Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on March 21, 2017. 2. The facility is owned, operated and managed by Henderson County. 3. Waste is transported from the transfer station to the Upstate Regional Landfill, 868 Wildcat Rd, Enoree, South Carolina for disposal. 4. The service area for the facility is Henderson County. 5. The hours of operation of the facility are Monday through Saturday 8:00am to 4:30pm. Records Review 6. The permit and operations plan were available upon request. 7. Waste screening forms from January 6, 2016 to March 18, 2017 were available for review. The facility conducts approximately three to four waste screenings per day. The waste screening forms indicated the final disposition of unacceptable waste. 8. Scrap tire forms from January 1, 2017 to March 20, 2017 were reviewed and appeared to be filled out properly. 9. Refrigerant extractions records were available for review. The facility keeps records of the number of units evacuated and the number of pounds of refrigerant recovered. Refrigerants are extracted by Mark Defilippo, an independent contractor (CFC certification number 27355). 10. Tonnage records were available for review; The facility receives 300 to 400 tons of waste per day. 11. Certified Transfer Station Operation Specialists:  Gregory A. The transfer station consists of two pre-engineered buildings. Shed 2 is currently closed and is undergoing maintenance. The floor is currently being repaired and refinished and metal plating installed on the walls. Commercial vehicles are currently using Shed 1 and hand unloaders are directed to Area 3 to unload. 13. The tipping floor drains were observed and appeared to be working properly. No unapproved material was observed on the tipping floor at the time of inspection. 14. The loading bay was observed in good condition with minimal litter. The facility cleans the loading bay tunnel between trailers. 15. The facility inspects the transfer trailers for deficiencies on a weekly basis and sends a report to the contracted hauler. Trailers are parked on an incline with the rear of the trailer over a concrete area with drains connected to the Cane Creek Sanitary Sewer. All trailers parked in the loaded trailer area appeared to be leak resistant at the time of inspection. 16. Minimal windblown litter was observed and was well managed at the time of inspection. Operations Inspection of Area 3 17. During renovations of Shed 2, hand unloaders are directed to Area 3 for unloading. Area 3 is located to the north of the transfer station buildings. The area consists of a tipping wall and roll off dumpsters to collect material. 18. MSW, single stream recycling and shingles are taken in separate roll off containers. The shingles that are accepted are taken to Griffin Waste Services for recycling. 19. A leachate collection system is installed in Area 3 and is connected to the Cane Creek Sewer System. 20. No unapproved material was observed in Area 3 at the time of inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 Operations Inspection of Treatment and Processing (Wood Grinding) Area 21. The facility is permitted to receive land clearing waste and untreated/unpainted pallets. Land clearing waste is collected separately from pallets. Pallets are ground by Cason Companies and the ground material is used as boiler fuel. Land clearing waste is ground for mulch. 22. No unapproved material was observed and the area was well managed at the time of inspection. Operations Inspection of Yard Trash/Compost Area 23. The facility is permitted as a small Type 1 compost facility and may only receive only yard waste, silvicultural waste, untreated and unpainted wood waste. 24. The facility collects leaves separately and uses the leaves for erosion control activities on site and the material is not distributed to the public. Operations Inspection of Scrap Tire Collection Area 25. Tires are collected to the east of the scale house in van trailers. The collected tires are sent to US Tire in Concord for disposal. 26. This area was well managed at the time of inspection. Operations Inspection of Electronic Waste Collection Area 27. Televisions and other electronics are collected, sorted, palletized and placed in van trailers for shipment. 28. Electronics are sent to E-Cycle Secure in Charlotte, NC for processing. Citizens Convenience Center, HHW Area and White Goods Area 29. The Citizens Convenience Center is located to the to the east of the transfer station. Citizens drop of source separated recyclables, used oil, used antifreeze, white goods, scrap metal, used cooking oil, lead acid batteries, used oil filters, electronics (excluding televisions and monitors). The facility charges for televisions and monitors and those items must be taken to the electronics waste collection area at the transfer facility. 30. White Goods containing refrigerants were observed stored upright on a concrete pad. 31. The House Hold Hazardous Waste Collection area is located at the convenience center and is open approximately four to six times per year depending on funding. 32. Mercury switches and lamps are collected and sent to Clean Lights in Spartanburg, SC for processing. 33. This area was well managed at the time of inspection.
