Kivett Drive in High Point, Guilford County. 1. The municipal solid waste (MSW) landfill is located on property owned by the City of High Point. The property also contains a treatment and processing (T&P) operation, a convenience center, and a temporary disaster debris staging site (TDDSS). 2. The MSW landfill consists of two lined fill areas: Area 1, Phases 1 – 3A and Area 2, Phases 4 and 5A and 5B. 3. The MSW landfill Area 1 is inactive. It has recently been capped. A partial closure letter, dated December 19, 2016, was issued by the SWS for approximately 23.8 acres (of the approximately 39.1-acre area). 4. The facility permit approves the operation of Phases 1 through 5B and construction of Phase 5C. 5. The facility address for landfill Area 1 is 3854 E. Kivett Drive, High Point. 6. The facility is operating in Area 2, Phase 5B. 7. The facility address for landfill Area 2 is 3940 E. Kivett Drive, High Point. 8. The facility has not begun physical construction on landfill Area 2, Phase 5C. 9. Ensure the requirements of attachment 2 – conditions of permit to construct are met prior to beginning construction of Phase 5C. 10. In the future, the facility plans to reroute a portion of Kersey Valley Road that runs between landfill Areas 1 and 2 and adjoin the landfill areas. 11. The landfill is in operation Monday through Friday 7:30 am to 4:30 pm. 12. The facility site plan, permit, and operations plan were discussed. 13. The facility is permitted to receive solid waste from Davidson, Forsyth, Guilford, and Randolph Counties. 14. The facility does not accept scrap tires. 15. White goods are placed in a roll-off container at the convenience center. The white goods are managed by the City of High Point Material Recovery Facility (MRF) and are hauled off once a week. 16. The following are certified personnel: a. Michael Spencer, Manager of Landfill Operations, No. 905194, exp. 06/07/19 b. David Wayne Hunt, Certified Landfill Operations Specialist, No. LF-2012045, exp. 10/02/18 c. Charles Scierce, Certified Landfill Operations Specialist, No. LF-2015020, exp. 03/24/18 17. A vehicle scale test was conducted by J.A. King on June 14, 2016. Mr. Spencer stated that J.A King will be contacted to conduct another vehicle scale test. 18. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services in August 2015. 19. The facility maintains records of the amount of solid waste received. The amount of solid waste received from March 20, 2016 through March 20, 2017 is 108,328.21 tons. 20. The facility annual report (FAR) was received by the SWS on August 2, 2016. Facility throughput for July 2015 through June 2016 is 106,694.66 tons. 21. The facility maintains waste screening reports. At least one vehicle per week but not less than one percent by weight of the waste stream shall be screened. Records for April 6, 2016 through March 16, 2017 were verified. 22. The facility is permitted to co-dispose of wastewater treatment sludge. The facility received 1,784 tons (203 loads) from March 20, 2016 through March 20, 2017. The facility maintains a copy of the City of High Point East Side Wastewater Treatment Plant’s Toxicity Characteristic Leaching Procedure (TCLP) dated September 22, 2016. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 23. The facility is permitted to use tarps. Two tarps are commonly used. Six inches of earthen material shall be applied at a minimum of one time per week or more frequently to control disease vectors, fires, odors, blowing litter, and scavenging. 24. The facility has 14 groundwater monitoring wells sampled for laboratory analysis: MW-1 (background), MW- 3A, MW-4, MW-6A, MW-8A, MW-9, MW-10, MW-11, MW-12, MW-13S, MW-14, MW-15, MW-16, and MW-17. Four other deeper groundwater wells are monitored for water levels: MW-7D, MW-8B, MW-9D, and MW-13D. 25. During the inspection groundwater monitoring wells: MW-3A, MW-9D, and MW-11 were verified externally. 26. The facility has 8 surface water monitoring locations: SW-1 (background), SW-3, SW-5, SW-6, SW-7, SW-8, SW-9, and SW-10. 27. The facility maintains semiannual groundwater and surface water monitoring and leachate test records submitted by Babb & Associates, P.A., analyzed by Environmental Conservation Laboratories, Inc. (ENCO). Records for groundwater and surface water monitoring and leachate testing conducted on April 11-12, 2016 and October 25- 26, 2016 were verified. An exceedance is noted for each event. 28. The facility has nine landfill gas monitoring wells: GW-1, GW-2, GW-3, GW-4, GW-8, GW-9, GW-10, GW-11, and GW-12. 29. During the inspection landfill gas monitoring wells: GW-1, GW-2, GW-3, GW-7, GW-10, and GW-11 were verified externally. 30. The facility maintains quarterly methane monitoring records. Monitoring is conducted by Smith+Gardner, Inc. Records for methane monitoring conducted March 10, 2016 (1st quarter), June 29, 2016 (2nd quarter), September 21, 2016 (3rd quarter), and December 29, 2016 (4th quarter) were verified. Monitoring results do not indicate an exceedance of the methane lower explosive limit (LEL). 