendment application at this time and hereby issues Moore County (the County) the Permit to Operate (DIN 24740), Solid Waste Permit No. 6301-CDLF-1992, to continue operating the existing C&DLF Phases I, II, III, & IV, Cells 1 through 5 and other miscellaneous waste management facility units. The Permit to Operate (PTO) will expire on July 25, 2020. Pursuant to Rule 15A NCAC 13B .0201(g), no later than January 25, 2020, the County must submit the SWS a permit application for a permit review. The permit application must be prepared in accordance with Rule 15A NCAC 13B .0535. The hard copy of the PTO and the cover page of the approved permit amendment application (DIN 24742) are enclosed. The electronic format of the approved documents can be directly downloaded from the DWM’s web site at https://edm.nc.gov/DENR-Portal/. Type in the Doc ID Number (only numeric number) in the boxed area next to the “Description” in the “Property Criteria” area. Then click “Search” box. The document in “pdf” format will appear on the lower section of the screen called “Content” area. Please review the permit conditions thoroughly and pay special attention to the requirements for future landfill expansions either vertical (Phase V) or lateral (Cell 6) ones as described in the Permit to Construct, Attachment 2 of the permit and permit amendment application (DIN Mr. Chad Beane July 24, 2015 Page 2 of 2 DIN 24741 24742).
