Dear Mr. Gaither:

On behalf of the Buncombe County Solid Waste Department (Department), Environmental Infrastructure
Consulting, PLLC (EIC) is pleased to submit this Permit to Construct Application for a new Transfer Station
in Buncombe County. This application has been prepared in accordance with Section .0400 of the North
Carolina Solid Waste Management Rules. The main body of the application is the Operations Plan. The Site
Plans are attached as Appendix A and the zoning approval letter from the City of Asheville is attached as
Appendix B. The County’s new transfer facility will be located on the same site as their existing transfer
station at 190 Hominy Creek Road in Asheville. It is the intent of the County to continue to utilize the
existing transfer station until the new facility receives a Permit to Operate and is ready for operation. The
existing facility will be decommissioned at that time.

The! purpose! of! this! Operations! Plan! (Plan)! is! to! provide! the! Buncombe! County!
(County)! Solid! Waste! Department,! transfer! station! management! and! operations!
personnel,!a!guide!to!safely!maintain!and!operate!the!County’s!new!municipal!solid!
waste!(MSW)!transfer!station.!!The!new!transfer!station!will!be!located!on!the!same!
site!at!190!Hominy!Creek!Road!in!Asheville,!NC.!!This!plan!has!been!prepared!in!
general!accordance!with!15A!NCAC!13B!.0402!of!the!North!Carolina!Solid!Waste!
Management!Rules.!!The!Plan!addresses!the!following!general!areas:!

The!Buncombe!County!Transfer!Station!(Transfer!Station)!is!part!of!the!County’s!
integrated!waste!management!system.!!The!Transfer!Station!provides!a!mechanism!
for!consolidating!and!transporting!MSW!generated!in!the!lower!half!of!the!County!to!
the! County’s! MSWLF! located! in! northern!Buncombe! County! in! the! Alexander!
community!(Permit!No.!11X07)!at!81!Panther!Branch!Road.!!It!is!understood!that!the!
County!may!accept!MSW!generated!from!locations!outside!of!Buncombe!County!but!
can!only!dispose!of!that!outXofXcounty!waste!at!facilities!that!are!permitted!to!accept!
it!from!those!locations.!!!Likewise,!the!County!can!transfer!waste!generated!within!
Buncombe!County!to!outXofXcounty!landfills!as!long!as!those!facilities!are!permitted!
to!accept!waste!from!Buncombe!County.!

Buncombe!County!currently!owns!and!operates!a!MSW!transfer!station!(Permit!No.!
11X08T)!located!at!190!Hominy!Creek!Road,!Asheville,!NC,!in!central!Buncombe!
County.!!In!addition!to!the!existing!transfer!station,!the!23Xacre!site!includes!the!
Buncombe!County!Garage!and!an!old,!small,!closed!landfill.!!The!existing!structures!
occupy!approximately!four!acres!of!the!23Xacre!site.!!The!design!of!the!new!transfer!
station!places!the!facility!on!currently!unoccupied!land!on!the!site!and!partially!
overtop!of!the!closed!landfill.!!The!County!has!and!will!continue!to!maintain!contact!
with!NC!DEQ’s!PreXRegulatory!Landfill!Unit!through!the!completion!of!construction.!

Access/egress!to!the!site!for!customers!and!transfer!vehicles!will!be!through!two!
separate!points!off!Hominy!Creek!Road.!!A!new!weigh!station!will!replace!the!
existing!facility!and!consist!of!a!new!scale!house!and!inbound!and!outbound!scales.!!!
!
The!new!transfer!building!has!a!footprint!of!about!20,000!square!feet.!!The!property!
is!located!within!the!corporate!limits!of!the!City!of!Asheville!and!was!zoned!
Institutional!(INST)!at!the!time!the!design!process!was!initiated.!!The!County!filed!a!
conditional!zoning!application!on!January!25,!2017!for!the!property!to!be!reXzoned!
Industrial!(IND)!in!order!to!accommodate!the!new!transfer!station!project.!!The!
application!was!reviewed!by!the!City’s!Technical!Review!Committee!on!February!20,!
2017,!and!the!Planning!and!Zoning!Commission!on!March!1,!2017.!!The!Asheville!
City!Council!is!expected!to!approve!the!zoning!change!at!their!April!15,!2017!
meeting.!!A!copy!of!the!City’s!zoning!approval!letter!will!be!forwarded!to!NC!DEQ!
when!received.!!The!City!is!expected!to!issue!a!letter!approving!excavation!of!the!site!
and!waste!removal!prior!to!issuing!the!final!zoning!approval!letter.!

