Bruce – Sorry for taking so long to respond. This change is not a major change to the way waste is handled so we
wouldn’t call it a permit mod. It should be written up with the certification as a design change that was discussed with
our office and that we had no objection to.

Hi Donna,
The Orbit Energy Charlotte team is getting near construction completion and we are beginning work on as‐builts with
them for the engineer’s cert. They have asked me to speak with you about adding a tank, perhaps in the location noted
on the attached diagram. The tank will receive oily water from Dissolved Air Floatation (DAF) devices used by some of
their waste sources.
They currently intend to use City water to dilute the food waste in the pulpers and want to use this DAF water
instead. It has the added benefit of providing an energy value in the digesters. Preliminarily, the tank would be
approximately 40,000 gallons in size and would be tall & slender to fit in the available space. I’m working with their
design guys to get more specific information on size, location, pumps, & piping but wanted to familiarize you with the
request.
The permit has a limit of 153,000 tpy of waste received. They advise that they currently plan to use 27,000 typ of added
City water for a total digester load of 180,000 tpy. They are proposing to receive 27,000 tpy of DAF water for the
dilution purpose.
So my early questions for you is: Can we do this addition as an as‐built detail, or do we need to go through a permit
mod?
