Subject:Comments on Overdale Road Transfer Station - Permit to Operate and Operation Plan,
DIN 27530
Dear Mr. Cheek:
The Solid Waste Section completed a review of the Life-of-Site Permit Application (DIN 27506) for Overdale
Road Transfer Station, Permit No. 3416T-Transfer and has several comments on the application below:
DIN 27530
1. The SWS records don’t have the following documents. Since the permit application is requesting a life-
of-site permit approval to operate, please provide a copy of each document so that all required
documents can be accessed in the SWS document tracking system.
i. Property deed info recorded in the Forsyth County Register of Deeds Office.
ii. Zoning approval letter issued by the City of Winston-Salem or Forsyth County.
iii. Approval letter of the erosion and sediment control plan/permit issued by the NC Land Quality
Section.
2. Throughout the Operation Plan, any written notification should be submitted to the Solid Waste Section
mailing address below, not the office building address, which may be subjected to change in the future.

3. (Section 1.2) Please provide the physical address of the transfer station. The SWS record shows the
physical address of the facility is 5000 Overdale Rd, Winston- Salem, NC 27107.
4. (Section 1.3) Please provide additional information of the transfer station building:
i. The dimensions of the transfer station building, including the roof-covered area and no cover
area. The info will be used as reference for future expansion or the increase of the designed
capacity of the facility resulting in change of approved engineering plan [NCGS 130A 295.8(b)].
ii. In Paragraph 4, change the wording to reflect that the transfer station floor is sloped, since it
already exists, unless modifications to the existing floor are proposed.

iii. In the last paragraph, please specify whether or not Republic staff will be onsite at the facility
during operating hours or whether K. R. Drenth personnel will be solely responsible for day-to-
day operations.
5. (Section 2.1) Explain how the recyclable materials will be removed from incoming loads, where and
how long they will be stored onsite and where they will be transported. Will recyclable materials be
weighed?
6. (Section 3.2, the fifth paragraph & Site Plan drawing) please provide the requested info or further
clarification to the concerned matter:
i. The locations of the drain located in the pit area on the lower level of the transfer building and
the described sump on the Site Plan drawing.
ii. An oil/water separator is shown on the Site Plan drawing; please describe the function of this
oil/water separator related to the waste transfer operations and add this unit to the inspection list
in Section 9.0.
iii. The capacity of the sump and the oil/water separator. Is there an alarm system/device being
installed inside the sump and the oil/water separator to provide warning to the operator about
overfilling the washdown water storage unit(s)? If there is no an installed alarm system/device,
please provide the procedures or practices to prevent overfill of the leachate/wastewater storage
units.
iv. This Section describes that “From the sump, the washdown water will be pumped into the City
of Winston-Salem Sanitary Sewer System.” Is there a sewer manhole on site to receive the
washdown water? If so, please provide the manhole location on the Site Plan drawing. Or will
the collected washdown water be routinely pumped and hauled to the City owned
WWTP? Please clarify.
7. (Section 3.2, last paragraph) Would non-putrescible wastes be allowed to remain on the transfer station
tipping floor at the end of the working day if it is stored in containers designed for waste storage? Please
clarify.
8. (Section 3.3 & Appendix) Will a standard waste screening form be used, and will the items included in
each random load be listed on the form? Will the form include information about any unacceptable
waste found? Will the form specify the disposition of any unacceptable waste found? Please clarify.
9. (Section 7.4) The Fire Occurrence Notification Form can be directly downloaded from the web link

Please append the form to the Operation Plan. Notification of a fire occurrence, both verbal and written,
should be submitted to the Regional Environmental Senior Specialist for Forsyth County, not to the
Raleigh office.

10. (Section 9.0 & Site Plan drawing) Please show the following items or features on the Site Plan drawing:
i. The alignment/layout of the drain lines related to the floor drain and/or trench drain (described in
the Section 9.0) leading to the sump and the oil/water separator.
ii. The locations of fire hydrant and the water source to clean the tipping floor.
Please submit a hard copy and an electronic copy of the responses to the above-mentioned comments and
provide the requested info which should be incorporated into the final permit application document. Thank you
