Subject:Review comments, Martin County C&D Landfill
Hello Pieter – I’ve reviewed the application for Martin County C&D Landfill, permit renewal and vertical
expansion, and I have the following comments:
1. Operations Plan – Section 2.1.1 – Inert debris does not include wood material. Wood material that is
part of construction and demolition debris is acceptable for disposal.
2. Operations Plan – Section 2.3.1 – It should be clarified that the number of random inspections per
week should be no less than 1% of the weekly tonnage (and at least one per week).
3. Operations Plan ‐Section 2.5 – Storage of unprocessed wood waste and processed wood waste should
be in piles no larger than 30 feet high, 50 feet wide, and unlimited length within the site boundaries.
We can consider alternate pile sizes for lower height piles (12 feet high, no wider than 130 feet) if a
letter is submitted from the local fire department stating they would be able to access and respond to
a fire in a pile of that height, width and length. Access to fire fighting vehicles should be established on
all sides of the piles.
4. Operations Plan – Section 2.7 – Please add a description of the pesticide container collection, and the
associated building.
5. Final cover:
a. The alternate final cover listed in the closure plan is different than the description of the
alternate final cover in the facility plan and Appendix A calculation.
b. Text should reference the alternate final cover calculations in Appendix A, Section 2. In the
HELP model, how is it possible that the alternate side slopes (24 inches of 5.2 x 10‐4 cm/sec)
allows less leakage than the prescribed side slopes (as shown 48 inches, with some 5.2 x 10‐4
cm/sec and some 1 x 10‐5 cm/sec)?
6. Operations Plan – Section 2.8 – Describe safety to workers. What is the quantity of storage or the
frequency of removal of the recyclables? How will the amount recovered be included in
recordkeeping? At least 75% of recoverables must be removed from the site within one year.
7. What is the timeline for removing the fill that is outside the permitted boundaries?