1.3,FACILITY,DESCRIPTION,AND,CONTACT,
!
The!existing!transfer!station!began!operations!as!a!convenience!center!in!1982.!!The!
facility!began!functioning!as!a!transfer!station!in!1996!while!continuing!to!serve!as!a!
convenience!center!for!citizens.!!The!new!Transfer!Station!will!include!a!new!scale!
house!with!new!inbound!and!outbound!scales!replacing!the!existing!scale!house!and!
scale.!!A!preliminary!screening!of!the!waste!based!on!its!origin!will!be!performed!at!
the!scale!house.!!The!existing!transfer!station!will!be!renovated!into!a!citizen!MSW!
and!recyclables!dropXoff!center.!
!
From!the!scale!house,!customers!will!traverse!a!paved!driveway!to!a!concrete!pad!in!
front!of!and!on!the!northern!side!of!the!transfer!station.!!The!Transfer!Station!
utilizes!a!biXlevel,!nonXcompacted,!directXdump!design!consisting!of!a!refuse!hopper,!
a!tipping!area!on!the!upper!level,!and!a!loading!area!on!the!lower!level.!!The!
operational!areas!are!enclosed!by!a!preXengineered,!metal,!panelXtype!building.!!
Customers!will!exit!the!transfer!station!and!reXweigh!at!the!scale!house!before!
exiting!back!on!to!Hominy!Creek!Road.!!All!interior!roads!and!the!transfer!station!
tipping!floor!will!be!paved!with!asphalt!or!concrete.!!Limited!landscaping!will!be!
provided!due!to!the!isolated!nature!of!the!site!to!meet!local!zoning!requirements.!

On!the!lower!level,!transfer!trailers!will!rest!on!truck!scales!that!will!provide!a!
digital!readout!on!the!upper!level!so!operators!can!precisely!load!the!maximum!
allowable!weight!without!exceeding!state!road!limits.!!Trailers!will!be!pulled!into!
the!facility!either!with!a!road!tractor!or!a!“yard!dog”.!

On!the!upper!level,!wasteXhauling!vehicles!will!be!directed!to!specific!dumping!areas!
on!the!tipping!floor!by!equipment!operators.!!The!operators!will!mix!the!waste!and!
push!it!into!one!of!the!two!hoppers.!!Mobile!tamping/compacting!units!will!move!

Access!and!egress!from!the!site!for!solid!waste!transfer!operations!will!be!from!two!
separate!points!on!Hominy!Creek!Road!as!shown!on!the!accompanying!site!plan!
included!in!the!facility!drawings!included!in!Appendix!A.!!!Customers!will!continue!
to!access/egress!the!new!facility!through!the!existing!entrance!in!the!northwest!
corner!of!the!site.!!They!will!pass!through!the!scale!facility!en!route!to!the!tipping!

6:00!am!to!4:30!pm!and!Saturday!from!8:00!am!to!1:00!pm.!!It!is!closed!on!Sundays!
and!the!following!holidays:!!Thanksgiving!Day,!Christmas!Day,!and!New!Year’s!Day.!!
Operating!hours!are!subject!to!change!to!meet!the!needs!of!the!County!and!its!
citizens.!!A!second!sign!also!posted!at!the!entrance!identifies!acceptable!and!
unacceptable!wastes.!

