ADDITIONAL COMMENTS
On April 6, 2017, John Patrone met with Mark Hennis and Anna Stoddard to conduct a comprehensive inspection of the
City of Greensboro Transfer Station on Burnt Poplar Road in Greensboro, Guilford County.
1. The facility is a municipal solid waste (MSW) transfer station owned and operated by the City of Greensboro.
2. Custom Ecology, Inc. (CEI) hauls MSW from the transfer station to the disposal facility.
3. The facility is open Monday through Friday 6:00 am to 6:00 pm and Saturday 7:00 am to 1:00 pm.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is permitted to receive solid waste generated in Alamance, Caswell, Chatham, Davidson, Davie,
Forsyth, Guilford, Montgomery, Randolph, Rockingham, and Stokes Counties.
6. The following are facility certified Transfer Station Operations Specialist personnel:

7. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services in
July 2015.
8. A vehicle scale test was conducted by Carlton Scale on December 22, 2016 and March 15, 2017. Mr. Hennis
stated that the four scales (inbound and outbound and the two load out bays) are tested quarterly.
9. The facility maintains records of the amount of MSW received. Records were verified for May 2016 through
March 2017. The facility received ~ 20,000 tons/month till December 2016 and is currently receiving ~ 15,000
tons/month.
10. The amount of MSW hauled off from the transfer station to the disposal facility mirrors the amount received.
11. Municipal solid waste was previously hauled to the Uwharrie Environmental Regional Landfill (62-04) in
Montgomery County. As of January 30, 2017, the facility hauls solid waste to the Great Oak Landfill (76-07) in
Randleman, Randolph County.
12. If the facility or disposal landfill is not able to accept MSW, the operations plan states that solid waste may be
hauled to the City of Greensboro MSW Landfill – White Street Landfill (41-12) for disposal.
13. The facility annual report (FAR) was received by the SWS dated July 19, 2016. Tonnage received July 2015
through June 2016 is 221,989.09.
14. During the inspection, there were eight empty transfer trailers on site, two transfer trailers in the load out bay, and
two tarped full transfer trailers. Mr. Hennis stated that there are 23 transfer trailers available for use by the facility
daily.
15. The transfer trailers appeared to be in good condition. It is suggested that the outside of the transfer trailers be
cleaned when grime is easily noticeable.
16. Mr. Hennis stated that full transfer trailers are commonly stored on site overnight and on weekends.
17. If leachate leaks from a stored transfer trailer a container shall be placed to capture it. The container shall be
emptied in the transfer facility building leachate drain.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

18. The facility is required to conduct a waste screening on ~ 1 percent of commercial and industrial loads received.
Records for May 2016 through March 2017 were verified. Mr. Hennis stated that the facility generally conducts
nine waste screening a week.
19. The facility tipping floor appeared in good condition. Mr. Hennis stated that it is washed-down daily.
20. Mr. Hennis stated that MSW fines that accumulate on the concrete apron at the transfer station building
ingress/egress areas are routinely swept/directed back into the building.
21. The transfer station building appeared to be in good condition.
22. The facility has two load out bays with hoppers.
23. The facility operates two tamping machines. The tamping machines compact solid waste in the transfer trailers
prior to the trailers being removed from the building.
24. The transfer station building has a leachate trench drain that runs along the truck egress bay (trucks enter through
a bay door, unload onto the tipping floor, and exit through a second bay door) and leachate drains located at the
entrance and exit of the two load out bays (total of four drains). The leachate drains appeared to operate
accordingly.
25. The leachate settling tank/oil-water separator was pumped out by EVO Corporation on December 12, 2016. EVO
Corporation removed a blockage on January 18, 2017.
26. The facility has Vortex Drain Cleaning Services, Inc. jet clean the leachate lines.
27. Leachate from the facility flows into the settling tank and discharges to the City of Greensboro sanitary sewer.
28. The facility has an off-load area adjoining the tipping floor for resident drop-off. The resident off-load area is an
extension of the building and tipping floor. It is covered and adjacent to the leachate trench drain.
29. Windblown material shall be collected by the end of each workday.
30. The facility does not accept scrap tires or whitegoods.
31. The City of Greensboro Fire Department can be contacted to address an emergency at the facility.
32. Mr. Hennis stated that the transfer station has ~ 26 fire extinguishers, including those in vehicles.
33. The facility is secured by a locked gate. Personnel are on site during operating hours.
34. Access roads are of all-weather construction.
35. The facility has signage.
