According to the Request Dare County (the County) intends to stop accepting scrap tires at the Dare County Public Works Recycling Center, located at 1018 Driftwood Drive in Manteo and to move the scrap tire acceptance location to the Scrap Tire Collection Unit (Unit) at the Dare County Construction and Demolition Debris Landfill (C&DLF), Permit No. 2803-CDLF-1995. To prepare receiving additional volume of scrap tires to the existing Unit, the County proposes to construct a new rock pad for temporarily stored tires initially, then the collected tries will be reloaded to a trailer and hauled to Central Carolina Tire, Permit No. 4308-TIRETP in Cameron for processing & disposal. After reviewing the Request, the SWS requires the County to provide additional information below for clarification purposes: 1. The County proposed to store used/scrap tires on the rock pad for no more than ten (10) days. Is the time frame based on working days or calendar days? The sizes/dimensions of the rock pad is required to add the proposal. Please add the proposed tire collection area to the drawing Sheet SD-1. 2. The attached drawing Sheet No. SD-1 shows that several locations of the miscellaneous solid waste management units (MSWMUs) inside the landfill facility will be or have been relocated from the approved locations according to the approved Permit Applications for the Dare County C&DLF unit, Permit No. 2803-CDLF-1995 and Dare County Transfer Station, Permit No. 205-Transfer-. The units are white goods/scrap metal collection area and tire collection area. The relocation of the approved MSWMUs is required an approved from the SWS according to the Permit Conditions, Part VII of Attachment 3 of the Permit Approval to Operate (DIN 27329) dated February 20, 2017. 3. A Yard Waste Collection Area is shown on the drawing Sheet No. SD-1. According to the County’s web site, the Dare County Public Works Recycling Center will stop receiving yard debris from commercial business on May 1, 2017 and is announcing that Dare County C&DLF will accept yard debris (http://www.darenc.com/departments/public-works/recycling). Please be advised that the existing permit (DIN 27329) for the landfill facility is NOT APPROVED for receiving yard trash or yard waste, as defined in North Carolina Solid Waste Management Rules (Rule) 15A NCAC 13B. 0101 (55) & (56) for recycling (mulch, boiler fuel, or composting) or disposal at the Dare County C&DLF unit [Prohibited by the North Carolina General Statute 130A -309.10(f) and Permit Condition No. 2, Part I of Attachment 3 of the Permit Approval to Operate (DIN 27329)]. If the County intends to operate a Yard Waste Collection Unit at the County’s C&DLF, please submit a permit application for this new unit to the SWS for a review and approval. The permit application shall be prepared according to Rules 15A NCAC 13B. 1401 through .1409. The County SHALL NOT operate this yard waste unit without a valid permit from the SWS (Rule 15A NCAC 13B .0201). 2 4. A shooting range (Dare County Shooting Range) is also shown on the drawing Sheet SD-1. The SWS records indicate that the County has not requested the SWS an approval prior to operating a shooting range at the Dare County C&DLF facility. The landfill is accessible by the general public for handling waste businesses; operating a shooting range at the active landfill facility and a waste transfer station raises the SWS deepest concerns of public safety. The SWS strongly recommend the County to cease the operation of the shooting range inside the landfill immediately, if it is operational. If the County intends to operate the shooting range inside the active solid waste management facility, the SWS strongly suggests the County to initiate a meeting in the near future to discuss this matter further.
