Dear Mr. Kerr:
Please find enclosed the signed Permit to Operate (DIN 27603) for the Piedmont Grading &
Wrecking LCID landfill in Mecklenburg County, NC. This permit issuance approves the continued
operation of the facility under the terms and conditions of the permit. In general, the facility permit
does not reiterate permit conditions included in the Solid Waste Management Rules, 15A NCAC
13B, nor does it restate specific conditions that are included within the approved plans, such as site
specific operations. Please review the conditions of the permit carefully. A copy of the current permit,
updated Operations Plan, and other required documentation must be kept on site always.

Please note the permit expiration date of March 3, 2018. In accordance with the Town of
Huntersville’s zoning ordinance and with the closure conditions in Attachment 4 of this permit, the
facility must cease to operate and immediately commence and continuously pursue closure of the
landfill by this date. Closure conditions are listed in the permit.