31. The facility has groundwater and methane monitoring wells that are no longer used and will be abandoned when Areas 1 and 2 are adjoined. Mr. Spencer stated that the landfill construction contractor is scheduled to return in April 2017 to ensure the wells are properly maintained. 32. The facility has installed a landfill gas extraction network in Area 1 for expected future use. Landfill gas extraction wellheads have not been installed and a landfill gas collection station has not been constructed. 33. The facility has installed four candlestick flares atop Area 1. The flares are used for the combustion of passive landfill gas. The flares automatically ignite when needed. If the flares do not function, landfill gas will vent via the unfinished landfill gas extraction wellhead caps. The caps are designed to pop off to vent the landfill gas. 34. It is suggested that the facility create a landfill gas flare and extraction wellhead cap inspection schedule. 35. It was stated that the facility’s consultant determined that a Division of Air Quality (DAQ) permit is not required at this time. 36. The facility has installed a leachate pump station that is connected to the municipal sewer system that collects leachate from Areas 1 and 2 (Division of Water Resources permit No.: WQ0037577, dated February 2, 2015). Operation of the pump station began on March 18, 2017. 37. Prior to the operation of the pump station, leachate was hauled to the City of High Point Eastside Wastewater Treatment Plant (WWTP). Leachate hauling records were verified for March 2016 through February 2017. The facility hauled 6,000 gallons per load. 38. The facility’s 340,000-gallon leachate storage tank with secondary containment is no longer used. Mr. Spencer stated that the facility plans to maintain the storage tank in good order in case it is needed in the future. The leachate storage tank had served Area 2. 39. The facility’s leachate storage pond is no longer used. Mr. Spencer stated that the facility plans to have the pond removed. The stormwater collected in the pond is currently hauled to the WWTP. During the inspection, the leachate pond freeboard was ~ 20 feet. 40. The facility has an Industrial User Pretreatment Permit (IUP) No. 0113 issued by the WWTP that expires on July 1, 2017. 41. The leachate collection lines are required to be flushed and camera inspected once every five years. The leachate collection lines were flushed and camera inspected by Jetclean America in November 2015 (Areas 1 and 2, Phases 4 and 5A). Area 2, Phase 5B was camera inspected on July 20-25, 2016. 42. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit No. NCG120000. The NPDES permit was issued November 1, 2012 and expires October 31, 2017. The facility has an erosion and sedimentation control plan certificate of approval for Areas 1 and 2, approved with modifications December 22, 2014. 44. The facility has two soil stockpile areas on site. 45. The working face was small and compact. 46. Mr. Spencer stated that bare areas will be sown with grass seed. 47. Trees atop a portion of the 15.3 acres remaining open of Area 1 are maintained. Mr. Spencer stated that the trees will be removed when Areas 1 and 2 are adjoined during construction of Area 2, Phase 5C. 48. The facility has white edge of waste markers along Areas 1 and 2. 49. The facility has a wood waste treatment and processing (T&P) operation. Land clearing debris, high carbon/nitrogen ratio material, pallets, treated wood, lumber scraps, engineered wood, and furniture manufacturing waste is ground for use on the landfill working face access road during inclement weather. Mr. Spencer stated that the ground material is not provided to the public or used in public access areas. 50. Mr. Spencer stated that the facility grinds material once or twice a year. 51. Ensure the wood waste T&P operation is routinely graded such that stormwater does not pond and that the built- up compressed mulch layer in the operational area is removed. 52. The area allotted for the wood waste T&P operation is ~ 2 acres. The area is also designated as a temporary disaster debris staging site (TDDSS), number DS41-004. 53. During the inspection, no odor was detected. 54. During the inspection, windblown material was being picked up by facility personnel. 55. The City of High Point Fire Department can be contacted to respond to an emergency at the landfill. 56. Access roads are of all-weather construction. 57. The facility has proper signage. 58. The facility entrance is secured by a locked gate. 59. The PTO expiration date is September 28, 2021. Please contact me if you have any questions or concerns regarding this inspection report.
