HomeMy WebLinkAbout3608_WMGastoniaTrans_SoilExcResp_DIN27622_20170410 April 10, 2017 Sent Via Email – scarrol3@wm.com Mr. Shawn Carroll Environmental Protection Manager Waste Management 3920 River Road Wilmington, NC 28411 Re: Soil Excavation and Confirmation Sampling Report Gastonia Transfer Station Permit ID # 3608-Transfer-1993 Gaston County DIN 27622 Dear Mr. Carroll: The Solid Waste Section (Section) has reviewed the Soil Excavation and Confirmation Sampling Report report (DIN 27597) for the Gastonia Transfer Station prepared by Golder Associates NC, Inc. (Golder). A leachate release was observed at the facility during an October 12, 2016 inspection, and Golder subsequently submitted a Soil Sampling Plan (DIN 27265) to evaluate potential impact from the release. During the November 22, 2016 sampling event, soil samples were collected from two background locations, one location near the area where leaks were observed from the trailers, one location near the point of confluence close to the parking area, and one location downgradient of a drainage feature. Soil analytical results indicated elevated arsenic concentrations in samples collected from the trailer and confluence locations. Due to the elevated arsenic concentrations, a total of 103 tons of soil was excavated from the trailer and confluence locations. Confirmatory soil samples were collected from the two areas after the excavation was completed. The soil samples were analyzed for arsenic which was not detected above laboratory reporting limits in either sample. Based on the lack of detections in the confirmatory samples, Golder recommended no further action. The Section approves of this recommendation and Waste Management is not required to conduct any additional assessment or corrective measures related to the October 2016 leachate release at this time.
