INTRODUCTION
Consulting Engineers
The North Carolina Brownfields Program (NCBP) recently requested that additional assessment
be conducted at the subject site. The purpose of this supplemental sampling is to further assess
the possibility that chlorinated solvent compounds are migrating off-site, the potential for on-site
and off-site receptors to be impacted by the groundwater contaminants, the potential for vapor
intrusion issues to be associated with the known contamination, and the possibility that historic
transformer releases have impacted the site with PCBs.
BACKGROUND
New Method Dry Cleaners presently operates a petroleum based dry cleaning business on the
site. Historical research conducted during a Phase I Environmental Site Assessment revealed
that the subject site has had dry cleaning businesses operating on the property since
approximately 1922. In an effort to determine if the site has been impacted by the historical dry
cleaning operations, Geoscience supervised the installation of four Geoprobe borings (GP-1 through
GP-4) in April, 2014. The borings were advanced at the locations shown on the Sample Location
Diagram, included in Appendix I as Figure No. CHI 4.045-A. Borings GP-1 and GP-2 were located
to explore the possibility of releases from an abandoned septic tank and several reported waste water
tanks located behind the building. Boring GP-3 was advanced adjacent to the discharge point of a
floor drain located near the existing dry cleaning machine. Boring GP-4 was located
topographically down gradient from borings GP-1 through GP-3. Soil samples were collected at
select intervals from all four ( 4) borings, and groundwater samples were collected from borings GP-
2 through GP-4.
Petroleum VOCs were detected in soils samples collected from GP-2 at concentrations exceeding
applicable IHS Branch PSRGs. Elevated TPH GRO and DRO concentrations were also
encountered in those samples as well as samples from boring GP-4. Based on these results, it is
apparent that a release (or releases) of petroleum products has impacted the soils at the subject site.
Although the groundwater beneath the site has also been impacted by petroleum compounds, the
petroleum constituents detected in the groundwater did not exceed North Carolina 2L Standards.
Given the site's 50 plus year history of using petroleum solvents as a dry cleaning fluid, the likely
source of the detected petroleum compounds is the on-site dry cleaning operation.

In addition, PCE was detected in soil samples collected from GP-1, GP-3, and GP-4 at
concentrations exceeding PSRGs established by the NCDENR IBS Branch for protection of
groundwater. PCE was also detected in all three (3) groundwater samples collected at the site at
concentrations exceeding its 2L Standard. Trichloroethylene; 1,1,1 thrichloroethane; 1,1,2-
trichloroethane; 1, 1-di chloroethane; 1,2-dichloroethane; and 1, 1-dichloroethylene also exceeded
their respective 2L Standard in groundwater sample GP-2.
Chlorinated solvents have also been detected in groundwater samples collected at the former Reeves
Brothers, Inc. facility. This former facility, now occupied by the Town Center project, is located
approximately 180 feet west of, and topographically up-gradient from, the subject site. During the
most recent (December 2008) sampling event reviewed by Geoscience, the PCE concentration in
a well (MW-4A) located approximately 335 feet northwest of the subject site was 5,300 µg/L.
This concentration exceeds the PCE concentrations measured in the groundwater at the subject
property by two (2) orders of magnitude. Given the relatively high PCE concentrations at the
Town Center project site, and the fact that the groundwater flow direction at the former Reeves
Brothers, Inc. facility has been measured as toward the subject property, Geoscience concluded
that the chlorinated solvent release from the former Reeves Brothers facility is likely
contributing to impairment of the groundwater beneath the subject property.
SUPPLEMENTAL SAMPLING ACTIVITIES
On September 19, 2014, Geoscience mobilized to the site to monitor the installation of five ( 5)
additional Geoprobe borings (GP-5 through GP-9) on the property by Geologic Exploration.
The borings were advanced at the locations shown on the Sample Location Diagram, included in
Appendix I as Drawing No. CH14.045-A. Boring GP-5 was located on the upgradient side of
the property near the northwestern property corner while Boring GP-6 was advanced on the
northern property boundary close to the adjoining residence. Borings GP-7 through GP-9 were
located to explore the possibility of groundwater contaminant migration beyond the subject site.
Borings GP-5 through GP-8 were advanced to a depth of approximately thirty (30) feet below
the ground surface (BGS). Boring GP-9 was advanced to a depth of 15 feet BGS. Continuous
soil sampling was conducted within the top fifteen (15) feet BGS at each boring location. The
retrieved soil samples were observed in the filed for visual and olfactory indications of
contamination. None of the retrieved soil samples exhibited evidence of contamination and no
soil samples collected from the Geoprobe borings were submitted for laboratory analysis. Upon
reaching the termination depth, groundwater sampler probe tooling was utilized to collect a
groundwater sample directly from each boring. Five (5) groundwater samples (PB-A through
PB-E) were submitted to Prism Laboratories and analyzed for VOCs by EPA methods 6200B.
