Tryon St., Ste. 1000 Charlotte, NC 28202 Attn: Mr. Chris Helsabeck Re: 2016 Annual Redevelopment Update Report Pepsi Bottling Facility 2764 and 2820 South Blvd. Charlotte, North Carolina Brownfields Project# 19057-15-060 H&H Job No. LEN-001 Dear Chris: 1.0 Introduction H&H has prepared this annual redevelopment update report to document environmental related activities occurring in 2016 at the former Pepsi Bottling facility (BF Project# 19057-15-060) located at 2734 and 2820 South Boulevard in Charlotte, North Carolina (Site or subject Site). A Site location map is provided as Figure 1. This report has been prepared in accordance with Land Use Restriction (LUR) 3 in the executed Brownfields Agreement for the Site. In 2016, Pepsi Bottling ceased operations at the Site, and the former bottling facility was razed in September/October 2016. Asbestos containing building materials were removed and properly disposed prior to demolition of the Pepsi Buildings. In 2016, surface grading to remove organic rich surficial soils at the Brownfields property was conducted upon completion of demolition activities. In addition, during demolition of the facility, the General Contractor (GC) discovered a below ground oil-water separator (OWS). A brief discussion of Site activities associated with Mr. Chris Helsabeck February 1, 2017 Page 2 S:\AAA-Master Projects\Lennar (LEN)\LEN-001\Annual Report\Report\Pepsi Bottiling Facility (BFProj# 19057-15-060)_Annual Report.doc the surface grubbing and OWS is provided in the following sections. 2.0 Surface Soil Assessment Activities To evaluate the potential for impacts in organic rich shallow soil to be removed from the Site during proposed surface grubbing activities, H&H collected soil samples in northern, central, eastern, southern, and western portions of the Brownfields property on September 27, 2016 in accordance with the plan approved by The North Carolina Department of Environmental Quality (DEQ) Brownfields Program. Aliquot soil sample locations are depicted on Figure 2. Shallow soil borings were advanced with a decontaminated stainless steel hand auger in areas at the Site where surface grubbing was to be performed and aliquot soil samples were collected from the center of the hand auger bucket at each boring location. Aliquot soil samples from each area were then combined and homogenized to form composite soil samples representative of each of the five portions of the Site where surface soil would be removed. The five composite soil samples, labeled SS-N (from the northern portions of the site), SS-E (from the eastern portions of the Site), SS-S (from the southern portions of the Site), SS-W (from the western portions of the Site), and SS-C (from the central portions of the Site), were placed directly into laboratory-supplied sample containers, labeled with the sample identification, date, time, and requested analyses. The sample containers were then placed in a laboratory-supplied cooler and iced. The sample cooler was delivered to Contest Analytical Laboratory under standard chain of custody protocols for laboratory analysis of semi-volatile organic compounds (SVOCs) by EPA Method 8270D, and Priority Pollutant List (PPL) metals plus hexavalent chromium by EPA Methods 6020A/7471B/7196A. Additionally, H&H collected a grab sample from one aliquot sample location in each of the five areas for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260B. As indicated in Table 1, low levels of the polynuclear aromatic hydrocarbon (PAH) benzo(a)pyrene were detected at concentrations exceeding the Inactive Hazardous Sites Branch (IHSB) Protection of Groundwater and Residential Preliminary Soil Remediation Goal (PSRGs) in composite soil samples SS-N, SS-C, and SS-S. Additionally, the PAH benzo(a)anthracene was detected above the Protection of Groundwater and Residential PSRG in soil sample SS-C. No compound concentrations exceeded their Industrial PSRGs. No other compound concentrations were detected above PSRGs in any other samples collected at the Site during the surface soil assessment. Because PAHs were detected at concentrations exceeding PSRGs in three of the soil samples at the Site, in November 2016 approximately 315.78 tons of soil generated during surface grubbing activities was transported to the Republic Services Landfill in Concord, NC for disposal. Disposal documents are provided in Appendix B. 3.0 Oil Water Separator Activities A sub-grade OWS located near the former mechanic bay along New Bern Street was discovered by the GC during Pepsi Bottling facility demolition activities. The approximate location of the OWS is shown on Figure 2. Additionally, a single man-hole settling chamber collecting water discharge from the OWS prior to discharge to the municipal sanitary sewer system was discovered near the OWS along New Bern Street (Figure 2). On October 26, 2016, H&H personnel inspected the OWS and settling chamber. A sample of the residual material in the OWS chamber was collected for disposal characterization purposes. At the request of the disposal