STATUS OF PAST NOTED VIOLATIONS:
On the previous inspection conducted on 08/10/16, violations to Rules .0838(a)(15) and .0838(a)(18) were noted. A
violation to Rule .0838(a)(15) was noted for a grease burn on Field 1 and a violation to Rule .0838(a)(18) was noted for
hay bales remaining on both fields for some time after the harvest. A Notice of Deficiency was issued on 08/29/16 for
the two violations. The hay bales had been removed from the fields. However, new grease burns were noticed.
OBSERVED VIOLATIONS:
1. Three grease burns noticed in Field 1near the split between Fields 1 and 2. Grease burns are a violation of
Rule .0838(a)(15) that states “Grease septage shall be diluted at least 1:1 from its concentration when
pumped with domestic septage or water if land applied over perennial vegetation. This dilution shall be
increased if crop damage occurs…”
You need to make sure that the grease septage is properly diluted, mixed, and treated (pH of 12 for 2 hours)
prior to application. Replant any areas where the rye is not going to recover.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

AREAS OF CONCERN AND COMMENTS:
1) The required signage is present before you get to the site for both the northern and southern access paths.
2) No issues noticed with the access paths to the site.
3) Markers present and visible. The marker separating Fields 1 and 2 needs labeled along the northern side of the
disposal site. The marker along the southern edge was labeled.
4) No septage discharges noticed outside of the permitted boundary for the site.
5) No spot dumps or thick applications noticed today. A couple of grease burns were noticed today (see pictures
below). You need to make sure that the grease septage is properly diluted, mixed, and treated (pH of 12 for 2
hours) prior to application. Some of the rye was recovering from the grease burns. Some areas will need to be
replanted.
6) The rye had been planted and was up (approx. 3 to 4 inches tall). No hale bales present on the fields. Some hay
bales present in the buffer area. Chris said that he was in the process of removing them.
7) pH of septage not checked. No application at time of inspection.
8) No objectionable odors noticed today.
9) Setback distances appear to be met.
10) Records not checked today.
11) I collected a representative soil sample from each field. Talked to Chris about the grease burns.
Signage present at the northern entrance to the site. Signage present at the southern entrance to the site.
Access path also serves as path to a turkey farm.