Geoscience also attempted to collect a groundwater sample from the existing water supply well
on the subject site. However, the well was discovered to be non-functional.
Following collection of the groundwater samples, borings GP-5, GP-6, and GP-7 were
completed as one (1) inch diameter temporary piezometers. The temporary piezometers were
each set with a ten (10) foot screened section with an eleven (11) foot sand filter pack.
Groundwater depth measurements were collected from the piezometers on September 22, 2014
so that a groundwater flow direction could be established.

Surface water samples were collected at three (3) locations (Creek-1 through Creek-3) along the
unnamed tributary of South Prong, West Branch Rocky River that flows across the eastern
portion of the site. Sample Creek-1 was collected on the subject site in close proximity to boring
GP-9. Sample Creek-2 was collected approximately 120 feet downstream from sample Creek-1.
Sample Creek-3 was collected where the surface water first emerges from the ground
(approximately 120 feet upstream from Creek-1). The surface water samples were submitted to
Prism Laboratories and analyzed for VOCs by EPA method 6200B.
In addition, Geoscience collected two (2) composite soil samples (PMT-1 and PMT-2) from
beneath the pole mounted transformers that are located on the subject property. Each composite
sample was comprised of five (5) aliquots of soil collected at a depth of 0.5 to 1 foot BGS from
hand auger borings advanced beneath the transformers. The composite soil samples were
submitted to Prism Laboratories and analyzed for PCBs by EPA method 8082A.
SAMPLE RESULTS
Soil Samples: The results of the soil sample analyses are listed on Table 1: Summary of Soil
Sampling Results (Appendix I). As shown, no PCBs were detected in the composite soil
samples. A copy of the laboratory test report is included in Appendix II.
Groundwater Samples: The results of the groundwater sample analysis are listed on Table 2:
Summary of Groundwater Sampling Results. As shown, PCE was detected in samples from
borings GP-7 through GP-9 at concentrations ranging from 3 .4 to 22 µg/L. These concentrations
exceed the 0.7 µg/L North Carolina Groundwater Standard (2L Standard) established for PCE.
PCE concentrations detected in the various groundwater samples collected at the site are
indicated on Figure CH14.045-B in Appendix I. In addition, 1,1,2-trichloroethane, at 0.71 µg/L,
exceeded its 2L Standard of 0.6 µg/L in the groundwater sample from GP-9. Other compounds
were detected in the groundwater samples from GP-5 through GP-9, but at concentration below
their respective 21 Standards. The compounds detected are generally consistent with
degradation of PCE. A Copy of the laboratory test report is included in Appendix II.
Surface Water Samples: The results of the surface water sample analysis are listed on Table 3:
Summary of Surface Water Sampling Results. As shown, PCE was detected at all three (3)
sample locations at concentrations ranging from 4.8 to 67 µg/L. These concentrations exceed
the 3.3 µg/L surface water standard established for PCE. In addition, carbon tetrachloride, at 1.9
µg/L, slightly exceeded its surface water standard of 1.6 µg/L in the sample collected at Creek-1
on October 10, 2014. It should be noted that carbon tetrachloride was not detected at that
location in a sample collected on October 1, 2014. Other chlorinated compounds were detected
in the surface water samples from Creek-I through Creek-3, but at concentration below their
respective surface water standards. Copies of the laboratory test reports are included in
Appendix II.
GROUNDWATER MEASUREMENTS
Geoscience collected groundwater measurements on September 22, 2014 from piezometers
installed at GP-5 through GP-7. As shown on Table 4 in Appendix I, depth to groundwater
beneath the western portion of the property ranged from 22.32 to 25.89 feet. The elevations of

both the tops of the piezometer casings as well as the ground surface at the piezometer locations
were detennined relative to the ground elevation at GP-5, which was assigned an arbitrary
elevation of 100 feet. Based on our field measurements, the groundwater flow direction beneath
the western portion of the site is generally eastwards with a hydraulic gradient of 0.0545 ft/ft.
FINDINGS AND CONCLUSION
Impact From Transfonner Releases: PCBs were not detected in the composite soil samples
collected beneath the pole mounted transformers located on the subject property. Based on these
sample results, Geoscience concludes that the subject property has not been impacted by releases
from transformers placed on those poles.
Impact From Chlorinated Compounds: During our April 2014 sampling event, PCE was
detected in soil samples collected from borings GP-I, GP-3, and GP-4 at concentrations
exceeding PSRGs established by the NCDENR IHS Branch for protection of groundwater.
Based on these soil sample results, it is apparent that a release or releases of PCE have occurred
on the subject site. PCE has also been detected at concentrations exceeding its 2L Standard in
the groundwater at all sample locations on the site except GP-5 and GP-6. In addition,
trichloroethylene; 1, 1, 1 thrichloroethane; 1, 1,2-trichloroethane; 1, 1-dichloroethane; 1,2-
dichloroethane; and 1,1-dichloroethylene exceeded their respective 2L Standard in groundwater
sample GP-2. 1,1,2-Tricbloroethane also exceeded its 2L Standard in the sample from GP-9.