The!vehicles!required!include,!but!are!not!limited!to:!!transfer!tractors,!transfer!
trailers,!“yard!dog”!tractors,!front#end!loaders,!and!tamping!cranes.!!The!County!is!
responsible!for!providing!primary!equipment,!backup!equipment,!and!equipment!
maintenance.!!The!transfer!tractors!are!heavy!duty!“over!the!road”!tractors!with!
non#compacted!type!trailers!for!open#top!loading.!!The!trailers!are!equipped!with!
mechanized!tarping!equipment.!!The!trailers!are!equipped!with!“live#bottom”!
equipment!to!discharge!waste!at!the!landfill.!!The!County!does!not!intend!to!employ!
tippers!at!the!landfill.!
!
The!Transfer!Station,!utilizing!two!loading!hoppers,!requires!the!use!of!heavy!duty,!
front#end!loaders.!!The!loaders!push!the!MSW!from!the!tipping!floor!into!the!
hoppers.!!The!loaders!are!capable!of!moving!large!amounts!of!waste.!!The!loaders!
are!outfitted!with!special!equipment!for!waste!handling.!!A!wheeled!excavator!with!
a!grapple!attachment!is!used!for!leveling!and!lightly!compacting!waste!into!the!
trailers.!

2.3 TIPPING$FLOOR$OPERATIONS$

Municipal!and!commercial!waste!haulers!deliver!MSW!to!the!Transfer!Station!each!
day!during!the!operating!hours.!!Upon!arrival!at!the!scale!house,!the!scale!house!
attendant!determines!the!load!characteristics!and!acceptability!of!the!waste!
material!being!delivered.!!If!the!load!is!determined!to!be!unacceptable,!it!is!rejected!
and!directed!to!an!appropriate!disposal!point,!if!known.!!If!required,!notification!is!
given!to!the!proper!authorities!for!the!handling!of!illegal/hazardous!waste!
materials.!
!
After!exiting!the!scale!house!area,!the!collection!vehicles!are!directed!to!the!tipping!
area!inside!the!transfer!station.!!Vehicles!are!required!to!stop!at!the!entrance!to!the!
building!and!await!direction!to!a!specific!dumping!zone.!!The!dumping!zones!are!
identified!with!overhead!number!signs!and!.the!front#end!loader!operator!will!flash!
a!sign!indicating!where!each!load!should!be!dumped.!!After!dumping,!the!waste!
hauling!vehicles!exit!the!building!and!return!to!the!scale!house!to!weigh!out!and!
have!the!final!weight!of!their!waste!determined!for!billing!and!recording!purposes.!
!
Waste!dumped!on!the!tipping!floor!is!pushed!into!the!hoppers!with!the!front#end!
loader(s)!and!into!the!trailers!located!below!in!the!lower!level!tunnels.!!The!lower!
level!of!the!transfer!station!has!two!drive#through!tunnels.!!The!open#top!transfer!
trailers!are!pulled!into!position!either!by!over#the#road!tractors!or!a!“yard!dog”.!!
The!front#end!loader(s)!load!a!trailer!keeping!an!eye!on!the!digital!scale!readout!to!
maximize!and!balance!the!load.!!A!wheeled!excavator!with!a!grapple!attachment!
operating!either!in!front!of!or!behind!the!hopper!is!then!used!to!level!and!tamp!
down!the!waste.!!A!claw!attachment!can!replace!the!tamping!attachment!to!remove!
waste!if!the!trailer!is!overweight!and/or!waste!is!protruding!from!the!trailer.!!The!
loaded!trailers!are!either!hauled!directly!to!the!landfill!or!temporarily!stored!in!a!
staging!area!until!a!tractor!is!available.!!The!lower#level!tunnels!have!been!designed!
to!provide!sufficient!space!for!drivers!to!safely!exit!their!vehicles!in!the!event!of!an!
emergency.!
!
The!Transfer!Station!has!been!designed!with!a!14,500!square!foot!tipping!floor!and!
a!10#foot!high!perimeter!push!wall.!!The!two!open#pit!hoppers!measure!43!feet!long!
by!6!feet!wide.!!The!height!of!the!tunnel!below!is!14!feet.!!All!of!these!dimensions!
were!carefully!selected!to!ensure!a!close!fit!of!the!trailer!to!the!hopper!to!minimize!
waste!spilling!on!to!the!tunnel!floors.!
!
The!number!of!trips!per!day!to!the!landfill!is!obviously!dependent!upon!the!amount!
and!character!of!waste!received!in!a!particular!day.!!Buncombe!County!currently!
averages!about!200!tons!per!day!of!MSW!at!the!transfer!station!with!peak!days!
approaching!275!tons.!!The!new!transfer!station!will!greatly!increase!accessibility!
and!shorten!turnaround!times!so!the!County!expects!a!significant!increase!in!traffic!
from!commercial!haulers.!!Because!the!new!transfer!station!incorporates!a!new!
approach!to!loading!trailers!(open!top!vs.!push!ram),!the!County!has!purchased!all!

