ADDITIONAL COMMENTS;
1 – This closed MSWLF consist of 2 cells separated by the entrance road.
2 – The entrance road is made of all-weather material and maintained well.
3 – Due to the vegetation height, this is a partial facility compliance inspection. John will be called when both cells have
been mowed to further evaluate the structures. At a minimum, to inspect these MSWLF’s they need to be mowed 2
times per year if not more. Need to have grass established not weeds and woody vegetation.
4 – Both structures need all the woody vegetation removed to the toe of the side slopes so Inspections can be done to
ensure no leachate breakouts are happening. Staff will need to monitor this routinely for breakouts.
5 – Cell #1 needs the Edge of Waste marker put back up (found on ground) on the Northwest corner. Cell #2 needs the
Northeast Edge of Waste marker replaced. Found the concrete where marker was but no marker found.
6 – Cell #1 has several areas with slight erosion. Please repair and establish grass.
7 – Found some deeps tire ruts on top of East corner of Cell #2. Need to repair.
8 – Cell #2 has a berm around the top structure to prevent erosion with plastic drain pipes. The inside areas of the berm
are holding water due to a grading issue and several of the drain pipes have been broken due to the mowing. Need to
keep this water from ponding on top such as it was during this inspection. Re-grade and repair/replace pipes or remove
berm, establish grass so water can drain off top of this cell. If left as is this could cause issues. Ponded water can cause
leachate breakouts.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
