Dear Mr. Price:

Since the request of increasing yard waste by tonnage & acreage is quadruple from the previously approved
amount, pursuant to Rule 15A NCAC 13B .1402, the Edgecombe County must re-define the “Classification of
the Yard Waste Unit” as Type 1, 2, 3, or 4 accordingly. The operational procedures will change in accordance
with Rule 15A NCAC 13B .1406 in contingent to the new classification; the existing facility plan and
operations plan must be revised accordingly as well.

Please prepare the revised plans and submit to the Solid Waste Section for a review and approval. If you have
any questions of the yard waste application, please contact myself or Tony Gallagher, the Brach Head of the

Dear Mr. Chao:
S&ME, Inc. (S&ME), on behalf of Edgecombe County, is submitting the following request to increase the
maximum volume of waste that can be allowed in the current two-acre yard waste processing area
located at the Edgecombe County Landfill (Figure 1). The Edgecombe County Construction and
Demolition (C&D) landfill is currently operating under Permit No. 3301-CDLF-1997 issued by the North
Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Solid
Waste Section (SWS) on August 16, 2016. This permit shall expire March 31, 2020.
Under Attachment 3 - Conditions of Permit to Operation, Part IV – Miscellaneous Solid Waste Management
Unit Specific Conditions, Operational Conditions – Land Clearing / Yard Waste Processing Area of the
permit, the facility is permitted to operate a treatment and processing facility up to two acres in size in the
proposed Borrow Area 1. The facility can receive up to 816 tons per year of land clearing debris and yard
waste that is less than six inches in diameter and less than four feet in length.
In the latter part of 2016, the Town of Tarboro, North Carolina, began to divert their yard waste to
Edgecombe County. The increased yard waste from the Town of Tarboro will cause Edgecombe County to
exceed the 816 tons per year operational control stated in the permit. Therefore, Edgecombe County is
requesting the NCDEQ to grant an increase in the maximum volume of land clearing / yard waste allowed
to 3,000 tons per year.
Edgecombe County plans to manage this increase is yard waste volume by increasing the yard waste area
to approximately 13 acres. The installation of a new access road will allow for one-way traffic flow for the
drop off of yard waste. Edgecombe County has also purchased a bulldozer for use in managing the yard
waste staging area, in addition to the backhoe/loader the County is currently using. The attached Figure
2 depicts Borrow Area No. 1, the yard waste staging area, the new one-way access road, and the proximity
of the yard waste staging area to the property lines and to waterways.
This request to grant an increase in the maximum volume of land clearing / yard waste allowed to 3,000
tons per year and your response to this request would be placed in the Operational Record for the landfill.
