STATUS OF PERMIT:
Catawba County was issued a Letter of Closure for the Blackburn Demolition Landfill on September 29, 2005.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. A gate was located at the entrance to the landfill to prevent unauthorized access. The gate was closed and locked
upon arrival.
2. The landfill was stabilized with native vegetation.
3. Edge of waste markers were in place.
4. No significant settling was observed on the landfill cap.
5. No standing water was observed on the landfill cap.
6. The previous inspection found brush growing on the northeastern slope of the landfill at slope drain outlets. It was
requested that brush and woody vegetation be removed. This inspection found that all woody vegetation and brush
had been removed as requested. An area near the northeastern corner had been seeded with some germination of
seed. Continue to monitor all vegetative growth to ensure the establishment of a groundcover sufficient to restrain
erosion.
7. Semiannual groundwater monitoring is conducted with sampling events for the Blackburn Resource Recovery
Facility (Permit #18-03).
