(Geoscience) has completed a Phase I Environmental Site Assessment (ESA) of a property located along the eastern. side of Zion Avenue in Mecklenburg County, North Carolina. This Phase I ESA has been performed in general accordance with the scope and limitations of ASTM Standard E 1527-13 and Geoscience'sproposal dated April 3, 2014. Any exceptions to, or deletions from, the ASTM E 1527-13 standard of practice are described in the INTR.ODUC110N section of the report. Based upon our findings, this assessment has revealed no evidence of recognized environmental conditions in connection with the subject property with the exception of the following: 1. New Method Dry Cleaners presently operates a petroleum based dry cleaning business on the site. In addition, research conducted as part of this Phase I ESA revealed that the subject site has had dry cleaning businesses operating on the property since approximately 1922. Geoscience conducted environmental sampling in May, 2014 to detennine whether the property has been impacted by releases associated with historical dry cleaning operations on the property. As presented in our May 23, 2014 report entitled "Environmental Sampling -Zion Avenue Project", soil and groundwater Ii.ave been impacted by petroleum and chlorinated compounds. Per ASTM E 1527-13, the impacted soil and groundwater is considered to be a recognized environmental condition in association with the subject property. 2. Chlorinated solvents have been detected in groundwater sampled collected at the former Reeves Brothers, Inc. facility. This former facility, now occupied by the Town Center project, is located approximately 180 feet west of the subject site. Groundwater measurements collected during assessment of the release revealed that the groundwater beneath the eastern portion of the site migrates generally southeastward (towards the subject property). During the most recent (December 2008) sampling event reviewed by Geoscience, the PCE concentration in a well (MW-4A) located upgradient approximately 335 feet northwest of the subject site was 5,300 µg/L. 500 Clanton Road Suite K Charlotte, North Carolina Telephone 28217 704.525.2003 Facsimile 704.525.2051 NC License F-0585 Renaissance Square, LLC Geoscience Project No. CH14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 2 of I 7 This concentration exceeds the PCE concentrations measured in the groundwater at the subject property by two (2) orders of magnitude. Given the relatively high PCE concentrations at the Town Center project site, and the fact that the groundwater flow direction has been measured as toward the subject property, Geoscience concludes that the chlorinated solvent release from the former Reeves Brothers facility is likely contributing to impairment of the groundwater beneath the subject property. Therefore, the release at the Town Center project site is considered to be a recognized environmental condition in association with the subject property. INTRODUCTION Purpose: This Phase I ESA was performed in general accordance with ASTM Standard E 1527-13 to identify the presence or likely presence of any hazardous substances [as defined by CERCLA 42 USC §9601(14)] or petroleum products on the property under conditions that indicate an existing release, a past release, or a material threat of a release of these products to the environment. This includes hazardous substances or petroleum substances under conditions in compliance with laws. It should be noted that the ASTM E 1527-13 standard of practice does not include an assessment of all possible conditions or circumstances that may exist at the subject site. Several non-scope considerations that were not a part of these assessment activities included reviews for asbestos, lead based paint, wetlands and radon, among other items defined as non-scope considerations under ASTM Standard E 15 2 7-13. Based on the information provided, the Phase I ESA was performed in part, to satisfy a requirement to qualify for the innocent landowner defense to CERCLA liability. In accordance with the ASTM E 1527-13 standard of practice, this Phase I ESA included a reconnaissance of the subject site and adjoining properties, interviews with persons knowledgeable about the site,. and a review of historical and regulatory databases. The site reconnaissance and interviews were performed as part of the assessment to obtain information indicating the likelihood of the presence of recognized environmental conditions. Historical and regulatory sources were reviewed to help identify recognized environmental conditions in connection with the property and to develop a history with respect to site usage. Practically reviewable, publicly available information pertaining to the property was also used to prepare the Phase I ESA. This report interprets and summarizes the information obtained from interviews, document reviews, and site reconnaissance. Pursuant to Geoscience's authorized scope of services, a Chain of Title search (including all deeds, easements, leases, property restrictions and covenants) was not conducted by Geoscience as part of this assessment. As such, it remains the responsibility of the User of this document to investigate the existence of environmental liens in reasonably ascertainable recorded land title records. Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 3of17 Site Reconnaissance: The site reconnaissance was performed on various dates by Mr. Thomas C. Hassett, P.E. The reconnaissance consisted of observing the periphery of the property and viewing the site from accessible adjacent public thoroughfares. Interior portions of the property were systematically traversed to provide an overlapping field of view. Visual reconnaissance of adjoining properties was limited to areas and facilities that were readily observable from the subject property or from public access areas. Photographs were taken, where possible, to document the features observed and environmental conditions of concern. Due to the general limitations imposed by the method of observation, the potential exists that undisclosed environmental conditions may be present beneath the areas observed. A photographic log (Photographs 1 through 23) of the subject site has been provided in Appendix II of this report. The approximate locations and directions of the photographs are shown on the Site Layout and Sample Location Diagram, Figure Nos. CH 14.045-3 and -4, in Appendix I. Interviews: The persons noted in the following table were contacted to obtain information for this assessment. Documentation of our contact with the listed parties is included in Appendix V of this report. Pertinent information reported by the listed parties is discussed in the appropriate sections of the report. As part of that request, a User Questionnaire was submitted to the Client for completion. A review of the questionnaire, as completed by Mr. Pahl Davis revealed that the property is currently and was formerly the site of dry cleaning operations. Potential concerns related to the dry cleaning facilities are discussed later in this report. A copy of the User Questionnaire is included in Appendix V. Mr. Davis also provided Geoscience with a previous Phase I ESA report entitled ''New Method Cleaners" that was performed by Cooper Environmental in September, 1997. Select portions of that report are included in Appendix V. SITE DESCRIPTION AND PHYSICAL SETTING Location And Legal Description: As shown on the enclosed Vicinity Map, Figure No. CH 14.045-1, the subject site is located along the eastern side of Zion A venue immediately north of Antiquity Parkway in Cornelius, North Carolina. The site is comprised of Renaissance Square, LLC Geoscience Project No. CH14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page4of17 Mecklenburg County Parcel ID Nos. 00751105, 00751106, and 00751107. The approximate legal boundaries of the site are shown on the Tax Line Map included in Appendix I as Figure No. CH 14.045-2. Site And Vicinity Characteristics: As depicted on the Site Layout, Figure No. CH 14.045-3, the subject property is comprised of a 1.755± acre tract. At the time of our site visit, a single story building occupied tax parcel 00751105 with a street address of 20042 Zion A venue. The two remaining parcels are vacant. The tenants of the existing building are New Method Cleaners and Crossfit Cornelius. Photographs 1 through 4 in Appendix II show the exterior of the building from various vantage points. General views of the interior of the New Method Cleaners space are shown in Photographs 5 through 9. As shown Photographs 2 through 4 and I 0 through 13, the portions of the property that are not occupied by the existing building generally consist of parking lots, grassed lawns, and wooded areas. In addition, an unnamed tributary of South Prong, West Branch Rocky River and a storm sewer right of way extend across the eastern portion of the site. Zion A venue extends along the western property boundary with an active railroad track paralleling the western side of Zion A venue. An asphalt paved parking lot is present immediately west of the railroad tracks beyond which lies Highway 115 (Main Street). The land across Main Street is occupied by Cornelius Town Hall. Antiquity Parkway extends along the western half of the southern property boundary while the eastern half of the southern property boundary is bordered by undeveloped land. A one and two story building, which houses the Bindu Yoga Studio, Wilber Associates Architects, and Cornelius Church, occupies the property immediately north of the site. A single family residence is also present on the eastern portion of this parcel. The properties directly adjoining the subject site to the east are undeveloped woodlands. Topography: As part of this assessment, the 2007 County Topographic Map and the 1970 Cornelius, North Carolina United States Geological Survey (USGS) 7.5-minute quadrangle maps (Figure Nos. CH 14.045-5 and -6) were reviewed to obtain information relative to the topography of the subject site and surrounding areas. According to the contour lines of the maps, the subject property is located between approximately 822 and 764 feet above mean sea level (MSL). The approximate low elevation of764 feet MSL is located nearthe eastern most portion of the property and the approximate high elevation of 822 feet MSL is located on the western most portion of the site, adjacent to Zion A venue. As depicted on the topographic maps, the ground surface across the project site generally slopes down towards the east. Surficial And Bedrock Geology: The 1985 Geologic Map of North Carolina was reviewed as a part of this assessment to provide discretionary and non-standard physical setting source information relative to the geology in the vicinity of the subject property. A review of this map indicates that the subject site is located within the Charlotte Belt of the Piedmont Physiographic Province. This Province is generally characterized by igneous intrusive and Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August4, 2014 Page 5of17 metamorphic bedrock