The current owner of New Method Dry Cleaners has stated that his dry cleaning operation does
not use chlorinated solvents. He further indicated that, to his knowledge, the previous owner of
the site had not used chlorinated solvents either. However, the previous owner of the dry
cleaning operation reportedly purchased the property in the early 1960s. 1bis leaves an
approximately 40 year span of dry cleaning operation for which no information is available.
Given that PCE is commonly used as a dry cleaning solvent, it is possible that the facility used
PCE based solvents prior to installation of the current petroleum solvent dry cleaning machine.
It is also possible that small quantities of chlorinated solvents have been used on the site to pre~
treat spots and stains prior to cleaning. Therefore, a likely source of the detected chlorinated
compounds is the on-site dry cleaning operation. However, the PCE concentrations detected at
GP-7 and GP-9, respectively on the far southern and eastern portions of the site, are significantly
higher than concentrations encountered in the immediate vicinity of the existing building. This
suggests that releases from the dry cleaners may not be the sole source of the groundwater
contamination.
Chlorinated solvents have also been detected in groundwater samples collected at the former
Reeves Brothers, Inc. facility. This former facility, now occupied by the Town Center project, is
located approximately 180 feet west of the subject site. Groundwater measurements collected
during assessment of that release revealed that the groundwater beneath the eastern portion of the
nearby site migrates generally southeastward (towards the subject property). During the most
recent (December 2008) sampling event reviewed by Geoscience, the PCE concentration in a
well (MW-4A) located approximately 335 feet northwest of (upgradiant from) the subject site
was 5,300 µg/L. 1bis concentration exceeds the PCE concentrations measured in the
groundwater at the subject property by two (2) orders of magnitude. Given the relatively high
PCE concentrations at the Town Center project site, and the fact that the groundwater flow
direction there has been measured as toward the subject property, Geoscience concludes that the

chlorinated solvent release from the former Reeves Brothers facility is likely contributing to
impairment of the groundwater beneath the subject property. It should be noted that the lack of
chlorinated solvents in the shallow groundwater sample collected at GP-5 suggests that any
migration of chlorinated compounds under the site from the releases at former Reeves Brothers,
Inc. facility is occurring deeper in the aquifer.
Impact To On-Site and Off-Site Receptors: The existing water supply well on the subject
property is not currently operable. Therefore, we were unable to sample the well. As such, it is
unknown whether the water supply well has been impacted by chlorinated compounds.
Geoscience recommends that the well be properly abandoned.
The unnamed tributary of South Prong, West Branch Rocky River that flow across the eastern
portion of the site emerges as a trickle flowing out of an embankment immediately south of the
site. The creek subsequently increases quickly in width and depth without visible contributing
surface flows. Based on these observations, it is apparent that this portion of the creek is a
groundwater discharge zone. The results of our surface water sampling confirms that the creek
has been impacted by PCE at concentrations that exceed applicable North Carolina surface water
standards. The samples collected during this assessment show that PCE concentrations were
increasing with downstream distance. However, complete assessment of the surface water
impact was beyond the scope of this assessment.
As shown on Figure No. CH14.045-D in Appendix I, the invert depths of the sanitary sewer line
along Zion Avenue are less than four (4) feet below the ground surface. Given that the potable
water lines and natural gas lines are expected to be similarly shallow, utility lines along Zion
A venue do not appear to represent a preferred pathway for groundwater migration. However,
the storm water pipe that extends across the eastern portion of the site is approximately 8.5 to 9
feet deep. This depth places the bottom of the pipe close to the elevation of the creek. As such,
it is possible that contaminated groundwater infiltrates the storm water system. Therefore, the
storm water piping is considered to be a preferred migration pathway for contaminated
groundwater.
The results of the groundwater samples collected at GP-5 and GP-6 suggest that the northern
adjoining property is not being directly impacted by migration of contaminated shallow
groundwater.
Potential For Vapor Intrnsion: As shown on Table 2, the groundwater concentrations of
1,2,4-trimethylbenzene; 1, 1,2-thrichloroethane; 1, 1-dichloroethylene, and trichloroethylene
exceed residential vapor intrusion screening levels at GP-2. Furthermore, the
1,2,4-trimethylbenzene; 1, 1-dichloroethylene, and trichloroethylene concentrations also exceed
their respective commercial vapor intrusion screening levels. NCDENR guidelines recommend
that groundwater concentrations within 100 feet of a building be used a starting point when
evaluating for potential vapor intrusion. Given that GP-2 is located 100 feet or less from the
existing building on the subject site, the northern adjoining commercial building, and the
northern adjoining residence, vapor intrusion into these buildings cannot be ruled out based on
current information.