new!transfer!equipment!including!three!tractors!and!15!trailers.!!Though!the!tipping!
floor!is!sized!to!accommodate!100%!of!a!day’s!worth!of!solid!waste,!solid!waste!is!
not!allowed!to!remain!on!the!tipping!floor!overnight.!!Any!waste!that!cannot!be!
hauled!to!the!landfill!in!a!particular!day!will!be!placed!in!trailers!and!stored!at!the!
facility!until!the!next!business!day.!
!
The!tipping!floor!and!drive#through!tunnels!are!to!be!washed!down!as!needed!
throughout!the!day,!as!well!as!at!the!end!of!each!operating!day.!!The!wash!down!
water!is!collected!by!floor!drains!located!throughout!the!facility!and!conveyed!to!an!
oil#water!separator!before!discharge!to!the!public!sewer!system.!!The!wash!down!
water!is!ultimately!conveyed!to!the!Metropolitan!Sewerage!District!of!Buncombe!
County!wastewater!treatment!plant.!

2.4 OPERATOR$TRAINING$

In!accordance!with!General!Statute!130A#309.25!and!further!described!by!North!
Carolina!Department!of!Environment!and!Natural!Resources!(now!known!as!the!
Department!of!Environmental!Quality!(NC!DEQ))!Memorandum!dated!May!20,!2006,!
a!responsible!individual!certified!in!transfer!station!facility!operations!shall!be!
present!during!the!operating!hours!of!the!facility.!!The!individual!is!certified!through!
a!training!course!approved!by!NC!DEQ!Division!of!Waste!Management!and!
maintains!that!certification!through!completion!of!continuing!education!courses.!!All!
equipment!operators,!drivers,!and!attendants!at!the!Transfer!Station!are!SWANA!
certified!in!accordance!with!NC!DEQ!requirements.!

2.5 CONTINGENCY$PLAN$
$
In!the!event!that!the!Transfer!Station!is!not!able!to!accept!waste,!waste#hauling!
vehicles!will!be!directed!to!haul!directly!to!the!Buncombe!County!MSWLF.!!Waste!
haulers!not!under!contract!with!the!County!for!use!of!the!transfer!station!could!use!
a!private!transfer!station!that!operates!in!Buncombe!County!or!haul!directly!to!a!
privately#operated!landfill!in!Haywood!County!or!some!other!permitted!facility.!

2.6$RECORDKEEPING$

The!following!records!will!be!maintained!at!the!facility:!