that is Permian to Ordovician in age. The intrusive rock is typically overlain with a layer of soil and weathered rock, ranging in thickness from 0 to 150 feet. Bedrock within the Charlotte Belt consists primarily of the diorite-granite complex, with the granite appearing to be the predominant component of the complex. According to the Geologic Map, the subject site is underlain with metamorphosed quartz diorite. Surface Water And Groundwater Flow: The predominant source of groundwater in the area is the unconfined aquifer system. Water availability in the aquifer varies with location, rock type, topographic setting, and geologic structure. Recharge of the aquifer system is through the infiltration of rainwater. Surface water and groundwater flow rates and directions were not determined as part of this assessment. However, based upon review of the USGS topographic map, the inferred direction of groundwater flow beneath the subject property is generally towards the east. Based upon visual observations, Geoscience expects that surface water at the site also flows towards the east. Soil Conservation Service Map Review: The United States Department of Agriculture Soil Conservation Service (SCS) conducted a soil survey of Mecklenburg County, North Carolina in cooperation with the North Carolina Agricultural Experiment Station. The soil survey information reviewed for this report was issued by the SCS in December 2013 and describes the soils at the subject site as Cec.il-Urban land complex with 2 to 8 percent slopes (CuB), moderately eroded Cecil sandy clay loam with 2 to 8 percent slopes (CeB2), moderately eroded Cecil sandy clay loam with 8 to 15 percent slopes (CeD2), Helena sandy loam with 2 to 8 percent slopes (HeB), and Pacolet sandy loam with 15 to 25 percent slopes (PaE). Utilities: Utility systems identified at the subject site, are as follows: • The heating ventilating and air conditioning (HV AC) systems of the building are powered by electricity and natural gas. Electricity is reportedly provided by Electricities and natural gas is provided by Public Service Company of North Carolina. • Sewage disposal at the subject property is provided by the Charlotte-Mecklenburg Utilities Department (CMUD). • Potable water at the property is obtained through CMUD. Environmental Liens: As stated previously, a title search was not conducted by Geoscience as part of this assessment. As such, it remains the responsibility of the User of this document to investigate the existence of environmental liens in reasonably ascertainable recorded land title records Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 6of17 PROPERTY USAGE Current Uses Of The Property: As previously described, the site is currently occupied by a single story building that contains two businesses: New Method Cleaners and Crossfit Cornelius. New Method Cleaners, a petroleum based dry cleaning and laundry business, had previously occupied the entire building but presently only occupies the approximate northern half of the building. The approximate southern half of the existing building has been recently renovated and upfitted with work-out equipment for the Crossfit Cornelius business. Past Uses Of The Property: To the extent possible, past uses of the subject property were identified through historical records review, reconnaissance observation, interviews, and/or through client-provided information. Historical information sources researched during this assessment date back to 1938. A summary of the standard historical sources and data reviewed by Geoscience to identify past uses of the property are listed in the table above. Mecklenburg County tax listings indicate that the original portion of the existing building is approximately 4,080 square feet and was constructed in 1917. A 1,728 square foot addition was constructed in 1970. Our review of aerial photographs reveals that the original building is present in the first available (1938) photograph and the expanded building appears in aerial photographs after 1968. City directory listings indicate that the site has been occupied by New Method Cleaners since at least 1980. Earlier directories do not list Zion Avenue in the source. According to the current owner, Mr. Michael Rogers, a dry cleaning business has operated on the site since approximately 1922, prior to which the site had operated as a Ford dealership and a livery stable. Although dry cleaning businesses are of potential concern due to the storage and use of Renaissance Square, LLC Geoscience Project No. CH I 4.0045 .EV Brownfields Project No.18023-14-060 August 4, 2014 Page 7of17 chlorinated solvents associated with the dry cleaning process, Mr. Rogers indicated that New Method Cleaners uses petroleum solvents, not chlorinated solvents. He further indicated that, the previous owner/operator of the dry cleaners had not used chlorinated solvents either. However, as indicated by Mr. Rogers, the previous owner of the dry cleaning operation reportedly purchased the property in the early 1960s. No information is available regarding dry cleaning operations on the site prior to the early 1960s. (an approximate 38 year infonnation gap). Further review of the 1951 through 1993 aerial photographs reveals that a former structure occupied the southwestern portion of the site during that time frame. The former structure was approximately 40 feet long and 35 feet wide. Cooper Environmental described the former structure as "barn like" in their September, 1997 Phase I ESA of the subject site. The former small building is not visible on aerial photographs after 1993. Current And Past Uses Of Adjoining Properties: The current and past uses of adjoining properties were identified through reconnaissance observation and records review. North: An existing two story brick building occupies the tax parcel immediately to the north. This building is conjoined on the north side by a single story building with a separate tax parcel number. Mecklenburg County tax listings indicate that both the two story portion and the single story portion were constructed in 1935. Our review of the earliest available aerial photographs ( 1938) confirms the presence of these buildings. In addition, a single family residence is located behind the commercial building. Tax listings do not indicate a construction date for this residence, however, it is first clearly visible on the 2003 aerial photograph. (Construction of the house may pre-date 2003, but visibility of that location is obstructed by trees in earlier photographs.) At the time of our site visit Bindu Yoga Studio, Wilber Associates Architects, and Cornelius Church occupied the adjoining commercial buildings. Review of tax city directory listings reveals that previous tenants of the adjoining property have included Mayhews Antiques, Granite Sky Design, and Iredell Winding Company. East: As previously described, the property east of the subject site is undeveloped woodlands. Our review of aerial photographs reveals that this area has remained undeveloped since at least 1938. However, the 2004 aerial photograph shows the ground surface east and south of the site cleared of trees and groundcover. According to information provided by Mr. Rogers, this clearing was associated with the disposal of roadway debris by the city. The wooded property beyond the eastern site boundary slopes down to a drainage feature beyond which is a residential subdivision. Grading for this subdivision appears, from review of the aerial photographs, to have begun in 2005. Prior to that, the land appears to transition from farmland in the earliest photographs to wooded land and in the later aerials. Renaissance Square, LLC Geoscience Project No. CH14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 8of17 South: Antiquity Parkway extends along the western half of the southern property boundary while the eastern half of the southern property boundary is bordered by undeveloped land. Construction of Antiquity Parkway appears to have occurred sometime in 2010. Prior to construction of this roadway this area appears to be farmland or woodlands dating back to 1938. West: Zion Avenue extends along the western property boundary. Construction of Zion A venue predates the 1938 aerial photograph. An active railroad track parallels the western side of Zion Avenue with an asphalt paved parking lot present immediately west of the rai I road tracks. Highway 115 (Main Street) is present immediately west of the paved parking lot and the land across Main Street is currently occupied by Cornelius Town Hall. Based on review of the aerial photographs, Cornelius Town Hall was constructed between 1998 and 2003. The 1998 aerial photograph shows the town hall site as cleared vacant land. The 1993 to 1951 photographs depict the site with what appears to be one large industrial building and two smaller adjacent buildings. It is our understanding that the industrial site last operated as Reeves Brothers, Inc. Reeves Brothers reportedly cut and laminated polyurethane foam for automobile seats and furniture. Prior to 1951 several smaller buildings had occupied this area. REGULATORY RECORDS REVIEW Information for the standard Federal, State, and Tribal environmental record sources specified in ASTM Standard E 1527-13 § 8.2.1 was obtained through Environmental Data Resources, Inc. (EDR). Regulatory database information was reviewed to help identify evidence of recognized environmental conditions in connection with the property. The number of listed sites identified within the approximate minimum search distance (AMSD) specified in the Federal, State and Tribal standard environmental records database are summarized in the table below. Detailed information for sites identified within the AMSD is provided following the table along with our professional judgment about the significance, if any, of the listing. Copies of the EDR research data and a description of the databases are included in Appendix IV of this report. Although dry cleaning businesses are of potential concern due to the storage and use of chlorinated solvents associated with the dry cleaning process, Mr. Rogers indicated that New Method Cleaners operation uses petroleum solvents not chlorinated solvents. He further indicated that, the previous owner/operator of the dry cleaners had not used chlorinated solvents either. However, as indicated previously in this report, there is an approximately 38 year gap of information, during which a dry cleaner operated on the subject property using an undetermined process. In an effort to determine if the site has been impacted by the historical dry cleaning operations, Geoscience oversaw the installation of four geoprobe borings (GP-1 through GP-4). The borings were advanced at the locations shown on the Sample Location Diagram, included in Appendix I as Figure No. CHl4.045-4. Borings GP-1 and GP-2 were located to explore the Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 11 of 17 possibility of releases from an abandoned septic tank and several reported waste water tanks located behind the building. Boring GP-3 was