Soil and Soil Vapor Assessment Report Former Dicey Mills Facility 430 Neisler Street Shelby, North Carolina

1.0 Introduction
Hart & Hickman, PC (H&H) has prepared this Soil and Soil Vapor Assessment Report for the
former Dicey Mills facility located at 430 Neisler Street in Shelby, Cleveland County, North
Carolina (site or subject site). A Site Location Map is provided as Figure 1. A brief summary of
background information is provided below, and the methods and results of the soil and sub-slab
soil vapor assessment activities are provided in Sections 2.0 and 3.0. In addition, as part of the
assessment activities, H&H performed a receptor survey, and the results of the receptor survey
are presented in Section 4.0.
1.1 General Site Information
The site consists of three parcels that total 23.893 acres and is developed with an approximately
160,000 sq ft manufacturing building, an approximately 4,000 sq ft storage building, four process
water ponds, one freshwater pond, and associated parking areas. Dicey Mills currently owns the
site, which is leased to Valdese Weavers for yarn manufacturing. A Site Map is provided as
Figure 2.
The site was developed in the late 1950s with portions of the current building. The building was
expanded over time until the mid-1990s. From the late 1950s to the early 2000s, the site building
was utilized for weaving, fabric finishing, yarn manufacturing, olefin filament yarn extrusion,
and textile dyeing/printing operations. The site was used for weaving, fabric finishing, and olefin
filament yarn extrusion from the early 2000s until March 2015. Since that time, the site has been
used only for olefin filament yarn extrusion and yarn production by Valdese Weavers. It is
anticipated that Valdese Weavers will be moving from the facility in the near future.

1.2 Brief Assessment History
Prior to conducting the Phase II ESA activities, H&H reviewed previously completed
environmental assessment reports prepared by H&H and others for the site. A brief summary of
the previous assessment activities is provided below.
UST Closure Report (Incident AS-1676)
H&H reviewed a UST Closure report from October 1996 completed by Royster Oil Company,
Inc. (Royster). Royster reported that a 20,000-gallon fuel oil UST and a 10,000-gallon fuel oil
UST were removed from the site from within two separate containment basins and confirmation
samples were collected from the base of the excavations. The soil samples were analyzed for oil
and grease by EPA Method 9071. Soil impacts were not identified above the DEQ action levels
at that time. DEQ initially registered the closure documentation as a leaking UST incident with
impacts present above action levels. However, following correspondence between the Site
owner, DEQ, and Royster, a Notice of No Further Action (NFA) was issued for the fuel oil
USTs.
UST Closure Report (Incident AS-1648)
H&H reviewed a UST Closure Report from February 1997 completed by Southeastern Geologic
Services, Inc. (SES). SES reported that a 1,000-gallon gasoline UST was discovered in January
1997 during construction of an addition to the site building. Following removal of the orphaned
UST, total petroleum hydrocarbons (TPH) were identified above DEQ action levels in soil and
petroleum constituents were identified in groundwater above DEQ 2L Groundwater Standards
but below DEQ-defined Gross Contaminant Levels (GCLs) in a monitoring well located
immediately adjacent to the orphaned UST location. Downgradient monitoring wells did not
contain impacts above laboratory method detection limits.
DEQ issued a Notice of NFA for the release in August 1998. The NFA indicates that
groundwater on the site is not suitable for use as a water supply well and that the site is not
suitable for residential use (including homes, daycare centers, schools, or recreation areas).

Limited Phase II ESA
H&H was provided with a Limited Phase II ESA completed by Blue Ridge Environmental
Services, Inc. (BRE) in February 2016. BRE advanced two soil borings and installed two
temporary monitoring wells to evaluate the potential for impact associated with the ponds. The
soil borings were advanced within Pond #1 and Pond #2, and the temporary monitoring wells
were installed south of Pond #2 and west of Pond #4. Results of analysis of the samples
indicated bis (2-ethylhexyl) phthalate, antimony, and cobalt were detected at concentrations
above the DEQ Inactive Hazardous Sites Branch (IHSB) Protection of Groundwater Preliminary
Soil Remediation Goals (PSRGs), although background concentrations of metals were not
determined. The results of analysis of the groundwater samples indicated the presence of
trichloroethene (TCE) downgradient of Pond #2 at a concentration of 9.10 µg/L (versus the North
Carolina 2L Groundwater Standard of 3 µg/L). Several metals were also detected above 2L
Standards in the samples but may have been associated with sample turbidity.
Phase I ESA
In June 2016, H&H conducted a Phase I Environmental Site Assessment (ESA) at the site.
Based on the findings of the Phase I ESA, we identified the following Recognized Environmental
Conditions (RECs) in connection with the site:
• The site building was utilized for yarn manufacturing and textile dyeing/printing from the
late 1950s to early 2000s (approximately 45 years). The site contact reported that
chemical usage associated with the former dyeing/printing operations included the use of
solvent based dyes. Multiple floor drains were identified in the former dye and printing
areas that collect wastewater from site operations. This historically included wastewater
from the dye house and printing operations and currently includes wastewater from the
active operations including the yarn extrusion area, small air compressor room floor
drain, boiler room, and yarn weaving area.
• H&H observed a 500-gallon used oil aboveground storage tank (AST) located northeast
of the site building within a concrete block secondary containment system with a concrete

