Dear Ms. Martin:
On March 13, 2017 the Division of Waste Management, Solid Waste Section (Section) received
Duke Energy’s construction quality assurance (CQA) report for phases 1 and 2 for the cover
system modifications at the Pine Hall Road Landfill, Permit No. 8503-INDUS-1984, entitled;
Report of Construction Quality Assurance, Closed Pine Hall Road Ash Landfill Modifications,
Belews Creek Steam Station, Belews Creek, North Carolina. Prepared for Duke Energy. Prepared
by Amec Foster Wheeler. March 2017. DIN 27505.
The Section has reviewed the CQA report and concurs with Duke Energy that the cover system
modifications phases 1 and 2, at the Pine Hall Road Landfill, were performed in compliance with
the technical specifications, construction quality assurance plan, and construction drawings. The
next time the facility permit for the Belews Creek Steam Station is either modified or amended
the following documents will be added to the list of approved documents for Permit No. 8503-
INDUS-1984;