advanced adjacent to the discharge point of a floor drain located near the existing dry cleaning machine. Boring GP-4 was located topographically down gradient from borings GP-1 through GP-3. A report of the environmental sampling was issued on May 23, 2014, select portions of which are included in Appendix V of this report. In summary, petroleum VOCs were detected in soils samples GP-2-2 and GP-2-15 at concentrations exceeding applicable IHS Branch PSRGs. Elevated TPH ORO and ORO concentrations were also encountered in those samples as well as samples GP-4-5 and GP-4- 15. Based on these results, it is apparent that a release (or releases) of petroleum products has impacted the soils at the subject site. Although the groundwater beneath the site has also been impacted by petroleum compounds, the petroleum constituents detected in the groundwater did not exceed North Carolina 2L Standards. Given the site's 50 plus year history of using petroleum solvents as a dry cleaning fluid, the likely source of the detected petroleum compounds is the on-site dry cleaning operation. In addition, PCE was detected in soil samples GP-1-2, GP-1-10, GP-3-2, and GP-4-15 at concentrations exceeding PSRGs established by the NCDENR IHS Branch for protection of groundwater. PCE was also detected in all three (3) groundwater samples at concentrations exceeding its 2L Standard. Trichloroethylene; 1, I, 1 thrichloroethane; 1, 1,2-trichloroethane; I, 1-dichloroethane; 1,2-dichloroethane; and I, 1-dichloroethylene also exceeded their respective 2L Standard in groundwater sample GP-2. Per ASTM E 1527-13, the impacted soil and groundwater is considered to be a recognized environmental condition in association with the subject property. Adjoining Property Database Findings: No Listings fur adjoining properties were discovered during the regulatory records review. Non-Adjoining Property Database Findings: EDR reported eleven (11) listings for sites within the AMSD as a result of the database search. Details pertaining to these listings are discussed below: Town Center Project: Listings for the Town Center Project, located approximately 180 feet west of the subject site at 2101 North Main Street were discovered on the SHWS and IMO databases. These listings pertain to a chlorinated solvent release associated with the former Reeves Brothers, Inc. facility that formerly occupied the Town Center Project site. Geoscience has reviewed the following documents associated with the assessment of conditions at the nearby site: "Report of Phase II Contamination Assessment: Former Reeves Brothers - Curon Site" prepared by Law Environmental, Inc. dated September 18, 1990; Renaissance Square, LLC Geoscience Project No. CH14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 12of17 "Report of Additional Assessment and Receptor Survey: Cornelius Town Center Project" prepared by Law Engineering and Environmental Services, Inc. dated November 25, 1998; and "Report of Groundwater Sampling And Laboratory Analysis: Cornelius Town Center" prepared by Froehling & Robertson, Inc. dated December 28, 2008: According to the information presented in these reports, chlorinated solvents were discovered in groundwater samples collected on the former Reeves Brothers, Inc. facility site in early 1990 during a preliminary assessment of the site by Law Environmental, Inc. (Law). The source of the chlorinated solvent release was not identified but is assumed to be the result of historic operations at the facility. Subsequent assessment demonstrated that the groundwater beneath the facility was impacted by PCE and its degradation products at concentrations exceeding North Carolina Groundwater (2L) Standards. Furthermore, measurements collected by Law revealed that a local groundwater divide extends across the former Reeves Brothers facility site. Although groundwater beneath the western portions of the facility migrates towards the northwest, the groundwater beneath the eastern portion of the site migrates generally southeastward (towards the subject property). Monitoring well MW-4A (approximately 335 feet northwest of the subject site) is the closest monitoring well that is directly up-gradient from the subject property. During the most recent (December 2008) sampling event reviewed by Geoscience, the PCE concentration in this well was 5,300 µg/L. This concentration exceeds the PCE concentrations measured in the groundwater at the subject property by two (2) orders of magnitude. Given the relatively high PCE concentrations at the Town Center Project site, and the fact that the groundwater flow direction has been measured as toward the subject property, Geoscience concludes that the chlorinated solvent release from the former Reeves Brothers facility is likely contributing to impairment of the groundwater beneath the subject property. Therefore, the release at the Town Center Project site is considered to be a recognized environmental condition in association with the subject property. Luxury Cleaners: Listings for Luxury Cleaners were discovered on the EDR Historical Cleaners database at the street address 20129 North Main Street. This cleaners is located approximately 690 feet northwest of the subject property, on the northwestern portion of the "Town Center Project" site (adjacent to the Food Lion). As previously discussed, the groundwater at that location has been measured as flowing towards the northwest, away from the subject property. Therefore, should releases occur at the Luxury Cleaners facility, the resulting contamination would be expected to migrate Renaissance Square, LLC Geoscience Project No. CH14.0045.EV Brownfields Project No.18023-14-060 August 4, 20 I 4 Page 13of 17 away from the subject site. Given the distance of the facility from the subject property and the measured groundwater flow direction, it is unlikely that activity at Luxury Cleaners would impact the subject site. Therefore, Luxury Cleaners is not considered to be a recognized environmental condition in association with the subject property. Remaining Sites: Based upon their EDR-reported locations and review of the USGS topographic map, each of the remaining non-adjoining sites appear to be situated within areas that are considered to be hydraulically down gradient or cross gradient from the subject property, with inferred directions of groundwater flowing away from the subject property. Given their inferred directions of groundwater flow and/or regulatory status, the incidents associated with the remaining non-adjoining properties are not expected to adversely impact the subject site. As such, we do not consider these sites to be recognized environmental conditions in association with the subject property. Orphan Sites: During compilation of the EDR database report, some potential risk properties may be identified which cannot be accurately mapped due to poor or inadequate address information. These properties are usually listed in the EDR report as unmappable. According to EDR, twelve (12) listings for unmappable (orphan) sites were identified in the database findings. The orphan listing included two (2) entries for the Cornelius Town Hall site at 2 I 410 Catawba Avenue. Based upon review of the USGS topographic map, this site is considered to be hydraulically cross gradient from the subject property, with an inferred direction of groundwater flow towards the southwest, away from the subject property. Given the inferred directions of groundwater flow, the incidents associated with Cornelius Town Hall are not expected to adversely impact the subject site. As such, we do not consider this site to be recognized environmental conditions in association with the subject property. At the time of our site visit, a vehicular reconnaissance of the area within approximately Yi mile of the subject property was conducted in an effort to locate orphan sites. No other orphan sites were identified during the vehicular reconnaissance. Additional Environmental Record Sources: Pursuant to ASTM Standard E 1527-13 § 8.2.3, additional environmental record sources were obtained to enhance and/or supplement the standard environmental record sources. As part of this Phase I ESA, records available on the NCDENR website were reviewed. In addition, the Cornelius -Lemley Fire Department was contacted to provide supplemental infon11ation and determine if any environmental conditions are known to exist or have formerly existed at the subject site and/or off-site adjoining properties. The following issues were addressed with respect to the subject site and adjoining properties: • Groundwater Quality; •Surface Water Quality; • Solid Waste; • Surface Spills; •Hazardous Waste Storage and Disposal; and •Underground Storage Tanks (USTs). Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 14of17 Based on the review by Geoscience, NCDENR maintains no records pertaining to the subject site or adjoining properties. Personnel at the Cornelius -Lemley Fire Department indicate that the department has not responded to any hazardous material or petroleum spill incidents in close proximity to the subject site. SITE RECONNAISSANCE FINDINGS Subject Property Reconnaissance Findings: As mentioned previously, a reconnaissance was performed at the subject site to obtain information indicating the likelihood of recognized environmental conditions in connection with the property. A summary of uses and conditions specifically addressed and consistent with ASTM Standard E 1527-13 is provided below: • Hazardous Substances In Connection With Identified Uses: As shown in Photograph 14, three (3) 55 gallon steel drums of "Quick Dry" petroleum solvent were observed in the New Method Cleaners space. One of these drums was full, one was empty, and the remaining drum contained a small volume of solvent. A small bucket of waste oil and an empty 7.5 gallon steel drum, shown in Photographs 15 and 16, were also observed in the New Method Cleaners space. In addition two (2) empty solvent drums, shown in Photographs 17 and 18, were observed outside, behind the building. Potential concerns related to the use of solvents and petroleum products at the site were discussed previously in the Subject Property Database Findings section of this report. • Storage Tanks: No storage tanks were observed on the site during our reconnaissance. • Polychlorinated Biphenyls (PCBs): During the reconnaissance, six (6) pole mounted transformers was observed on the subject property. The approximate locations of the observed transformers are indicated on Figure CH14.045-3 in Appendix I. As observed, the transformers appeared to be in good condition with no evidence of a leak or discharge. Based on our observations, Geoscience does not consider the pole mounted transformers to be a recognized environmental condition in association with the subject site. • Odors: No strong, pungent or obnoxious odors were noted on the property. • Staining: Staining indicative of fluid drips or leaks was observed on the concrete floor behind the solvent reclaimer in the New Method Cleaners space. The observed stain is shown in Photograph 19. Geoscience was unable to determine the volume of fluid released. Soil and groundwater sampling conducted by Geoscience close to this location (GP-3) was discussed previously in the Subject Property Database Findings section of this report. Renaissance Square, LLC Geoscience Project No. CHl4.