2.7$WASTE$SCREENING$

Access!to!the!transfer!facility!is!controlled!at!the!scale!house.!!All!waste!hauling!
vehicles!entering!the!facility!must!pass!the!scale!house!before!moving!to!the!new!
transfer!station.!!Loads!are!visually!inspected!as!they!are!dumped!on!the!tipping!
floor.!!Should!prohibited!waste!as!defined!in!Section!3!be!identified,!operations!will!
be!suspended!as!necessary!and!the!prohibited!material!handled!properly!in!
accordance!with!the!type!of!prohibited!waste!(e.g.,!loaded!back!into!the!hauling!
vehicle,!haz#mat!team!contacted,!….).!!Reporting!of!the!illicit!event!will!be!conducted!
in!accordance!with!the!procedures!outlined!in!Section!3.!

2.8$MAINTENANCE$

General!facility!maintenance!will!be!performed!as!required!outside!of!normal!
operating!hours.!!In!the!event!significant!repairs!are!required!(e.g.,!tipping!floor!
replacement),!waste!will!be!temporarily!diverted!to!the!Buncombe!County!Landfill!
until!the!repairs!are!completed.!

2.9$EROSION$CONTROL$REQUIREMENTS$

2.10$DRAINAGE$CONTROL$AND$WATER$PROTECTION$REQUIREMENTS$

The!Buncombe!County!Transfer!Station!shall!be!operated!to!contain!and!properly!
discharge!collected!leachate.!!The!tipping!floor!is!designed!such!that!all!liquids!drain!
into!floor!drains!that!flow!to!an!oil#water!separator!and!subsequently!into!the!public!
sewer!system!owned!by!the!Metropolitan!Sewerage!District!of!Buncombe!County!for!
proper!treatment!at!their!POTW.!!The!front!of!the!transfer!station!is!designed!such!
that!liquids!from!outside!the!tipping!floor!flow!away!from!the!transfer!station!and!
into!the!storm!drainage!system!so!as!to!not!contact!waste.!!The!tipping!floor!is!
inward!sloping!to!retain!all!tipping!floor!liquids!in!the!leachate!collection!system.!!
The!same!approach!has!been!taken!in!the!transfer!trailer!tunnels!(i.e.,!liquids!within!
the!tunnel!are!contained!and!collected!into!the!leachate!collection!system!while!
runoff!outside!the!tunnels!is!directed!away!and!into!the!storm!water!system).!

The!floor!drains!are!to!be!cleaned!daily!at!the!end!of!each!day!during!final!wash!
down.!!During!daily!cleaning,!the!drains!will!be!visually!inspected!for!clogging.!!
Should!the!drains!become!clogged,!or!not!operate!as!intended,!the!County!will!
contract!with!a!local!plumbing!contractor!to!unclog!the!piping!and!return!the!drains!
to!full!service.!

3.2 RECYCLABLE$MATERIAL$

Recycling!containers!are!provided!at!the!facility!for!citizen!drop!off.!!The!existing!
transfer!station!accepts!the!following!recyclable!materials!from!the!users!of!the!
convenience!center!and!the!same!materials!will!be!accepted!when!the!new!transfer!
station!opens.!

Buncombe!County!has!established!a!residential!drop#off!site!for!disposal!of!sharps!
at!the!existing!transfer!station!and!plans!to!continue!the!program!with!the!opening!
of!the!new!transfer!station.!!Sharps!from!residential!customers!are!disposed!in!
approved!biomedical!containers,!which!are!transported!to!the!Buncombe!County!
Health!Department!for!final!disposal.!

4.1$VECTORS$
$

Control!of!disease!vectors!is!maintained!by!implementation!of!daily!cleaning!
program,!which!involves!removal!of!waste,!leachate!(wash!down!water),!and!any!
ponded!water!from!the!facility!operating!areas.!!The!removal!of!waste!at!the!end!of!
each!operating!day!protects!against!migration!of!vectors!into!and!from!the!Transfer!
Station.!!The!County!may!also!utilize!deodorizers,!paint,!and!wash!water!to!keep!the!
tipping!floor!and!drive#through!tunnels!clean!and!free!from!disease!vectors.!!
Stagnant!ponded!water!shall!be!prevented!from!occurring!to!control!mosquito!
breeding.!!If!problems!controlling!disease!vectors!persist,!the!City!shall!employ!a!
licensed!exterminator!to!control!vectors.!

