Dear Mr. Moore:
John Patron is correct. The PERMIT CONDITION No. 33, Part II, Attachment 3 of the Permit Approval To
Operate for the Great Oak MSWLF – Cell 1A (DIN 27188) dated December 29, 2016 allows the landfill to
apply petroleum contaminated soil (PCS) as an alternative daily cover (ADC). The application of the PCS as
the ADC must follow the guidance stated in the Approved Alternative Daily Cover Materials For Use At
Sanitary Landfills (DIN 20365) dated January 7, 2014. Please also pay attention to and implement the
documentation and record requirements in PERMIT CONDITION NOs. 34 & 35.

The facility permit and operations plan states that PCS may be used as ADC material.
Ensure the facility follows the guidance stated in the Approved Alternative Daily Cover Materials For Use At Sanitary
Landfills.
ADC material records will be verified when SWS is on site/during inspections.

In accordance with DEQ - Division of Waste Management Document No. 20365,
Approved Alternate Daily Cover Materials for Use at Sanitary Landfills (January 7,
2014), the use of an alternate cover material (ACM) must be documented in the approved
operation plan for the facility. If a facility intends to utilize an ACM that is currently not
in their approved operation plan but is included in the ACM document referenced above,
they may do so by following a prescribed procedure.
In the case of Great Oak Landfill, the use of petroleum contaminated soil (PCS), an
approved ACM, is not provided for in the facility’s approved operations plan. Therefore,
as allowed for in the above guidance document, the landfill has elected to use PCS in the
manner prescribed by the Division. To implement the use of the PCS, Great Oak Landfill
will do the following:
place a notice (this internal memo) in the facility operating record with the
procedure for using the ACM,
provide a copy of the notice and ACM use procedure to the Permitting Branch
Supervisor and the Environmental Senior Specialist; and
Great Oak Landfill will request that this ACM be incorporated in the operations
plan during the next permit action.
As required in the first bullet item above, the facility must outline their intended
procedure for utilizing PCS as an ACM. Great Oak Landfill will follow the procedures,
incorporated here by reference, outlined in Division of Waste Management Document
No. 20365, Approved Alternate Daily Cover Materials for Use at Sanitary Landfills
(January 7, 2014), page 10 of 15, for Petroleum Contaminated Soils.