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 15of17 • Floor Drains: As shown in Photograph 20, a floor drain is located in the New Method Cleaners space immediately outside the dry-cleaning machine containment dike. The observed floor drain discharges to the ground surface through the dark PVC pipe shown in Photograph 21. Soil and groundwater sampling conducted by Geoscience close to this location (GP-3) was discussed previously in the Subject Property Database Findings section of this report. • Pits, Ponds, or Lagoons: No pits, ponds, or lagoons were noted on the property. • Wells: As shown on Figure No. CHl4.045-3, a water supply well is located on the northern portion of the site, behind the existing building. According to Mr. Mike Rogers, the owner of the property, the well was installed by the previous property owner in order to reduce the amount of water purchased by the cleaners from the public utility. Mr. Rogers stated that the well did not provide sufficient water to supply the laundry machines. As a result, the well was not used for its intended purpose. The well had not been used since Mr. Rogers purchased the site. • Septic Systems: An abandoned septic tank and three (3) waste water pre-treatment tanks are reportedly located beneath the concrete apron behind the building. The reported tank locations are indicated on Figure CH14.045-4. It is our understanding that these tanks are no longer used. However, waste water from the washing machines is supposed to be directed into the northernmost wastewater tank, where a pump directs it to the sanitary sewer. Apparently, at the time of our site visit, the piping from the washing machines was damaged. As a result, the greywater from the machines was being discharged directly onto the ground surface. This is shown in Photographs 22 and 23 in Appendix II. Soil and groundwater sampling was recently conducted by Geoscience close to the septic tank and waste water tank locations (GP-I and GP-2). Soil and ground\\-ater samples were also collected at a location (GP-4) believed to be close to the leach field associated with the septic tank. The results of this sampling event were discussed previously in the Subject Property Database Findings section of this report. • Indications Of Solid Waste Dispo5al: Solid wastes generated by the commercial tenants on the site are stored in trash bins located along the southern building wall. These containers are emptied on a regular basis by the Town of Cornelius. No evidence of improper hazardous material disposal, staining, leaks, or unusual odors were observed in the vicinity of the trash bins at the time of our visit. Given the lack of evidence of improper haz.ardous material disposal and/or leaks and spills, we do not consider solid waste disposal practices on the property to be a recognized environmental condition in association with the subject site. Renaissance Square, LLC Geoscience Project No. CH 14.0045.EV Brownfields Project No.18023-14-060 August 4, 2014 Page 16of 17 Adjoining Properties Reconnaissance Findings: A summary of uses and conditions specifically addressed at adjoining properties that indicate the likelihood of recognized environmental conditions in connection with the subject site is provided below: • Hazardous Substances In Connection With Identified Uses: No hazardous substances were observed on adjoining properties during the site reconnaissance. • Storage Tanks: No storage tanks were observed on properties adjoining the subject site. • Polychlorinated Biphenyls (PCBs): No electrical transformers were observed in close proximity to the subject site during the reconnaissance. • Indications Of Solid Waste Disposal: During our reconnaissance, no evidence of improper hazardous material disposal, staining, leaks, or unusual odors were observed at the adjoining properties. FINDINGS AND CONCLUSIONS Geoscience Group, Inc. (Geoscience) has completed a Phase I Environmental Site Assessment (ESA) of a property located along the eastern side of Zion Avenue in Mecklenburg County, North Carolina. This Phase I ESA has been performed in general accordance with the scope and limitations of ASTM Standard E 1527-13 and Geoscience's proposal dated April 3, 2014. Any exceptions to, or deletions from, the ASTM E 1527-13 standard of practice are described in the INTRODUCTION section of the report. Based upon our findings, this assessment has revealed no evidence of recognized environmental conditions in connection with the subject property with the exception of the following: I. New Method Dry Cleaners presently operates a petroleum based dry cleaning business on the site. In addition, research conducted as part of this Phase I ESA revealed that the subject site has had dry cleaning businesses operating on the property since approximately 1922. Geoscience conducted environmental sampling in May, 2014 to determine whether the property has been impacted by releases associated with historical dry cleaning operations on the property. As presented in our May 23, 2014 report entitled "Environmental Sampling -Zion Avenue Project", soil and groundwater have been impacted by petroleum and chlorinated compounds. Per ASTM E 1527-13, the impacted soil and groundwater is considered to be a recognized environmental condition in association with the subject property. 2. Chlorinated solvents have been detected in groundwater sampled collected at the former Reeves Brothers, Inc. facility. This former facility, now occupied by the Town Center project, is located approximately 180 feet west cf the subject site. (CEI) conduct a Phase I Environmental Site Assessment (ESA) on New Method Cleaners located at 20036 Zion Avenue, Cornelius, North Carolina. Christopher R. Burnett, C.E.A., performed the inquiries, investigation, research associated with the Phase I ESA. Jeffrey E. Cohen provided quality control on this project. The subject property is comprised of an approximately 1.5 -acre tract, one commercial facility and gravel parking areas. The office structure is approximately 7 ,000-square feet and is currently operating as a dry cleaning and laundry facility. CEI reviewed aerial photographs, tax information, and conducted on-site interviews in exam~g the present and past uses of the subject property. Based on this information, CEI believes the subject property has been operating as a dry cleaning and laundry facility since 1930 . and has been developed since 1912. Prior to 1912, CEI was unable to determine the status of the subject property. CEI did not observe evidence of USTs on the subject property. However, two water USTs, used in the laundry process, were formerly located at the eastern portion of the dry cleaning and laundry facility. Mr. Rogers stated that the water USTs were removed within the past few years. CEI observed one 250-gallon Agf containing Quick Dry, a solvent used for cleaning purposes. CEI did not observe leaking or staining associated with the AST. In addition, approximately 14 years ago one heating oil AST was removed. The subject property currently utilizes natural gas. CEI observed three pole-mounted transformers located on the southern portion of the subject property. The pole-mounted transformers appeared to be in good 1-1 condition with no observable leakage or staining on the underlying ground surface. CEI did not observe pad-mounted transformers located on the subject property. CEI observed various cleaning supplies located inside the dry cleaning and laundry facility. CEI observed water treatment chemicals and lubricant oils that are used in connection with the dry cleaning equipment. Additional information of these substances is located in Section 5.3 of this report. Additionally Mr. Rogers stated that "at no time during his ownership (approximately 14 years) or during the former owner/ operations was perchloroethelyene used in the on-site dry cleaning and laundry operation." Mr. Rogers stated that a petroleum solvent, Quick Dry, has been used in the current and historical dry cleaning process. CEI noted the presence of suspect asbestos-containing materials (ACM) located inside the commercial structure. The following items are considered to be suspect ACM: 1 'xl' floor tile and mastic; linoleum and associated adhesive; wallboard and joint compound; and roofing materials. The condition of the materials appeared in good to fair condition throughout the building. CEI reviewed United States Environmental Protection Agency (USEPA) and North Carolina environmental databases to identify environmental concerns at the site or surrounding properties within ASTM-specified radii. One RCRA site and one leaking underground storage tank site were identified on the VISTA Information Solutions, Inc. report dated August 13, 1997. One Incident sites was identified on the Mooresville Regional Office, NCDEHNR database. The incident site was identified as low priority, therefore regulatory requirements are temporarily suspended. 1-2 2.0 INTRODUCTION 2.1 Purpose The purpose of a Phase I ESA is to view the property for obsezvable environmental liabilities and, based on such observations, to present existing, potential, or suspected condition(s) which may pose an environmental liability to, or restrict the use of, the subject property. A Phase I ESA is designed to examine the potential for environmental damage or liability and to obsexve apparent problems. A Phase I ESA is neither a regulatory compliance audit nor a scientific analysis of the property's surface or subsurface. Samples of surface waters, soil, or ground water were not collected. CEI's objectives were to complete a walk through of the subject property, research previous activities on the property, and identify surrounding properties with environmental concerns that could potentially impact the subject property. The Phase I ESA was performed in general accordance with the American Society for Testing and Materials (ASTM) Standard Practice for the Phase I ESA Process (E1527-94). The report is presented following the general outline recommended in the standard. 2.2 Limitations This Phase I ESA report was prepared in accordance with a contract entered into between New Method Cleaners and Cooper Environmental, Inc. (CEI} dated August 14, 1997. The findings set forth in this report are strictly limited in time and scope to the obsezvable conditions existing on the date(s) of the relevant physical and documentary examination(s). The responsibilities and obligations of CEI and the fmdings presented in this report are based solely on the services contracted for by the client and do not incorporate tasks or procedures beyond the scope of agreed upon seIVices or other constraints imposed on CEI by the client. CEI is not responsible for examining, analyzing, or presenting findings or recommendations with respect to any 2-1 conditions that were concealed, hidden, withheld or in any way not disclosed to or observed by CE! at the ti.me CEI examined the property. No changes may be made to the report's form or content without CEI's written permission. 