contractor, the OWS sample was submitted for laboratory analysis of VOCs by EPA Method 8260B, SVOCs by EPA Method 8270D, and Toxicity Characteristic Leaching Procedure (TCLP) metals by EPA Method 6010D. Mr. Chris Helsabeck February 1, 2017 Page 4 S:\AAA-Master Projects\Lennar (LEN)\LEN-001\Annual Report\Report\Pepsi Bottiling Facility (BFProj# 19057-15-060)_Annual Report.doc Laboratory analytical results for the residual OWS material indicated that the VOC ethylbenzene (0.063 mg/kg) and the SVOC bis(2-ethylhexyl)phthalate (32 mg/kg) were detected in the sample. The TCLP metals analysis indicated the presence of cadmium (0.062 mg/L) and lead (0.28 mg/L) but at concentrations below EPA regulatory levels for characteristically hazardous material. The laboratory analytical report is provided in Appendix A. On November 1, 2016, H&H personnel mobilized to the Site to provide oversight during removal of approximately 1,250-gallons of water and sludge from the oil-water separator and nearby single man-hole settling chamber. The water and sludge were removed via vac truck and transported off-site to EVO’s permitted facility located near Winton-Salem for disposal as non- hazardous waste. A certificate of disposal for the water and sludge removed from the OWS system is provided in Appendix B. On November 2, 2016, H&H mobilized to the Site to provide oversight during removal of the OWS. The concrete OWS was removed using a track-mounted excavator and staged on plastic prior to being transported to the Republic Services landfill. Upon removal of the separator, H&H observed minor staining on the sidewalls of the OWS basin near the influent and effluent plumbing. Five soil samples were collected from the OWS basin and field screened for evidence of staining, odors, and organic vapors using a calibrated photoionization detector (PID). Based on field screening results and per the approved Environmental Management Plan (EMP), one soil sample (OWS-E) was collected from the eastern sidewall of the OWS basin from an area of obvious staining located approximately 5 feet below the ground surface (ft bgs). The staining and potential impacts in the OWS basin were observed below the final redevelopment grade in this area of the Site. The soil sample was collected from soil not in direct contact with the excavator bucket and placed directly into laboratory-supplied glassware, labeled with the sample identification, date, time, and requested analyses. The sample was then placed on ice in a laboratory-supplied cooler Mr. Chris Helsabeck February 1, 2017 Page 5 S:\AAA-Master Projects\Lennar (LEN)\LEN-001\Annual Report\Report\Pepsi Bottiling Facility (BFProj# 19057-15-060)_Annual Report.doc and delivered to TestAmerica Laboratories, Inc. under standard chain of custody protocols for analysis of VOCs by EPA Method 8260B, SVOCs by EPA Method 8270D, and PPL metals plus hexavalent chromium by EPA Methods 6010D/7471B/7196A to document the potential presence of residual soil impacts in this area. Laboratory analytical results for the OWS basin sample are summarized in Table 1 and indicate that no VOC or SVOC compounds were detected above laboratory reporting limits. Several metals including trivalent chromium (20.5 mg/kg), copper (11.1 mg/kg), lead (19.4 mg/kg), manganese (78.5 mg/kg), nickel (4.54 mg/kg), and zinc (14.7 mg/kg) were detected above laboratory reporting limits, but below IHSB PSRGs. Upon completion of the sampling activities, the OWS basin was backfilled with clean soil and compacted for planned grading activities. 4.0 Summary In September 2016, H&H conducted surface soil assessment activities at the Site to evaluate the potential for impacts in areas where proposed surface grubbing activities were needed for redevelopment. Results of the surface soil assessment indicated that PAH compounds were detected above IHSB PSRGs in several areas. Therefore, approximately 315.78 tons of soil generated during surface grubbing were transported off-site to the Republic Services landfill in Concord, NC for disposal. During demolition of the former Pepsi Bottling facility, the GC discovered a sub-grade oil-water separator near the former mechanic bay on the southern portion of the Site near New Bern Street. Additionally, a single man-hole settling chamber that collected water discharge from the oil- water separator system was discovered near New Bern Street. H&H provided oversight during the removal of residual material from the oil-water separator and the settling chamber for off-site disposal and during removal of the oil-water separator. A soil sample was collected for laboratory analysis from stained soil located on the eastern sidewall of the basin. Laboratory analytical results did not identify significant impacts in OWS basin soil. Upon completion of the OWS removal and sampling activities, the basin was backfilled with clean soil and compacted for planned grading activities. Redevelopment activities at the Brownfields property are ongoing and are being conducted in accordance with the approved Environmental Management Plan.
