The application was submitted on your behalf by Environmental Infrastructure Consulting, PLLC and was received in the Asheville Regional Office on April 11, 2017. The submittal has been reviewed for completeness in accordance with General Statute 130A- 295.8(e). A determination of completeness means that the application includes all required components but does not mean the required components provide all of the information that is required for the Section to make a decision on the application. The zoning approval letter required by Rule 15A NCAC 13B.0401(2) and a discussion on the management of excavated wastes have not been submitted so the application is deemed incomplete. In order to complete the application and continue the review, the following items must be submitted: 1. An approval letter from the unit of local government having zoning authority over the area where the facility is to be located, stating that the proposed facility meets all the requirements of the local zoning ordinance, or that the site is not zoned; 2. A discussion on the management of excavated waste and the cover of exposed waste at the conclusion of each working day. In accordance with Rule 15A NCAC 13B.0401(3), this information is pertinent given construction of the new transfer station requires the excavation of waste from the on-site pre-regulatory landfill.