2.3 Variations from ASTM Practice E1527-94 CE! completed this report in general accordance with the recommendations of the American Society for Testing and Materials as set forth in Practice E1527-94. 2-3 3.0 SITE DESCRIPTION 3.1 Location and Legal Description The site location map {Figure 1} is from the 1970 United States Geologic Survey (USGS) Cornelius, North Carolina 7. 5-minute topographic map of the area. The approximate center of the site is located by intersecting north latitude 35° 28' 95" and west longitude so= 51' 43". The subject property is comprised of approximately 1.5-acres containing one approximately 7 ,000-square foot commercial building currently operating as the New Method Cleaners {Photo #1). The subject property is currently zoned commercial (Bl). A copy of the tax map obtained from the Tax Assessor1s Office is located in Figure 2. 3.2 Site and Vicinity Characteristics The site can b e accessed from the west on Zion Avenue. The subject property is bordered by wooded, undeveloped property and commercial properties. 3.3 Environmental Setting CEI evaluated the environmental setting during the site walk through and review of the topographic map evaluation. The approximate elevation of the subject property is approximately 800 feet above mean sea level (see Figure 1). The surface gradient of the subject properfy appears to be slope from the northeast to the southwest. 3.3.1 Surface Water Characteristics CEI did not observe surface water on the subject property at the time of the site walk through. The nearest swface water, based upon a review of the topographic 3-1 map, is an unnamed creek located approximately 200 feet northeast from the subject property. The creek appears to branch from the South Pony Branch River. The Flood Insurance Rate Map {370158 0020) dated February 3, 1993, notes that the site is located in Zone X. Zone X is the designation assigned to areas considered to be outside the 500-year floodplain. The U.S. Department of the Interior Fish & Wildlife Service National Wetlands Inventory Comelius1 North Carolina map dated 1991, notes that no designated wetland areas are associated with the subject property. 3. 3 .2 Subsurface Geological Characterization The United States Department of Agriculture -Soil Conservation Service, Soil Survey of Mecklenburg County identifies the characteristics of the soil on the subject property as Cecil sandy clay loam, 2 to 8 percent slopes, eroded (CeB2). As described in the Soil Survey, the soil is typically classified as CeB2. Typically, the surface layer is yellowish red sandy clay loam about 6 inches thick. the subsoil is approximately 47 inches thick. The upper part is red clay, and the lower part is red clay loam. The organic matter content is low in the surface layer of th.is Cecil soil. The permeability is moderate, the available water capacity is medium, the shrink-swell potential is moderate, and the surface runoff is medium. The water table is below 6 feet. The subsoil is strongly acid or very strongly acid. Most of the acreage is used as cropland. Some areas are used for hay and pasture. The rest is forested. This soil has high potential for most urban uses. 3.4 Current Propertv Ownership and Usage According to tax information obtained from the Mecklenburg County Tax Assessor's office, the subject property is currently owned by Michael W. Rogers and 3-2 wife, Reba Lowe Rogers. The subject property is currently used as a dty-cleaning and laundiy facility. 3.5 Former Property Ownership and Usage A review of aerial photographs, tax information and on-site inteIViews with Mike Rogers, the current owner of the building, indicates that the subject property has operated as a dry cleaner and laundry operation since approximately 1930. Between the years 1912 and 1930 the subject property operated as a Model T Ford Showroom and a livery stable. CEI was unable to determine the usage of the subject property to prior 1912. 3.5.1 Chain of Ownership CEI obtained the current deeds for the parcels from the Mecklenburg County Deed Office located in Charlotte, North Carolina. The following is a list of the current deeds and owners of each parcel. Table 1 lists the property owners for the former tract 1 and tract 2 of Parcel 1. In addition, CE! also reviewed aerial photographs dated 1938, 1951, 1956, 1968 and 1983 from the Mecklenburg County Soil and Water Conservation Department in Charlotte, North Carolina. The 1990 aerial photograph illustrates the subject property with the currently existing structure and a smaller structure on the southern portion of the subject property. Commercial properties appear to surround the subject property t o the north and across Zion Avenue to the west, and wooded, 3-4 undeveloped property to the east and south. The remaining aerial photographs appear to be similar to the 1990 aerial photograph. A copy of the 1990 aerial is included in Appendix B of this report. 3.5.3 City Directories Review City directories do not exist for Cornelius, North Carolina, therefore CEI was unable to review city directories for the subject property. 3.5.4. Sanborn Map Review Since the subject property was not located within the city limits at the time Sanborn maps were developed for the area, CEI did not observe the subject property in the Sanborn Maps reviewed. 3.6 Adjacent Properties Usage The adjacent properties for the subject property consist of both commercial and residential properties. The adjacent property to the north is a building operated by an architectural firm, to the southeast is undeveloped property, to the southwest across Zion Avenue and the railroad tracks is an asphalt-paved parking lot associated with the Town Hall. A vacant mill is located to the west across Zion Avenue and the railroad tracks. The property to the east is undeveloped property. 3-5 4.0 RECORDS REVIEW 4.1 Federal and State Regulatorv Agencies CEI reviewed USE.PA and North Carolina state environmental databases to identify environmental concerns on the site or surrounding properties. The ASTM has specified an approximate minimum searCh distance for each database reviewed. Sites within the ASTM specified distances for each environmental database were noted as potential sources of environmental impact upon the subject property. CEI reviewed federal and state database information in a VISTA Environmental zip code report for 28031 and 28078. The report was prepared on August 13, 1997. A copy of this report is located in Appendix C. As of April 1997, no NPL sites were identified within a one-mile radius of the subject property. 4.1.2 Comprehensive Environmental Response, Compensation and Liability Index System The' Comprehensive Environmental Response, Compensation and Liability Index System (CERCLIS) identifies sites which release, or threaten to release, hazardous substances as defined in the Comprehensive Environmental Response, Compensation and Liability Act of 1980. As of April 1997, no sites were reported within a one-half mile radius of the property. 4.1.3 Resource Conservation and Recovery Act (RCRA) -TSO Facilities The Resource Conservation and Recovery Act (RCRA) database identifies hazardous waste treatment, storage, and disposal (TSO) facilities or generators and transporters of hazardous waste. As of April 1997, no sites were reported within a one-mile radius of the subject property. 4.1.4 Resource Conservation and Recovery Act (RCRA)-Generators List The Resource Conservation and Recovery Act (RCRA) database identifies hazardous waste generators. The subject property was not listed as a generator facility. One adjoining property was identified as a generator facility. • Curtis Screw Company -20401 Zion Street; the VISTA report states lists the property as a small quantity generator which is permitted to generate 100 kg/month but less than 1,000 kg/month of non-acutely hazardous waste. 4-2 4.1.5 Emergency Response Notification System (ERNS} The Emergency Response Notification System (ERNS} identifies releases of oil and hazardous substances reported to federal authorities. As of March 1997, no spills were reported on the ERNS list. 4.1.6 State Priority List The State Inactive Hazardous Sites Inventory and Inactive Hazardous Waste Site Priority List identifies potential hazardous substance and waste disposal sites. As of February 1997, no State Priority site was identified within a one-mile radius of the subject property. 4.1.7 Leaking Underground Storage Tank Sites (LUSTs) The North Carolina Leaking UST List, derived from the Ground Water Incident Database, identifies leaking underground storage tanks. As of July 1997, one LUST site was identified within a one-half mile radius of the subject property. • Cornelius Town Hall -21410 Catawba Avenue; The VISTA database notes that a gasoline & diesel substance affected the ground water. The leak is dated March 20, 1995. 4.1.8 Underground Storage Tank Facility Information The North Carolina Department of Environment, Health and Natural Resources registered Petroleum Underground Storage Tank Database identifies sites containing registered USTs. CEI also reviewed the Mecklenburg County Petroleum Underground Storage Tank Database. As of March 1997, no USTs were reported for the subject property or adjacent properties. 4-3 4.1.9 Solid Waste Facility Information CE! reviewed the locations of permitted land.fills in the area surrounding the subject property. Sites are reported from the March 1997 Solid Waste Data File. No permitted landfills were identified within a one-half mile radius of the subject property. 4.1.10 North Carolina Spills List CE! reviewed the July 1997 spills list, derived from the Ground water Incident Database, to identify hazardous materials spill sites within a one-half mile radius of the subject property. No spill sites were reported within a one-mile radius of the property. 4.1.11 Incident Files CEI requested additional information from the North Carolina Department of Environment, Health, and Natural Resources (NCDEHNR) for surrounding LUST and incident sites. One site was listed within a one-half mile radius of the subject property. • Cornelius Town Hall is located at 21410 Catawba Avenue, Cornelius, North Carolina, approximately 200 feet southwest of the subject property. According to a Comprehensive Site Assessment prepared by Petroleum Environmental Consultants, Inc. dated June 27, 1996, describes the removal of one 550-gallon gasoline UST (UST-1) and one 1,000-gallon gasoline UST (UST-2) from the site on March 20, 1995. Based on analytical results for UST-1 basin, which were below the analytical detection method (EPA Method 5030), no further action was warranted. However, soil samples collected from UST-2 tank basin indicated a release of product. This report further stated that the soil contamination was 4-4 detected horizontially (38 feet long across) and 10 feet vertically, the apparent ground water depth at this site. A site map shows the apparent ground water flow to be southwest, away from the subject property. The horizontal and vertical extent of the ground water has been determined. The letter recommended that free product in the onsite monitoring wells can be eliminated by bi-monthly recovering. CEI was unable to locate additional information beyond this report. According to a letter prepared by NCDEHNR dated July 18, 1996, the site is ranked a low priority site. Therefore regulatory requirements are temporarily suspended. 