ADDITIONAL COMMENTS: 1) This Facility is a Land-Clearing and Inert Debris (LCID) Landfill Notification. 2) This Facility is recorded with the Carteret County Register of Deeds at: Book 913; Page 399. 3) This Facility is permitted to receive for disposal: a. Land Clearing Waste: stumps, trees, limbs, brush, grass, and other naturally occurring vegetative materials generated solely from land clearing activities. b. Yard Trash: brush, grass, tree limbs, and similar vegetative materials resulting from landscaping and yard maintenance. c. Inert Debris and Untreated Wood: concrete, brick, concrete block, uncontaminated soil, gravel and rock, untreated and unpainted wood; and FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section N1073_INSP_20170330 Page 2 of 4 d. Used Asphalt: used asphalt or asphalt mixed with dirt, sand, gravel, rock, and concrete. 4) The disposal area for this Facility may not exceed 2 acres in total size. 5) This Facility is monitored by a 24 hour security camera placed adjacent to the facility access road. 6) This Facility is secured by a locked cable at the Facility entrance and has controlled access for safety. 7) Signage is posted at the Facility entrance with the Facility contact name and telephone number clearly displayed. 8) The access road to the Facility is being managed properly at this time. 9) Marker stakes have been placed around the toe of the landfill delineating the disposal area boundaries. 10) The perimeter road has been cleared to provide access around the toe of the landfill. 11) An eroded area was observed on the eastern sideslope of the landfill. *Please repair this eroded area by filling and grading at a slope not greater than 3:1. After repairing the erosion, please seed and mulch to establish a cover crop suitable to prevent erosion of your landfill cap system. 12) The waste type in the landfill was reviewed. The waste type being disposed was LCID only and no unpermitted wastes were observed during this Facility Compliance Inspection. Please continue to ensure that the active working area is covered monthly, or when the active working area reaches 1 acre in size, whichever occurs first. 13) A cover crop of native warm season grasses and mixed coppice has been established on the majority of the landfill sideslopes. However, portions of the outside slopes were observed as having insufficient cover to prevent erosion of your landfill cap system. *Please continue working to establish a cover crop suitable to prevent erosion of your landfill cap system on all outside slopes. All areas lacking in sufficient cover need to FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section N1073_INSP_20170330 Page 3 of 4 be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 14) Portions of the eastern sideslope appear to be graded at a slope greater than 3:1. *Please re-grade this slope at a slope not greater than 3:1 and seed and mulch to establish a groundcover suitable to prevent erosion of your landfill cap system. 15) Waste was observed as having been pushed from the working face over the southwestern sideslope. This area needs to be compacted, covered, and graded at a slope not greater than 3:1. *The landfill should be constructed in a lift type progression. All waste should be covered monthly or when the active working area reaches one acre in size, whichever occurs first. 16) No off site erosion was observed during this Facility Compliance Inspection. 17) No violations were observed during this Facility Compliance Inspection. 18) *Corrective measures are required as a result of this Facility Compliance Inspection.
