The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1 -This facility had a Name Change. A Permit review has been conducted on April 27, 2016. Permit to Operate signed on
June 17, 2016. Permit expires February 02, 2020. Pursuant to 15A NCAC 13B .0201(g), no later than September 19,
2019, the permittee must submit a request to the Section for permit review and must update pertinent facility plans.
2 -This facility is Recorded in the Nash Co. Register of Deeds Book 1834, Page:609-611. Parcel No. 003377.
3 -Facility is a Large Type 2 Solid Waste Compost Facility.
4 -Only materials listed are being received /generated at this facility for Composting. Tobacco dust and byproducts of
tobacco, grass and other vegetative waste generated at this site may be used in composting. A permit modification is
required for a request to receive additional feedstocks.
7 -Compost is Sold to the Public and Facility has Land Application sites. Land application events have occurred 1 time
so far this year on all fields, per Kyle Bass.
8 -Pine tree application lanes have been mowed.
9 -Facility has a sign at the entrance with required information.
10 -This facility has all computerized probes recording the compost information. Reviewed current compost
temperature monitors.
11 -Stored compost is covered under tarps.
12 -This facility has 12 Forced Air Static Composting Bins. Any Leachate is contained and managed.
13 -Facility has all weather access roads and are maintained well.
14 -Forced Air Static Composting Bin Area is kept very clean.
15 -The total capacity of the site is 50,000 tons per year. A permit modification is required for a request to increase
capacity.
16 -Feedstocks must not be received that are in an anaerobic state.
17 -No objectionable odors noted during this inspection.
18 -Digital pictures taken and attached.