4.2 Governmental Agencies CEI contacted Mr. Dale Readling with the Mecklenburg County Hazardous Materials Division regarding reports of hazardous materials spills at the subject property. Mr. Readling was not available. CEI also contacted Ms. Julie Lueck with Mecklenburg County Fire Marshal's Office regarding reports of USTs permits having been issued for the subject property. Ms. Lueck stated that permits for USTs or ASTs have not been issued for the subject property. However, Ms. Lueck stated that a hazardous materials permit is issued for the solvents located on the subject property. CEI contacted Mecklenburg County Department of Environmental Protection (DEP) to determine if there are permits or incident reported for the subject property. A representative of the DEP stated that there are no incident files for the subject property. Copies of the Records of Communication are included in Appendix C 4.3 List of Recorded Sites According to the VISTA Environmental Site Assessment Report and the North Carolina Ground Water Incident Database for the subject property, three recorded sites were noted for those database noted on pages 4-1 through 4-5. o Curtis Screw Company {RCRA) • Cornelius Town Hall (LUST, Incident) 4-5 5.0 SITE RECONNAISSANCE AND INTERVIEWS On Tuesday, July 29, 1997, Christopher R. Burnett, C.E.A., performed the site walk through. During the site walk through, CE! viewed the perimeter of the subject property, and walked throughout the commercial building noting areas of interest or concern. Wherever possible, areas of concern were further investigated and documented below. Photographs of the site are provided in Appendix D and a site drawing illustrating the photograph locations is presented as Figure 3A and Figure 3B. 5.1 Storage Tank Svstems CE! did not obseIVe evidence of USTs on the subject property. However, two water USTs, used in the laundry process, were formerly located at the eastern portion of the dry cleaning and laundry facility. Mr. Rogers stated that these USTs were removed within the past few years. CE! obseIVed one 250-gallon AST containing Quick Dry, a solvent used for cleaning purposes. CE! did not observe leaking or staining associated with the AST. In addition, approximately 14 years ago one heating oil AST was removed. The subject property currently utilizes natural gas. 5.2 Transformers and PCB Equipment CE! obseIVed three pole-mounted transformers located on the southern portion of the subject property. The pole-mounted transformers appeared to be in good condition with no observable leakage or staining on the underlying ground surface. A representative with Duke Power stated that Duke Power would test the transformers to determine their PCB content at the owner's expense. The representative also stated that Duke Power would be responsible for clean up involving the transformers. CEI did not obseIVe pad-mounted transformers located on the subject property. 5-1 5.3 Hazardous and Regulated Substances CEI observed various cleaning supplies located inside the dry cleaning and laund!y facility. CE! observed water treatment chemicals such as; one 5-gallon container of SWE-52226, one 15-gallon container of SWE-5040, and one 5-gallon container of SWE-5026. CEI also observed lubricant oils used on the dry cleaning equipment. Approximately 5-gallons of lubricant oils are used every 90 days. Additionally Mr. Rogers stated that "at no time during his ownership (approximately 14 years) or during the former owner/operations was perchloroethelyene used in the on-site dry cleaning and laundry operation.» Mr. Rogers stated that a petroleum solvent, Quick Dry, has been used in the current and historical dry cleaning process. 5.4 Asbestos Containing Material Evaluation CE! did riot collect samples of suspect ACM at the time of the site visit. CEI did however note the presence of suspect ACM. The following items are considered suspect ACM in the New Method Cleaners: wallboard and joint compound; floor tile and mastic; linoleum and associated adhesive; and roofing materials. The date of construction for this building (southern portion-approximately 1912 and northern portion-approximately 1960) indicates a high probability for the presence of ACMs. It is important to understand that only collecting and analyzing representative building material can provide definitive information as to the presence or absence of ACM. Current regulations allow for the building's architect and contractor to "certify" that ACMs were not utilized for this structure. 5.5 Additional Information CEI observed a former septic system located on the southeastern portion of the subject property. Research conducted as part of the Phase I ESA revealed that the subject site has operated as a dry cleaning business since approximately 1922, prior to which the site had operated as a Ford dealership and a livery stable. The purpose of this environmental sampling event was to detennine whether the property has been impacted by releases associated with dry cleaning operations on the site. ENVIRONMENTAL SAMPLING ACTIYITIES On April 17, 2014, Geoscience mobilized to the site to monitor the installation of four (4) Geoprobe borings (GP-1 through GP-4) on the property by Akers Environmental. The borings were advanced at the locations shown on the Sample Location Diagram, included in Appendix I as Drawing No. CH14.0045-A. Borings GP-1 and GP-2 were located to explore the possibility of releases from an abandoned septic tank and several reported waste water tanks located behind the building. Boring GP-3 was advanced adjacent to the discharge point of a floor drain located near the existing dry cleaning machine. Boring GP-4 was located topographically down gradient from borings GP-1 through GP-3. Each boring was advanced to a depth of approximately thirty-four (34) feet below the ground surface (BGS), with continuous soil sampling conducted within the top fifteen (15) feet BGS. Soil samples from depths of 2, 5, I 0, and 15 feet BGS were selected for laboratory analysis. The selected samples were placed in laboratory-provided containers, packed on ice, and transported in a cooler under appropriate chain-of ~ustody procedures to Prism Laboratories, Inc. (Prism) of Charlotte, North Carolina for chemical analysis. The sixteen (16) soil samples were analyzed for volatile organic compounds (VOCs) EPA Method 8260. In addition, the samples were analyzed for total petroleum hydrocarbons (TPH) in the gasoline (GRO) and diesel (DRO) ranges. Following collection of the soil samples, borings GP-2, GP-3, and GP-4 were completed as one (I) inch diameter temporary monitoring wells. The temporary wells were each set with a ten (10) foot screened section with an eleven (11) foot sand filter pack. The temporary wells were subsequently sampied in general accordance with NCDENR guidelines. After sample collection, the temporary wells were properly abandoned. Geoscience Job No. CH14.0045.EV May23, 2014 Page2 The three (3) groundwater samples (GP-2 through GP-4) were submitted to Prism Laboratories and analyzed for VOCs and Semi-VOCs by EPA methods 6200B and 625, respectively. No groundwater sample was collected at GP-1. S4MfLE RESULTS Soil Samples: The results of the soil sample analyses are listed on Table 1: Summary of Soil Sampling R&u.lts (Appendix I). AF. shown, tetrachloroethylene (PCE) was detected in samples GP-1-2, GP-1 -10, GP-3-2, and GP-4-15 at concentrations ranging from 1.3 to 9.2 mg/kg. These concentrations exceed the 0.005 mg/kg Preliminary Soil Remediation Goal (PSRG) established by the NCDENR Inactive Hazardous Sites (IHS) Branch for protection of groundwater. In addition, cis-1,2 dichloroethylene was detected in sample GP-2-10 at a concentration of 0.0023 mg/kg. However, this concentration does not exceed applicable PSRGs. No other chlorinated solvents were detected in the .soil samples. The following petroleum VOCs were detected at concentrations above their respective PSRG in samples GP-2-2 and GP-2-15: sec-butylbenzene; tert-butylbenzene; n~butylbenzene; 4- isopropyltoluene; isopropylbenzene; naphthalene; n-propylbenzene; and 1,3,5-trimethylbenzene. In addition, 1,2,4-trimethylbenzene concentrations in these two samples e~ceeded its commercial health based PSRG of 52 mg/kg. Petroleum VOCs were also detected in samples GP-2-5, GP-2- 10, and GP-3-10 but at concentrations below NCDENR established PSRGs. No petroleum VOCs were detected in the s.oil samples from GP-1 or GP-4. Elevated TPH GRO and DRO concentrations were detected in samples GP-2-2, GP-2-15, GP-4-5, and GP-4-15. Although PSRGs have not been established for TPH results, the elevated TPH concentrations suggests that petroleum compounds not detectable EPA method 8260 may be present at those locations. Groundwater Samples: The results of the groundwater sample analysis are listed on Table 2: Summary of Groundwater Sampling Results. As shown, PCE was detected in all three (3) samples at concentrations ranging from 0.74 to 8.3 µg/L. These concentrations exceed the 0.7 µg/L North Carolina Groundwater Standard (2L Standard) established for PCE. In addition, trichloroethylene; 1, 1, 1 thrichloroethane; 1, 1,2-trichloroethane; l, 1-dichloroethane; 1,2- dichloroethane; and 1, 1-dichloroethylene exceeded their respective 2L Standard in groundwater sample GP-2. Other chlorinated compounds were detected in the groundwater samples, but at concentration below their respective 2L Standards. In addition to the chlorinated compounds, petroleum voes were detected in in all three (3) groundwater samples. The petroleum compounds detected were generally consistent with those encountered in the soil samples. However, none of the detected petroleum VOCs were present at concentrations exceeding 2L standards. No Semi-VOCs compounds were detected in the water samples. Highway 115 (Old Statesville Road) and Catawba Street in Cornelius, Mecklenburg County, North Carolina. The approximately ten·acre site contains a 273,000 square-foot building (Figure 2) which was most recently occupied by Reeves Brothers, Inc. Reeves Brothers cut and laminated polyurethane foam for automobile seats and furniture. The building currently is not occupied. As part of a preliminary contamination assessment (LEI report dated April 12, 1990), Law Environmental drilled borings at the site and installed six ground-water monitoring wells. Laboratory testing of ground-water samples indicated the presence of volatile organic constituents in three wells, MW-2, MW-3 and MW-4 (Figure 3). These wells were resampled as part of the scope of work reported herein and laboratory testing confirmed the presence of ground-water contamination at levels exceeding those established by the State of North Carolina Division of Environmental Management [North Carolina Water Ouaiity Standards; 15 NCAC 2L .0202 (g), dated August 1, 1989]. I 2.0 REGIONAL HYDROGEOLOGY 2.1 Geology The project site is located in the Charlotte geologic belt of the Piedmont Physiographic Province, an area underlain by ancient igneous and metamorphic rocks. The virgin soils encountered in this area are the residual product of in-place weathering of rock which was similar to the rock presently underlying the site. Jn areas not altered by erosion or disturbed by the activities of man, the typical residual soil profile consists of clayey soils near the surface, where soil weathering is more advanced, underlain by sandy silts and silty sands. The boundary between soil and rock is· not sharply defined. A transitional zone termed "partially weathered rock" is normally found and is defined, for engii;ieering purposes, as residual material with standard penetration resistances equivalent to or in excess of 100 b1ows per foot. Weathering is facilitated by fractures, joints and by the presence of less resistant rock types. Consequently, the profile of partially weathered rock and rock is quite irregular and erratic, even over short horizontal distances. Also, it is not unusual to find lenses and boulders of hard rock and 2:ones of partially weathered rock within the soiJ mantle, well above the general bedrock level. 