PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is owned and operated by Republic Services of North Carolina, LLC (Republic Services). 2. Republic Services contracts with K. R. Drenth Trucking, Inc. for the operation of the tipping floor and the transportation of waste for disposal. 3. The facility is permitted to receive municipal solid waste that is generated within Forsyth, Alamance, Alexander, Alleghany, Cabarrus, Caswell, Chatham, Davidson, Davie, Guilford, Iredell, Randolph, Rockingham, Rowan, Stokes, Surry, Wilkes, and Yadkin Counties, North Carolina. 4. Waste from the facility is transported to Uwharrie Regional Landfill (Permit #: 62-04) for final disposal. Alternate disposal sites for waste leaving the facility are Republic Services’ Upper Piedmont Regional Landfill (Permit #: 73-04), and Foothills Regional Landfill (Permit #: 14-03). 5. A copy of the Permit to Operate and the current, approved Operation Plan were available and reviewed with Ms. Lucas and Mr. Tabaczynski at the scale house. 6. A review of daily tonnage records indicated that 400 to 500 tons of MSW are accepted at the facility daily. Monthly tonnage reports indicated that 107,148 tons of MSW were received during calendar year 2016, and that 26,592 tons of MSW were received from January 1 through March 31, 2017. 7. A review of the waste screening records dated July 1, 2016 through April 7, 2017 revealed that a random load is inspected at least daily, as specified in the approved Operation Plan. Each screening event was recorded on an individual form; no unacceptable wastes were noted in the records reviewed during this inspection. Ms. Lucas explained that over time, the scrutiny of incoming loads has resulted in haulers becoming careful about the material they bring to the facility for disposal. She added that, when something minor is discovered, it is segregated and disposed of properly. Containers were observed behind the transfer station building that Ms. Lucas explained were used for the segregation and collection of metals and pallets. 8. Training records were reviewed, and the following personnel were certified Transfer Station Operations Specialists: a. Sandra Lucas – Republic Services – expires 7/15/2018; b. Mark Tabaczynski – Republic Services – expires 1/1/2018; c. Larry L. Sansbury – Drenth Trucking – expires 12/14/2017; d. Daryl Stratton – Drenth Trucking – expires 2/27/2018. 9. The following personnel had taken the certification class and test, presented March 22-23, 2017 in Albemarle, and were awaiting receipt of a new certificate: a. Joe Prestandrea – Drenth Trucking; b. Lamar D. Crawford – Drenth Trucking. 10. Mr. Tabaczynski stated that the facility is inspected by staff monthly, using a checklist developed by Republic Services. Inspection reports are kept at the corporate offices, and Mr. Tabaczynski provided digital copies of these records for the period January 2016 through March 2017. A review of these inspection reports revealed that minor maintenance issues, such as siding repairs and potholes, are caught and dealt with in a timely manner as a result of this procedure. 11. The entire facility, including the transfer station area, the scale house area and the parking and trailer/container storage areas, was clean and well maintained. Grass is mown regularly and Mr. Tabaczynski stated that windblown litter is collected daily and returned to the transfer station as required. 12. Site security is maintained by means of a chain link fence that surrounds the entire facility. Locking entry and rear gates are secured when the facility is not in operation to prevent unauthorized access. 13. Some windblown litter was observed along the chain link fence line that surrounds the facility. Ensure that all windblown litter is collected at the end of every operating day and returned to the transfer station for proper disposal. 14. Proper signage was observed at the entrance gate. 15. The entire site is paved and the access roadways are well-maintained. 16. The facility is designed to allow sufficient room for traffic to enter, maneuver and exit safely. Weighing, dumping and exiting trucks were observed during this inspection. Transfer station staff directed each truck, and maneuvering appeared to be accomplished with no difficulty. 17. In addition, a small area is allocated for container storage. 18. Two transfer trailers loaded with waste were observed in the rear lot of the facility. Both trailers were inspected for leaks; both appeared to be intact. Empty trailers appeared to be in good condition. 19. The tipping floor was inspected and appeared to be intact. Mr. Tabaczynski stated that approximately 2/3 of the floor had been replaced in 2015. He added that the floor is scraped down and hosed off at least daily. 20. The leachate collection system for the transfer station operation is comprised of an opening in the loading bay wall that allows water to drain from the tipping floor, which is sloped so that all liquids are directed to the northern corner of the building where the opening is located. Floor drains in the loading bay send liquids to the oil-water separator, from which accumulated solids are removed as necessary. The separated liquid then runs directly to the sanitary sewer system. No pre-treatment of the leachate is required. Floor drains were observed to be free of accumulated litter and functioning properly. 21. The loading bay held a partially filled transport trailer that, upon inspection, appeared to be free of damage and leaks. During the loading process, waste was seen accumulating along the steel rails on the rear wall of the bay and the on the bay floor on both sides of the trailer. Mr. Tabaczynski stated that this waste is removed at least daily, and often when changing out trailers throughout the operating day. 22. The interior walls of the transfer station building were observed to be relatively clean and free of heavy waste residue. Mr. Tabaczynski stated that the entire facility is cleaned and pressure washed quarterly. 23. The waste deflector in the loading bay was in place and functioning to help direct all waste from the loader bucket into the trailer. Mr. Tabaczynski explained that the bucket is equipped with a scale so that the operator is able to keep track of the weight of the waste being deposited into the trailer. He added that, as trucks arrive at the tipping floor, front loaders are directed to one side while roll-offs are directly to the other. In this way, types of loads can be mixed when filling the trailers, thus helping to ensure a uniform desired weight is achieved. 24. A section of sheet metal at the bottom of the outside wall in the loading bay had been damaged, and a small amount of waste was observed to be piled outside the loading bay in this area. Ensure that all waste is collected from this area and properly disposed of, and that maintenance is performed to eliminate waste escaping the transfer station building.
