Dear Mr. Francis:
The Solid Waste Section (Section) has reviewed the Assessment of Corrective Measures (ACM)
for the Francis Farm Closed MSW Landfill (Francis Farm) submitted by Bunnell‐Lammons
Engineering, Inc. on March 16, 2017 (DIN 27533). Contaminant concentrations exceeding North
Carolina groundwater standards established in 15 A NCAC 2L .0202 have been detected at the
facility, and thus, corrective action is necessary to restore groundwater quality. The ACM
evaluated nine (9) different corrective action technologies as the potential remedy based on
their effectiveness to protect human health and the environment. After thorough research, the
facility has selected landfill gas mitigation, leachate recovery, restrictive cover improvements
and monitored natural attenuation. Landfill gas extraction and leachate recovery systems are
currently being operated at the facility. If the proposed remedies prove to be ineffective,
Francis Farm will implement phytoremediation as a contingency plan.
The Section approves the selected remedies for the Francis Farm Closed MSW Landfill. The
facility shall submit a Corrective Action Plan detailing the selected remedies.