2-1 (Page 10 of 101) ii fl II [I ll f I ll [I II [I ll I I I I I I I I 2.2 Regional Recharge and Movement of Ground Water Local precipitation is the source of practically all of the ground water in Mecklenburg County. A portion of the precipitation infiltrates into the ground and moves under the influence of gravity to the water table. After the water has reached the water table, the direction of movement is parallel to the hydraulic gradient. In the Piedmont Province, the slope of the water table under static conditions (no pumping interference) approximates the topography. Thus, the movement of ground water is approximately in the direction of the topographic slope. The movement of ground water results in discharge to streams, lakes ~r springs where the ground water intersects topographic lows occupied by these features. The ·. hydraulic head beneath upland areas is generally greater than the head of the water in stream channels; thus, ground·water.flows toward the streams. 2.3 Ground-Water Supply In this geologic setting, the uppermost aquifer for ground-water supply includes two components; saprolite and crystalline rock. Saprolite is soil derived from rock material that has weathered in place and has not undergone erosion, transport or deposition. Ground water in the saprolite occurs under water-table conditions. Water occupies the interstices between the grains of the saprolite and is in hydrostatic balance with the atmosphere at the water surface (water table). 2-2 (Page 11 of 1 01) I I I I I I I I I I I I I ...... I ..... I -~ ~ I In crystalline rocks, ground water occurs in fractures, joints and other openings in the rock. These openings intersect the top of bedrock and are recharged by ground water stored in the overlying saprolite. 'When a rock well intersects fractures or joints, water may move through the fractures/joints from the saprolite to the well. 2-3 (Page 12 of 101) -.1 ij" .1 I I ~I I I I I I I I I I I I I .._ I I 3.0 ASSESSMENT ACTIVITIES 3.1 Water Usage Survey A field survey of potential water users was conducted within a 1500-foot radius of the contaminant sources at the subject site. The field survey was performed by a vehicular reconnaissance along accessible roads within the study area. Well records available at the DEM office in Mooresville, North Carolina were reviewed for those wells within approximately 1500 feet of the bounda?}' of the contaminated area. 3.2 Soil Test Borings Five additional borings were drilled at the site for this phase of assessment; locations were selected by Law Environmental. Monitoring wells were installed in these borings to explore ground-water contamination (Figure 3). A description of procedures for soil test borings is presented in Appendix I. Details of well construction are provided on the attached Monitoring Well Installation Records in Appendix IL Test Boring Records showing descriptions of the subsurface materials encountered are in Appendix III. Records of the previously drilled borings and wells are included in the Appendices, herein. Horizontal locations of the borings were identified in the field by measuring with a tape and estimated right angles, referencing site features. 3-1 (Page 13 of 101) :1 I I I I I I I I I I I I I I. 1-....... I; '-' \I : \-\ ./ 3.3 Ground-Water Monitoring \Velis The locations of borings drilled for monitoring well installation were selected to delineate the horizontal and vertical extent of ground-water contamination at the site. Monitoring wells MW-7 through MW-11 were installed in the boreholes created by the soil borings described above. Locations are indicated on Figure 3. Well MW-7 was installed in an apparently upgradjent location relative to welJ MW·3 to determine the extent of ground- water contamination near the loading dock in that area. MW-8 was installed to a depth below the water table to determine the vertical extent of ground-water contamination in the vicinity of the reported underground varsol tank near well MW-2. Wells MW-10 and MW- 11 were installed inside the building to address the horizontal extent of contamination previou,sly measured in ground water from well MW-2. Well ~-9 was installed to address the horizontal extent of contamination in the vicinity of the bay doors and railroad tracks on the eastern portion of the site near well MW-4. Wells MW-7, MW-9, MW-10 and MW-11 were constructed as Type II monitoring wells with their screened intervals spanning the stablized ground-water level. Well MW-8 was constructed as a Type m monitoring well. 3-2 (Page 14 of 101) I .. -1 i fi fi I i fi 1 l :1 I [I ii fl ll ti f I ~ Water-level measurements of all the wells on site were made on July 26, 1990. Water levels were obtained using a decontaminated, battery-powered, water·levc1 indicator. Relative elevations of the top of each well's riser were measured with a level and rod, referencing well MW~3 and assigning the top of that casing an elevation of 100 feet. A summary of ground-water elevation data from July 26, 1990 is contained in Table 1. 3.4 Ground-"'ater Sampling and Chemical Analyses The newly installed monitoring wells were developed to allow the formation around the screened interval to recover from the effects of drilling and to bring fresh formation water into the wells. Wells were developed a'D.d/or purged by removing at least six well volumes of water or by bailing to dryness twice. Development/purging and sampling were done using separate, laboratory-cleaned Teflon hailers and new polypropylene rope for each well and sampling event. Ground-water samples were obtained from wells MW-7 through MW- 11 on July 6, 1990. Ground-water samples were labeled, packed in ice, and shipped for overnight delivery to Law Environmental National Laboratories in Kennesaw, Georgia. Ground-water samples were analyzed for volatile organic constituents (EPA Method 8240). Laboratory reports and chain·of-custody records are included in Appendix N . 3-3 (Page 15 of 101) I I i I I I I I I I I I I I 1. I I I i .... I To aid in evaluating the rate of contaminant migration, in-situ hydraulic conductivity tests were performed in wells MW-7. MW-9 and MW-11~ Rising-head recovel)' (in-flow) tests were conducted in each of the tested wells by removing water from the well with a laboratory-decontaminated Teflon bailer and measuring the ground-water as it recovered to static level. The data were reduced and saturated hydraulic conductivity (k) of the screened intervals was calculated based on the variable-head method (NA VFAC DM-7.1). Results of the hydraulic conductivity tests are presented in Table 2. ... 3-4 (Page 16 of 101) , ' ii ti fl !I ll [I II [I I I :1 I ·1 \.=: I I! \ ~- 4.0 FINDINGS 4.1 \\'ater Usage Our field survey indicated several residences wi~in a 1500-foot radius of the boundary of the contaminated area (Figure 1). These residences bad no apparent well housing on the property. We are not aware of any community water supply wells within the 1500-foot study radius. The City of Cornelius obtains its drinking water from the Charlotte-Mecklenburg Utilities Department. 4.2 Subsurface Conditions • Soil .. Possible residual soils were encountered in the newly drilled borings beneath about 2 inches of topsoil (MW-7, MW-8) or one foot of payed surface (MW-9) to a depth of about 5 feet. Residual soils were encountered at about 5 ft and extended to the boring termination depths. Residual soils at the borings generally consist of micaceous sandy silt and are similar to those encountered in previously drilled borings MW-1 through MW-6. Borings were terminated in soil at depths of 30 ft in borings MW-7 and MW-9 and 49.5 ft in boring M\V- S. The general subsurface conditions encountered in the borings are illustrated in profile on Fjgure 4 and S. (Page 17 of 101) I I I I I I I I I I I I I I I I - I ~ I 4.3 Subsurface Conditions -Ground Water Depth to stabilized ground water from the top of the well casin~ (all of which are within an inch or so of the ground surface) ranged from 17.1 ft in MW-3 to 23.6 ft in 'MW-7 on July 26, 1990. Relative ground-water elevations were computed from the water depths (measured from the top of the PVC risers) and the measured relative elevation of the top of each well Contours of ground-water elevation are drawn based on the data in TabJe 1. As shown on Figure 6, the site appears to be situated on a ground-water divide and the direction of · .. shallow ground-water flow in the vicinity of the monitoring wells is generally to the northwest and to the southeast, based on the measurements of July 26, 1990. In-situ permeability tests were performed at wells MW-7, MW-9 and MW-11. The soil material opposite the screened interval of the well was sandy silt at we.11 MW-7 and MW-9; soil samples were not obtained at well MW-11. The hydraulic conductivity at these wells ranged frQm about 7 x 10-s cm/sec to 15 x 10-4 cm/sec. Results of the in-situ permeability tests are summarized in Table 2. 4-2 (Page 18 of 101) I i i i , . I i i I i i I I -I I I I I I I To evaluate potential rates of contaminant migration, ground-water flow velocities were estimated using a formula derh'ed from Darcy's Law: v = ki ne where: v k i ne = average linear ground-water flow '1elocity = hydraulic conductivity g hydraulic gradient = effective porosity of the aquifer (0.20) The hydraulic gradient, i, was determined from the ground-water contours illustrated on Figure 6, with well MW-2 being used as a reference point on an apparent ground·water divide. CalcuJations were made to address both directioris of ground-water flow. The approximate value of "ne" was obtainc;_? from several literature sources. The calculated average flow velocity for ground water flowing in both directions is about 4 feet per year. 4.4 Subsurface Conditions • Comments The above descriptions provide a general summary of the subsurface conditions encountered. The Test Boring Records in Appendix m contain detailed information recorded at each boring location. These Test Boring Records represent our interpretation of soil conditions at the borings based on our examination of the soil samples. The lines designating the interfaces between various strata represent approximate boundaries and the transition between strata may be gradual. 