PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility consists of a large Type 1 compost facility that produces compost from leaves and yard waste. In addition, the facility accepts clean wood waste, including unpainted and untreated wood and wood pallets and land clearing debris, which is processed into mulch and boiler fuel. 2. In 2015, the city contracted with Wallace Farms to operate the facility on its behalf. Wallace Farms sub- contracts with Wrico, Inc. to handle the day-to-day operation of the site. Wrico’s responsibilities include assisting customers, screening and separating incoming loads, removing and disposing of unacceptable wastes, stockpiling ground materials and loading trailers. 3. City staff man the scale house and ensure that each incoming load is weighed. 4. The facility was observed to be clean and well-maintained, with no windblown material visible outside of the operations areas. 5. The entire facility is paved, including all access roadways and the drainage swale located beside the scale house. 6. A chain link fence surrounds the facility, and is secured with a locking gate when the facility is not open to the public. Buffer requirements appeared to have been met, and proper signage was observed at the entrance. 7. Required buffers appeared to have been adhered to throughout the site. No wood waste was stockpiled within 25’ of any drainage 8. Stockpiles of processed and unprocessed wood waste were sized to comply with the limits specified in the Permit to Operate. 9. The receiving/processing area for wood waste is located to the west of the scale house. A roll-off container was staged on the south end of this area for segregating unacceptable wastes and other trash accumulated on the site. A large drainage swale runs between this area and the scale house, and directs all storm water to a grated storm drain located in the southern end of the swale. The top edge of the swale was lined with wattles that help slow and direct the storm water. Mr. Turner explained that the wattles are being replaced due to being clogged with debris. During the inspection, wattles were being removed to the roll-off container for proper disposal. 10. A large horizontal grinder was observed in the processing area but was not operating during the inspection. 11. A pile of wood pallets and clean dimensional lumber was located near the grinder. A small piece of engineered wood was observed in the pile during the inspection. Mr. Turner stated that he would have staff remove the piece of plywood from the pile and place it in the roll-off container. Please ensure that unacceptable material is removed from the clean wood waste pile and disposed of properly. 12. Large stumps and logs were segregated for shearing prior to being run through the grinder. 13. The southern portion of the facility is dedicated to composting operations. Nine windrows were neatly maintained in this area. Fire breaks were located to ensure all areas of the composting area are accessible to fire equipment and emergency personnel. Adequate space allows safe traffic flow for small and large vehicles. 14. No unacceptable materials or trash were observed in the composting area. 15. No ponding of water was observed in the composting area, and no objectional odors were detected. 16. A ramp is situated beside the access roadway for loading compost into customer vehicles. During this inspection, the facility was making finished compost and mulch available to customers at no charge. Removal of the processed material will allow the area to be prepared for the arrival of new material as the yard waste season begins. 17. The current Permit to Operate and approved Operations Plan were available onsite for review. 18. Tonnage records and temperature logs were provided by Mr. Turner via email. 19. Tonnage records from fiscal years 2014-15, 2015-16 and 2016-17 to date were reviewed. From July 1 2016 through March 31, 2017, a total of 3,580.17 tons of wood waste was received at the facility. 20. Temperature logs for February 1, 2 and 3 were reviewed, and temperatures above 131°F were observed for all nine windrows on all three dates.