4.2$WINDBLOWN$MATERIAL$
$
In!accordance!with!Rule!.0402(7),!the!Transfer!Station!must!confine!material!
subject!to!be!blown!by!the!wind!within!the!transfer!building.!!Since!the!Transfer!
Station!is!enclosed!on!all!sides!except!the!front,!windblown!material!is!easily!
controlled.!!The!windblown!trash!discovered!at!the!end!of!an!operating!day!is!
collected!and!stored!in!a!transfer!trailer!or!an!on#site!trash!bin.!

5.1$SIGN$REQUIREMENTS$

Buncombe!County!will!post!signage!indicating!operational!procedures,!hours!of!

stating!which!wastes!are!prohibited!at!the!facility.!!Traffic!signs!and!markers!shall!
be!provided!as!necessary!to!promote!an!orderly!traffic!pattern.!

5.2$OPEN$BURNING$OF$WASTE$

Open!burning!of!waste!is!prohibited!at!the!Buncombe!County!Transfer!Station.!

5.3$FIRE$PROTECTION$EQUIPMENT$
$
Equipment!shall!be!provided!to!control!accidental!fires.!!The!transfer!station,!
convenience!center!(current!transfer!station),!and!the!scale!house!shall!be!equipped!
with!an!appropriate!number!of!fire!extinguishers!and!fire!hydrants!to!effectively!
control!accidental!fires.!!The!transfer!station!is!also!inspected!annually!by!the!fire!
marshal!for!compliance.!

5.4$NOTIFICATION$OF$FIRE$

In!the!event!of!a!fire,!the!local!fire!department!will!be!contacted!by!dialing!911.!!
Fires!that!occur!at!the!Buncombe!County!Transfer!Station!require!verbal!notice!to!
the!Solid!Waste!Section!within!24!hours!and!written!notification!shall!be!submitted!

be!closed!and!the!waste!will!be!temporarily!diverted!to!the!Buncombe!County!
Landfill!until!operations!can!be!returned!to!normal.!!Backup!generation,!to!run!the!
various!scales!and!the!scalehouse,!will!be!provided!so!that!normal!operations!can!
proceed!even!during!periods!of!power!interruption.!!Because!the!new!transfer!
station!is!much!less!mechanized!than!the!existing!transfer!station,!downtime!due!to!
power!outages!is!expected!to!be!much!less!and!approach!zero.!

5.5.3$Fire$
!
By!keeping!the!transfer!station!clean!and!providing!visual!inspections!of!all!
incoming!loads,!the!potential!for!fires!will!be!minimized.!!Burning!loads!will!be!
extinguished!before!dumping,!if!possible.!!If!burning!materials!are!unloaded!at!the!
facility!the!waste!will!be!segregated!from!other!incoming!waste.!!In!the!event!of!a!

transfer!station!site!and!maintenance!building!by!a!6#foot!high!chain!link!fence.!

6.2$ATTENDANT$

The!Buncombe!County!Transfer!Station!shall!have!a!full#time!Scale!Operator!located!
in!the!scale!house!during!operating!hours.!!In!addition,!a!Transfer!Station!Attendant!
will!be!at!the!facility!at!all!times!during!operating!hours.!!Both!the!Scale!Operator!
and!Transfer!Station!Attendant!are!responsible!for!verifying!that!all!vehicles!comply!
with!the!permitted!operational!requirements.!

6.3$ACCESS$ROAD$
$
All!roads!internal!to!the!Buncombe!County!Transfer!Station!site!shall!be!hard!
surface!(i.e.,!either!asphalt!or!concrete)!and!maintained!in!good!condition.!!Potholes,!
ruts,!and!debris!on!the!roads!shall!receive!immediate!attention!in!order!to!avoid!