4-3 (Page 19 of 101) i I I I I I I I I I I I I I I I I I -.. I Ground-water levels may fluctuate several feet with seasonal and rainfalJ variations and with changes in the water level in drainage f ea tu res. Normally, the highest ground-water levels occur in late winter and spring and the lowest levels occur in late summer and fall. 4.5 Results of Chemical Analyses of Ground Water Results of chemical analyses of the ground-water samples from wells "MW-7 through MW-11 (July 26, 1990) are summarized in Table 3. Results from the resarnpling of wells MW-1, MW-5 and MW-6 (May 30, 1990) are included along with the previously reported results from wells MW·2, MW-3 and MW-4. Laboratory reports for the current sampling events are contained in Appendix IV. Volatile organic compounds (VOCs) were not detected in ground water from wells MW-1, MW-5, MW-6 and M\V-11. Each of the remaining wells had detectable le"1els of VOCs in water ranging from total concentrations of 12 ugfl (parts per billion) in well MW-7 to 164 ug/1 in MW-2 Total VOC concentrations are listed on the profiles (Figures 4 and 5) and illustrated with contours on the VOC isopleth map (Figure 7). Each of the wells that contained VOCs in ground water had one or more organic constituent at 1evels exceeding standards set by the State of North Carolina (NC Water Quality Standard, NCAC 2L0202(g) dated August 1, 1989). Tetrachloroethene was measured in shallow wells MW-3, MW-7 and MW-10. Chloroform was not detected in ground water at any of the shallow wells. 4-5 (Page 21 of 101) :1 11 fl 11 ~I i I I I I I I I I 11 I i I; I I ·- I 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the information obtained to date, the vertical extent of contamination in the vicinity of the varsol tank bas essentially been delineated by results from the MW-2/MW-8 well cluster. The top of the screened interval of well MW-8 is about 14.5 feet below the bottom of the screen at well MW-2. The concentration of total volatile organic constituents in ground water from well MW-8 is about 13 percent of that in well MW-2. Thus, we project the vertical extent of contamination at this location to be about 60 feet deep (see Figure 4). Chloroform was only detected in well MW-8. Chloroform is a byproduct of chlorinated water containing organic compounds and sometimes is seen in wells drilled using a municipal water source. Trace amounts of chloroform also can be residual in laboratory glassware. We recommend resampling well MW-8 to verify the presence or absence of chloroform in grollnd water. Ground-water contamination in the horizontal dimension appears to extend off-site to the east of Highway 115. Additional ground-water monitoring wells at selected off-site location~ would be needed to identify the source and delineate the extent o.f this contamination. At this point, it does not appear that the varsol tank is the source of ground water contamination at the east side of the property. The horizontal extent of ground-water contamination on site to the north has not been determined based on information obtained 5-1 (Page 22 of 101) !.I 11 .- i I :1 ·1 '.1 I I I I I I I I I I I I I to date. Additional monitoring wells would be necessary to delineate the horizontal extent of contamination in this direction. The possibility of a third source of contamination at the northern loading dock would be explored as part of additional assessment to the north of the building. The horizontal extent of contamination to the west and south of the reported underground varsoJ tank has essentially been delineated based on results of chemical testing of ground· water obtained from wells MW-1 and MW·ll. Based on the results of this assessment, we recommend ground-water recovery to restore the shallow aquifer at this site. ·Restoration of the aquifer at the site could begin with installation of a recovery well at the "M.W-2/MW-8 well duster. The recovery well would be installed to a depth of 60 ft and constructed with a screened interval of about 30 feet. Ground water would be treated on site prior to being discharged to the storm sewer (via NPDES permitting) or to the sanitary sewer (through permitting by the Charlotte- Mecklenburg Utility Department). Discharge to an infiltration gallery is also an option. Based on hydrogeologic conditions encountered at this site and our experience with similar conditions, we anticipate discharge from a 4·incb diameter recovery well will be in the range of 1 or 2 gallons per minute. Existing wells at the site (and additional wells, if needed) would be utilized to monitor the effectiveness of the recovery system, which could be supplemented as appropriate based on that effectiveness monitoring. Additional remedial-action measures likely will be needed in other areas of the property. Recovery wells may be determined to be appropriate at or near monitoring wells MW-3 and/or MW-9 following delineation of ground-water contamination in those areas. Detailed within the CAP were a proposal for natural attenuation of groundwater at the site, and a sampling program designed to monitor the natural attenuation process. The NCDENR responded to the CAP requesting additional assessment and verification of groundwater quality at the site. The NCDENR requested installation of seven Type II wells and four Type III wells at the site. As a result of telephone conversations between representatives ofNCDENR and LAW. it was decided that a cost-effective strategy for the additional assessment would include installing seven Type JI wells and two Type Ill wells, with re-evaluation of the necessity for and location of additional wells based on the results of this phase of the assessment. Following installation and sampling of the wells, sample results were forwarded to the NCDENR in n November 2, 1998 report. During the November 5, 1998 meeting previously referenced, Ms. Finley stated that, to support correspondence from the NCDENR regarding implementing natural attenuation for Tract I, an additional cluster of one shallow and one deep monitoring well would need to be installed and sampled in the vicinity of MW-SA and DW-8A shown on Figure 1. The purpose of these wells is to support historic data that indicate n groundwater divide in Tract I and to provide analytical data regarding the shallow and deep components of the aquifer. The NCDENR would then prepare a letter response based on this data to promote the permanent Joan closing for this tract. Presented herein are field activities including a groundwater assessment, with findings and recommendations, and receptor survey as requested at the November S, 1998 meeting. Field Activities Groundwater Assessment On November 6, 1998, American Environmental Drilling Services, Inc. mobilized to the site as 3 subcontractor to LA \V to install a Type JU monitoring well (DW-8A), as shown on Figure I. Well installation was completed on November 7. 1998. Bedrock was encountered at 55 feet below ground surface (bgs). The bottom of the well casing was installed at 57 feet bgs. A two-inch well was installed at 65 feet bgs with five feet of .010-inch slotted PVC screen. On November 9, 1998, LA \V mobilized to lhe site and installed a Type II monitoring well (MW-SA}, as shown on Figure 1, to a depth of 30 feet bgs with ten feet of .OlO·inch slotted PVC screen. The monitoring wells were installed as close to the 2 (Page 6 of 51) locations requested by the NCDENR as site conditions would allow. The top of casing elevations for each well were measured and groundwater measurements taken on November 17, 1998 to detennine a groundwater flow direction (Table I and Figure 2). After well development and purging. one groundwater sample was collected from each of the monitoring wells and analY2ed for chlorinated compounds using EPA Method 8021. In addition, a soil sample was collected from the 18.S to 20.S foot section of MW-SA and analyzed for chlorinated compounds using EPA Method 8260. The analytical results for the samples analyzed by Prism Laboratories, Inc. are presented in Table 2. A copy of the laboratory analytical data for groundwater and soil including chain- of-custody form, boring togs, and well construction records are attached. Assessment Findings and Recommcpdations Analytical results for the groundwater samples collected in the monitoring wells (MW-SA and OW-SA) recently installed in Tract . I did not indicate Tetrachloroethene (PCE). Analytical results for the groundwater sample collected in MW-SA indicated concentrations of 2.0 ug!L of 1,1-Dichloroethene and 1.3 ug/L of 1,1,1-Trichloroethane. which are below NC2L standards of 7.0 ug/L and 200 ug/L, respectively. No analyzed contaminants in the soil sample obtained from the M\V-8A boring were detected. Groundwater at the site appears to flow in north and westerly directions in the northern portion, and in south and easterly directions in the southern portion of Tract I, generally confinning the divide previously noted. Shallower bedrock as encountered in DW-8A is also supportive of a southeasterly contaminant flow away from the Lake Nonnan direction. LAW does not recommend installation of additional monitoring wells on Tract l. The monitoring program recommended in the CAP submitted to the NCDENR on August 3, 1998 should be implemented to monitor the natural attenuation processes on this tract. A letter confinning this as NCDENR's probable approach to Tract l before loan closing is also requested. 3 (Page 7 of 51) Receptor Survey • Water Supply Wells LAW personnel did not identify water supply wells located within a l,500-foot radius of the site (Figure 3). • Public Water Supplies According to Mr. Wayne Livingston of the Charlotte-Mecklenburg Utility Department (CMUD). the area within a J 500-foot radius of the site area is currently served by a public water supply. • Surface Waters There are no surface waters located within 1,500 feet of the sourte areas of discharge. • Wellhead Protection Areas This site is not located in a wellhead protection area. • Subsurface Structures There are currently no obversable subsurface structures located on the site. • Lnnd Use The site is curTently being developed for the new Cornelius Town Hall, a retail shopping center complex, and several proposed mix.ed~use buildings. The zoning status of the site is commercial. The zoning status of the surrounding properties is predominantly residential to the east of Old Statesville Road (Highway 115) and to the north of the shopping center complex.