base. H&H observed staining to the exterior of the containment system onto an unpaved
surface that appeared to be leaking from the containment basin. H&H also observed two
air compressor rooms located on the northern portion of the site building. The larger of
the two air compressor room contains approximately six compressors that discharge oily
water from the system to a concrete floor within a secondary containment dike. H&H
observed evidence of overflowing of the concrete dike and migration of oily water to an
unpaved gravel surface.
• The EDR environmental database report indicates that the site contains a 20,000-gallon
fuel oil underground storage tank (UST) that was installed in 1975. H&H observed a
vent pipe and fill port to the east of the site building that the site contact indicated are
associated with the UST. He indicated that the UST was previously filled with sand but
was not aware of closure documentation. H&H removed the fill port for the UST and
observed standing water at a depth of approximately 10 ft bgs.
• The floor drains that collect wastewater connect to an outfall pipe to the south of the site
building, which discharges into a series of ponds located south and west of the building.
The outfall pipe from the plant discharges to Pond #1, Pond #1 discharges into Pond #2,
Pond #2 discharges into Pond #4, and the discharge from Pond #4 enters the municipal
sewer system. The ponds are unlined and the site contact indicated they currently contain
predominantly rainwater based on the small scale of operations. An out of use process
water pond (Pond #3) is also located south of the site building that was historically
utilized to store excess process water prior to discharge to the sanitary sewer. At that
time, the process water was routed from the discharge pipe to Pond #1, Pond #2, Pond #3,
Pond #4, and finally the sanitary sewer system.
To further assess the potential for impact from historical operations, H&H performed soil and
soil vapor assessment activities at the site in August 2016. H&H’s assessment activities focused
on evaluating potential risks associated with redevelopment of the site and included collection
and analysis of soil samples from exterior locations on the site to evaluate potential concerns
associated with direct contact with soil and collection and analysis of sub-slab soil vapor samples

to evaluate the vapor intrusion pathway. Please note that concurrent with the soil and soil vapor
assessment, H&H also conducted assessment of sediment in the ponds at the site. The methods
and results of the pond sediment assessment are contained in a separate report.

2.0 Soil Assessment
On August 12, 2016, H&H completed soil assessment activities at the site to evaluate the
potential for shallow soil impacts in exterior areas. Details of soil sampling activities and results
are provided in the following sections.
Prior to conducting the assessment activities, H&H contacted North Carolina One-Call, the
public utility locator, to mark subsurface utilities located on the site. H&H also contracted with
Probe Utility Locating, a private utility locator, to screen the proposed boring locations for
subgrade utilities.
2.1 Sampling Methodology
To evaluate the potential for shallow soil impacts, H&H advanced six soil borings at the site.
The soil borings were advanced in the following locations:
• at the fill port (SB-1) and adjacent to the downgradient end of the fuel oil UST (SB-2);
• adjacent to the air compressor room with observed staining (SB-3);
• adjacent to the waste oil AST with observed staining (SB-4);
• adjacent to the wastewater outfall pipe south of the main site building (SB-5); and
• adjacent to the former dye house (SB-6).
The soil boring locations are presented on Figure 4.
At each soil boring location, a decontaminated stainless steel hand auger was used to advance the
borings to a depth of up to 10 ft below ground surface (bgs). During boring advancement, soil
was logged for lithological description and field screened for indications of potential impacts by
visual observation of staining and the presence of organic vapors using a calibrated
photoionization detector (PID). Based upon field screening results, one soil sample was
collected from each soil boring at the interval most likely to be impacted based on the field
screening results. Boring logs for each soil boring are included in Appendix B.

