STATUS OF PERMIT:
Expired; Permit to Operate Phase III issued 23 December 2008, expired 23 December 2013. A complete permit
review request including updated facility, operations, and waste screening plans was due on or before 23 June 2013;
this request was submitted on 1 May 2013 and received by the Solid Waste Section on 2 May 2013. Authorization to
continue operations under the expired permit issued 17 December 2013.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review to review actions taken in response to Facility
Compliance Inspection Report 6709_INSP_20170111.
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Municipal Solid Waste Landfill with a separate Land-Clearing and Inert Debris (LCID)
landfill, a white goods management area, a scrap tire collection area, an electronics recycling area, and a
pallet collection/grinding area.

2) This Facility is permitted to receive all Municipal Solid Waste, Construction & Demolition Waste, Yard
Waste, Land-clearing Debris, Scrap Tires, and White Goods generated within Onslow County.
3) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the facility entrance.
4) The Facility is secured by means of a locked gate at the Facility entrance.
5) The hours of operation are Monday through Saturday 6:30 AM to 5:00 PM. Three Holidays are observed:
New Year’s Day, Thanksgiving Day, and Christmas Day.
6) Landfill Gas (LFG) is collected and plumbed to the on-site Enerdyne Power Systems LFG-to-Energy plant.
7) The LFG-to-Energy plant was in operation during this Facility Compliance Inspection.
8) The LCID Landfill was reviewed during this Facility Compliance Inspection.
9) No unpermitted materials were observed at the LCID working face during this Facility Compliance Inspection
10) The LCID Landfill footprint has been marked with permanent, highly visible marker posts delineating the
permitted disposal area.
11) All LCID Landfill sideslopes are being maintained at a slope not greater than 3:1 and a cover crop of warm
season grasses has been established on all non-active areas of the LCID landfill.
12) The LCID cover crop is well maintained and no areas of erosion were observed during this Facility
Compliance Inspection.
13) The LCID mining, screening, and reclamation plan was discussed and the proposed plans were reviewed
during this Facility Compliance Inspection.
14) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well-maintained
at this time.
15) Leachate is treated and stored in on-site leachate containment tanks until pumped via force main to the City of
Jacksonville Wastewater Treatment Plant.
16) Construction of the Phase IV expansion project has been completed. No construction activities underway in
this area during this Facility Compliance Inspection.

17) Work is ongoing to repair the erosion noted in the previous Facility Compliance Inspection Report as being
observed on the outside slopes of Phase II and Phase III (please see FCIR 6709_INSP_20170111). *Please
continue working to repair all eroded areas by filling and grading at a slope not greater than 3:1. All repaired
areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap
system.
18) Clearing operations for the next phase of development were underway during this Facility Compliance
Inspection.
19) No off-site erosion was observed during this Facility Compliance Inspection.
20) *Continued corrective measures are required as a result of this Facility Compliance Inspection.
