Dear Mr. Bell:
The NC Solid Waste Section has completed a review of the Amended Ground Water Assessment
Monitoring Work Plan dated April 3, 2017 (DIN 27593) submitted on your behalf by Amec Foster Wheeler
for the C&D Landfill, NC Solid Waste Permit Number 7407. Phase 1 of the landfill has been in the
Assessment Monitoring program since 2009 pursuant to 15A NCAC 13B .0545. Based upon the
groundwater exceedances detected at Phase 2, an additional assessment monitoring work plan was
required.

The Amended Ground Water Assessment Monitoring Work Plan includes the following:
 Installation of a new groundwater monitoring well scheduled to be installed in April 2017;
 Appendix II monitoring scheduled to be conducted in May 2017 utilizing low flow sampling
techniques; and
 Submittal of a summary report.

As a result, the Amended Ground Water Assessment Monitoring Work Plan is approved as described. If