Following collection, the soil samples were placed into dedicated laboratory-supplied sample
containers and then packed in an iced cooler. The samples were delivered under chain-of-
custody protocol to Con-Test Analytical Laboratory (Con-Test). All soil samples were analyzed
for volatile organic compounds (VOCs) by EPA Method 8260 and semi-volatile organic
compounds (SVOCs) by EPA Method 8270. The sample collected from the air compressor
staining location (SB-3) was also analyzed for polychlorinated biphenyls (PCBs) by EPA Method
8082; and the samples collected from the waste oil AST (SB-4), near the wastewater outfall pipe
(SB-5), and near the dye house (SB-6) were also analyzed for Hazardous Substance List (HSL)
metals plus hexavalent chromium by EPA Methods 6020/7471/7196.
Additionally, H&H advanced two background soil borings from areas on the site that do not
appear to have been impacted by historical operations to evaluate site-specific background
concentrations of naturally occurring metals in soil for comparison to those detected in the soil
boring samples. The background samples were collected from the southwestern portion of the
site. The locations of the background samples, labeled Background-1 and Background-2, are
indicated in Figure 4. The background samples were collected from shallow soil (0-2 ft) at each
location. The background samples were shipped to Con-Test for analysis of HSL metals plus
hexavalent chromium by EPA Methods 6020/7471/7196.
Upon completion, the boreholes were abandoned by backfilling the holes with soil and bentonite.
2.2 Soil Results
Laboratory analytical results were compared to the DEQ IHSB Protection of Groundwater,
Residential, and Industrial PSRGs dated April 2016. Metal concentrations were first compared
to the site-specific background levels and regional background metals levels for North Carolina
soils as published in Elements in North American Soils by Dragun and Chekiri (2005) before
comparison to the PSRGs. The results of analysis of the soil samples are summarized in Table 1,
and the laboratory analytical report is provided in Appendix C.

VOCs
Laboratory analytical results indicate low levels of acetone were detected in two soil samples
(SB-2 and SB-5) at concentrations exceeding the laboratory reporting limits, but well below
PSRGs. The low level acetone detections are most likely a laboratory artifact.
SVOCs
Laboratory analytical results indicate that low concentrations of bis (2-ethylhexyl) phthalate were
detected in every soil sample and the associated laboratory method blank at estimated J-flagged
concentrations (a J-flag indicates a concentration exceeding the laboratory method detection
limits but below laboratory reporting limits). The estimated concentrations of bis (2-ethylhexyl)
phthalate are well below PSRGs. Bis (2-ethylhexyl) phthalate is a common sampling and
laboratory artifact and, based upon its detection in the laboratory method blank, is most likely a
laboratory artifact.
Metals
The results of the metals analysis of the samples indicate that metals concentrations in the
potential areas of concern are consistent with site-specific and regional background levels, except
for the detection of hexavalent chromium at a concentration of 0.87 mg/kg in sample SB-5
(adjacent to the wastewater outfall pipe south of the main site building). The detected
concentration slightly exceeds the Residential PSRG of 0.3 mg/kg, but is below the Protection of
Groundwater and Industrial PSRGs.
PCBs
PCBs were not detected in the soil sample collected from boring SB-3.

3.0 Soil Vapor Assessment
3.1 Sampling Methodology
On August 16, 2016, H&H collected eight sub-slab soil vapor samples to assess the potential for
vapor intrusion into the site buildings from underlying soil and/or groundwater impacts. The
locations of the sub-slab soil vapor samples are indicated in Figure 5. The sub-slab vapor
samples were collected from the following locations:
• in the vacant storage building (SS-1);
• in the former fabric printing area (SS-2);
• in the former dyehouse (SS-3 and a Duplicate);
• in the southeast portion of the main building (SS-4);
• in the west-central portion of the main building (SS-5);
• in the south-central portion of the main building (SS-6);
• in the north-central portion of the main building (SS-7); and
• in the northern portion of the main building (SS-8).
H&H installed each sub-slab soil vapor monitoring point (VMP) by drilling through the concrete
floor utilizing a concrete hammer drill with an approximate 0.75-inch diameter bit. Through
each of the drilled holes, H&H installed an approximate 0.625-inch diameter stainless steel probe
with approximate 2-inch long bottom screen point. The probes were installed through the gravel
beneath the concrete slab and seated in the underlying soil so that the soil gas probe screen is
present in both the soil and overlying gravel.
Each point was connected to the surface with Teflon tubing and sealed below the surface of the
concrete slab using hydrated bentonite. Prior to sampling, a field leak check was conducted at
each VMP by constructing a shroud around the sampling point and saturating the air within the
shroud with helium gas. A helium gas detector was then used to determine that the concentration
of helium in the shroud was a minimum of 80%. Using a syringe, a sample was collected from
the VMP and purged into a Tedlar® bag outside of the shroud. The helium gas detector was then

