Mr. Foster,

The Division of Waste Management, Solid Waste Section (Section) has received the revised
Operations Plan and Existing Conditions Drawing submittal (DIN 27592) for the above referenced
facility. The documents were submitted on your behalf by Smith+Gardner and was received in
the Asheville Regional Office on April 4, 2017.

The submittal has been reviewed for completeness in accordance with General Statute 130A-
295.8(e). A determination of completeness means that the application includes all required
components but does not mean the required components provide all of the information that is
required for the Section to make a decision on the application. All of the components required by
15A NCAC 13B.0401 and .0535(d) have been submitted, or are currently part of the approved
plan, so the application is deemed complete.

If any additional information is required to complete the permitting activity, it will be requested
in the future under separate cover.