used to measure helium concentrations in the Tedlar® bag and insure that any helium detected in
the bag was no more than 5% of the helium concentration detected in the shroud.
Following a successful field leak check, vapor samples were collected into six-liter Summa
canisters for laboratory analysis. The Summa canisters were allowed to fill slowly using an
airflow regulator set to 100 mL/min. Following collection of the sub-slab vapor samples, the
canisters were shipped under chain-of-custody protocol to Con-Test for analysis of VOCs by
EPA Method TO-15.
3.2 Sub-Slab Soil Vapor Results
The results of analysis of the sub-slab soil vapor samples are summarized in Table 2, and the
laboratory analytical data are provided in Appendix C. The data were compared to the DEQ
Division of Waste Management (DWM) Non-Residential Soil Gas Screening Levels (SGSLs).
Analytical results indicate trichloroethylene (TCE) was detected in the sub-slab samples SS-1
(23,000 µg/m3), SS-5 (1,400 µg/m3), SS-6 (400 µg/m3), and SS-7 (2,900 µg/m3) at
concentrations exceeding the DWM Non-Residential SGSL of 175 µg/m3. These samples are
located below the storage building, and the western, north-central, and south-central portions of
the main building, respectively. Additionally, TCE was detected in sub-slab sample SS-8 at a
concentration of 160 µg/m3, which is slightly below the DWM Non-Residential SGSL. SS-8 is
located in the northern portion of the main building. No other VOCs were detected in the sub-
slab vapor samples above the DWM Non-Residential SGSLs.

4.0 Receptor Survey
On August 18, 2016, H&H performed a receptor survey in accordance with Brownfields Program
guidance. A Receptor Survey Map is provided as Figure 3 and the Brownfields Receptor Survey
Form is presented in Appendix A. The survey included identification of surrounding and nearby
land use and an intensive pedestrian and vehicular survey for possible potable water supply
wells, surface water bodies, and surface water intakes used as a source of water within a 0.5-mile
radius of the site.
The site is bordered to the north by a solar farm, to the east by commercial warehouses, to the
west by the First Broad River with agricultural land located beyond, and to the north by vacant
land. The closest residential structure is located approximately 200 ft north of the site. Other
residences are located greater than 500 ft from the site.
The First Broad River borders the site to the west. Historical site operations were located
approximately 900 ft from the First Broad River. An intermittent tributary of the river borders
and crosses the southwest portion of the site.
H&H did not identify potable wells or surface water intakes in the search radius during the
survey. In addition, there are no sources of public drinking water identified within 0.5 mile of
the site based on the DEQ Source Water Assessment Program’s geographic information system
map. H&H contacted the City of Shelby Utility Department which indicated that municipal
water is available to the site and the area within a 0.5-mile radius of the site. The City of Shelby
obtains its water from the First Broad River which is located adjacent to the west of the site. The
City of Shelby water treatment plant intake is located approximately 5,800 ft northeast and
upriver from the site.

5.0 Summary
In order to assess the potential risks associated with redevelopment of the site, H&H completed
soil and sub-slab soil assessment at the former Dicey Mills facility in August 2016. The
assessment activities included collection and analysis of samples from six soil borings and eight
sub-slab vapor samples. The results of our assessment are summarized below:
• The results of analysis of the soil samples did not indicate significant soil impacts in
exterior areas of the site. Hexavalent chromium was detected in the soil boring located
adjacent to the wastewater outfall pipe south of the main site building at a concentration
of 0.87 mg/kg, which slightly exceeds the Residential PSRG of 0.3 mg/kg, but is below
the Protection of Groundwater and Industrial PSRGs.
• The results of analysis of the sub-slab soil vapor samples indicate that TCE was detected
at concentrations exceeding the DWM Non-Residential SGSL in samples collected from
the vacant storage building, and the western, north-central, and south-central portions of
the main building. No other VOCs were detected at concentrations above the DWM
Non-Residential SGSLs.
• Potential receptors identified in the vicinity of the site are the First Broad River and its
tributary which border the site to the west and southwest. Historical site operations were
located approximately 900 ft from the First Broad River.

The Site contains an approximately 160,000-square ft manufacturing building and a 4,000-square foot storage building. The Site buildings are
slab-on-grade floors with concrete block and steel panel walls. Approximate ceiling height is 15 feet. The office portion of the manufacturing
building is is finished with stud walls and drywall. Bay doors are present along the northern, eastern, and western portions of the Site for
access to the warehouse areas. Standard doors are located throughout the Site building entering into the industrial space. A single door to
the offices is located on the north side. The office is constructed with standard size windows to the exterior.
Specific details are not known. The floor is poured concrete and constructed on grade. Dyeing pits that previously held textile machinery
are present in the southern portion of the manufacturing building.
